Background

The Sustainable Development Goals Fund (SDG-F) is a new development cooperation mechanism created in 2014 by the government of Spain and UNDP, on behalf of the UN system, to support sustainable development activities. It builds on the experience of the previous MDG Achievement Fund (MDG-F, www.mdgfund.org, 2007-2013), which supported 130 joint programmes in 50 countries, while expanding its activities towards sustainable development, a higher attention on public-private partnerships and updating its operational framework to the effective development co-operation principles.

The SDG-F Secretariat is the operational coordination unit for the Fund and services the SDG-F Steering Committee. The Secretariat sits in the Bureau for External Relations and Advocacy of UNDP headquarters. The Secretariat is delegated by the Steering Committee to ensure policies and strategies decided by the Steering Committee are implemented and adhered to.

The Monitoring and Evaluation and Private Sector Analyst of the SDG-F Secretariat is responsible for key quality and assurance functions, provision of guidance and support to SDG-F countries to improve JP M&E frameworks with the view to track processes, progress and measure impact by the fund resources and assist the Directorate in monitoring overall funds’ progress. This may include support to the identification of common comparable indicators and means of verification and the preparation of comprehensive status.  He/She is also responsible for the implementation of the SDGF private sector strategy. He/She reports to the Directorate of the Secretariat.

Duties and Responsibilities

Summary of key functions:

  • Sound advisory support;
  • Strategic guidance, technical support and coordination of monitoring and evaluation exercises at different levels plus private sector;
  • Management of data, information and knowledge generated.

Sound advisory support:

  • Assess the quality of proposed Joint Programme Monitoring and Evaluation Frameworks submitted to the Fund;
  • Provide advisory support to the Directorate on the M&E systems and strategies in place to capture impact of the fund in advancing the selected SDGs;
  • Provide support to the Directorate on private sector partnerships.

Strategic guidance, technical support and coordination of monitoring and evaluation exercises at different levels:

  • Support and guide eligible countries in their monitoring and evaluation plans to ensure consistency;
  • Support to plan, coordinate, manage and execute SDG-F level Monitoring and Evaluation exercises including Annual and mid-term reviews and thematic evaluations (in coordination with the Directorate of the SDG-F);
  • Provide logistical and technical assistance to relevant M&E activities and processes
  • Prepare and participate to field monitoring visits;
  • Support to coordinate, design and implement partnerships with private sector.

Management of data, information and knowledge generated:

  • Extract lessons learnt, share knowledge and disseminate good practices, and formulate recommendations to improve overall programme planning, implementation and evaluation;
  • Collate, consolidate and prepare reports on the M&E and private sector activities processes as required by the SDG-F and the SDG-F Steering Committee;
  • Liaise with UNEG/UNDG to incorporate emerging best practices to UN policy on monitoring and evaluation;
  • Undertake research, data collection and maintenance of database on relevant tools and references on the harmonization of M&E instruments and technologies of the UN system and OECD/DAC global practice;
  • Prepare relevant M&E and private sector materials for the Fund web-site.

Required Skills and Experience

Education: 

  • Master’s degree is desirable. Post-graduate studies in social sciences are a requirement.

Experience:

  • 2 years of experience required;
  • Some experience at the national and international level in international development issues;
  • Some experience in programme/project formulation, monitoring and evaluation with international organizations, as well as private sector;
  • Field experience will be an asset;
  • Experience with performance measurement, indicators, monitoring and understanding of statistics is an asset;
  • Clear understanding and experience of working on sustainability (social, environmental) results and impact measurement;
  • Demonstrated experience in engagement of the private sector for development and analytical work on corporate sustainability issues;
  • Knowledge in the international development agenda and in particular the Millennium and Paris Declarations.

Language: 

  • English and Spanish.

Evaluation

Individual consultants will be evaluated using the Cumulative Analysis methodology.

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight: 70%;
  • Financial Criteria weight: 30%.

Technical Criteria:

  • Knowledge of and experience in monitoring and evaluation, 40%;
  • Understanding of the role of the private sector in development, 30%;
  • Understanding of key issues related to development, 30%.

Only candidates obtaining a minimum of 70 percent of technical would be considered for the Financial Evaluation.

Financial: 30 points
