Background
In 2013, the repercussion of Syrian refugees’ influx has expanded to most of Lebanese areas. Signs of conflict between the Lebanese and the Syrian communities have become clear in many regions, varying based on the region’s social and economic context.
Citizens and municipalities are left alone to deal with its implications, with no guidance or capacity to differentiate between the political and humanitarian aspect.
After having worked closely since 2009 with municipalities, local actors, NGOs, educators and media, the UNDP Peace Building in Lebanon project has been involved since the eruption of the Syrian crisis and the influx of Syrian refugees to Lebanon in many initiatives aiming at improving social cohesion within Lebanese communities and between Lebanese and Syrian communities. The work targeted many areas, but mainly focused on the North, Bekaa and the South.
However, several reports and the sequence of events reported by media and others, show that there is a need also to give more attention to Mount Lebanon Governorate, specifically in Chouf, Aley and Baabda Casas.
Duties and Responsibilities
Under the supervision of the "Peace Building in Lebanon" Project Manager, the consultant will provide the following services:
- Develop a quick situation analysis (based on desk review and some field research) focusing on the impact of the Syrian crisis on the selected Casas in Mount Lebanon area and covering the status of the relationship between Lebanese and Syrians (including attitudes, perceptions and behaviors) in the different communities (the position of both local communities and municipalities);
- Prepare a mapping of all NGOs both national and international working on social cohesion and peace building initiatives in Mount Lebanon Governorate, specifically in Chouf, Aley and Baabda Casas;
- Suggest key interventions that are urgently needed to reduce tensions and prevent conflicts in specific areas (depending on the situation).

- Deep knowledge of Lebanon and the socio-political dynamics at the community level and knowledge of the context of the impact of the Syrian crisis on Lebanon;
- Knowledge of the area targeted is an asset;
- Proven experience in conducting similar situation analysis and mapping exercise;
- Knowledge of UNDP’s approach and experiences in conducting similar task is an asset;
- Excellent analytical and research skills.
Required Skills and Experience
Education:
- Bachelor degree in Social Science, Political sciences, International Relations, or any other related topic is required.
Experience:
- Minimum of 5 years of experience in the field of conflict research and mapping in Lebanon.
Languages:
- Fluency in Arabic and English.
