Background

Under the overall supervision and guidance of the UNV Regional Manager, the Programme Associate assists the Regional Office (RO) team in management and effective oversight and coordination of  the RO’s activities, including but not limited to  management of administrative budget, programme management and implementation, planning and monitoring of the Strategic Framework (SF) and activities; s/he supports  monitoring of and reporting on all relevant budgets related to the RO (both management and development projects) and liaison with internal and external staff/clients.

Duties and Responsibilities

Collaborate in the coordination, monitoring, consolidation and reporting on the Strategic Framework results, Annual Business Plan and Regional Office work plan:

  • Support RO and corporate work planning activities by coordinating inputs and subsequent reviews;
  • Support the Regional Manager in the efficient management of the project pipeline through regular monitoring of RO personnel reports;
  • Closely monitor and report on the RO’s indicators in the Integrated Results and Resources Matrix (IRRM).

Contribute to internal and external partnership, communication and advocacy efforts  related to the Regional Office:

  • Research and analyze statistical data/information from internal and external sources to prepare monthly updates, reports, and charts on statistics as required, including for global statistical update;
  • Support the Regional Manager in setting up strategic meetings with internal and external partners and participation in forum and conferences;
  • Collaborate in preparing UNV Regional reports, fact sheets and production of other promotional materials related to the RO activities and in consultation with the Communication Section in UNV HQ;
  • Support the preparation of a monthly news bulletin highlighting peace and development activities in the region to increase corporate awareness of field activities.

Contribute to the management and monitoring of resources (human and financial) of  Regional Office:

  • Monitor RO administrative budget and availability of funds in ATLAS, and supports the Regional Manager and RO personnel in the monitoring of programme resources;
  • Assist the Regional Manager in the efficient management of the programme and projects, ensuring balance of workload, consistent communication and follow-up on personnel needs/welfare and synergies.
  • Act as leave monitor and focal point for the RO personnel, and provide administrative guidance on mission travel plans, performance reviews, training needs, contractual status and succession planning;
  • Manage the recruitment of interns and the induction of newly hired personnel in RO;
  • In cases where there is no UNV Field Unit in the country where the RO is located, support recruitment of volunteers for the given country.

Actively support training and capacity building measures and related activities in the Regional Office:

  • Act as administrative and logistical focal point for the organization of RO-led workshops, retreats and other events including financial budgeting, identification of  procurement needs and initiates procurement action;
  • Collect information on learning needs of personnel within the Regional Office and coordinates with HR and VKIS in the preparation of learning plans and their implementation;
  • Actively contribute to knowledge building and knowledge sharing in the organization as focal point for the document management system and Portal for the RO.

Provide efficient administrative support to the UNV Regional Office:

  • Manage administrative and procurement processes for personnel and consultants in the RO;
  • Manage RO documents, files and briefings, including organizing and archiving electronic communications;
  • Draft general internal and external communications as requested by the UNV Regional Manager; prepare presentations and supporting documents for RO management and substantive meetings;
  • Ensure compliance with UN/UNDP rules, regulations and policies;
  • Perform any other functions as required.

Required Skills and Experience

Education:

  • Secondary Education; university degree is desirable, but it is not a requirement.

Work Experience:

  • 6 years of progressively responsible programme and/or administrative experience is required at the national or international level;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc);
  • Experience in handling of web based management systems.

Language Requirement:

  • Fluency in English and in the national language of location of Regional Office;
  • Knowledge of an additional UN language is an asset.

Other:

  • Advanced knowledge of spreadsheet and database packages;
  • Non-Smoking environment.
