Background

Under the overall guidance of the Chief of the Country Office and Regional Programme Support Team and direct supervision of the Regional Monitoring Specialist the RBM Analyst provides analytical support and provision of high level technical support and advisory for Results Based Management, planning, monitoring and evaluation across the region.  S/He contributes to the design, management, implementation and use of evaluations commissioned at regional and country levels and helps to prepare trainings to improve the skills and practices in RBM, Planning, Results Oriented Monitoring and Development Evaluation. S/He supports the facilitation of Regional Communities of Practice and other knowledge management mechanisms and helps to maintain and build relationships and partnerships on M&E in the region.

Duties and Responsibilities

Enhances the design, management,implementation  and use of evaluations commissioned at regional and country levels by:

  • In close coordination with CO and Regional Programme Support Tea, supports the review of evaluation TORs with stakeholders, helping to identifyconsultants and reviewing evaluation inception and final reports to assure independence, cost-effectiveness, quality and utility of all evaluations;
  • Contributing to briefs and reports as needed as part of an overall dissemination and use of evaluation findings in the region; including, the systematization of lessons learning from evaluation in coordination with RBLAC units and Country Offices,in coordination with Planning, Reporting and Oversight Team;
  • Tracking effective use by the COs of the quality assurance, approval and support mechanism for evaluation plans, which includes monitoring of their implementation and development and implementation of corresponding management responses (as per UNDP quality criteria, guidelines, and requirements);
  • Aggregating, analyzing and reporting on information from the CO and Regional Programme Support Team regarding CO compliance in the development and implementation of evaluation plans and management responses to evaluation;
  • Liaising with the Evaluation Resource Center to assure the public access to all evaluation plans, evaluation reports and management responses produced in the region.

Improves skills and practices in RBM, Planning, Results Oriented Monitoring and Development Evaluation:

  • Tracking progress on the implementation of the Bureau’s monitoring and evaluation Strategy for the Regional Programme (2014-2017) by liaising with the CO and Regional Programme Support Team to follow up on project teams’ actions and make recommendations to preclude delays, escalating concerns to the Regional Monitoring Specialist;
  • Supporting the implementation of corporative initiatives in the region, including COSI and Strategic Plan alignment processes,to improve quality of the UNDP programmes through RBM and quality M&E;
  • Compiling and maintaining information regarding the planning of UN Development Assistance Frameworks and UNDP Regional and Country Programmes, and selected project planning processes, in order to advise on upcoming priorities and help planthe team’s support to COs and the Regional Programme, identifying any areas that may need additional technical inputs from the team and escalating these to the Regional Monitoring Specialist;
  • Reviewing past evaluation and ROARs in order to identify lessons learned and support the Regional Monitoring Specialist and CO and Regional Programme Support Team in advising COs onResults oriented M&E strategies/ plans, including Results Oriented Annual Reports ROARs;
  • Undertaking desk research on RBM training and liaise with the internal network of experts in order to help develop training materials on RBM, planning andM&E specific to the needs to the region and COs.

Supports the facilitation of Regional Communities of Practice and other knowledge management mechanisms by:

  • Coordinating, with the Regional Monitoring Specialist, the regional UNDP Community of Practice on Evaluation to promote networking and experience sharing among M&E practitioners, including organization of face-to-face and virtual events;
  • Maintaining contacts and helping organize meeting agendas and priorities of the Evaluation Area Associate Expert Network, including identification of potential future Experts;
  • Maintaining a database M&E support expertise, lessons learnt and good practices,practical tools and methodologies to be made available to Country Offices and other members of the Community of Practice upon demand;
  • Aligning M&E work with the policies and work in monitoring and evaluation at the corporate level in UNDP as well as in other regional networks, communities (and sub-communities) of practice, and other relevant partners;
  • Supporting the incorporation of LAC inputs in the corporate policies, practices and reports on RBM, M&E.

Enhances knowledge management support for external relationship and partnerships by:

  • Undertaking research on emerging opportunities to partner with other M&E stakeholders in the region and for the Bureau to participate in external forums of relevance; and
  • Analyzing results from partnership survey and recommending applicable follow-up actions to supervisor.

Required Skills and Experience

Education:          

  • Master’s degree in International Relations, Economics, Political Science or other related social science.

Experience:       

  • At least 2 years of progressively responsible professional work experience in development, economics or other related field of work, at the national or international level;
  • Other specific experience requirements (ie “on-the-ground work experience in developing countries preferably in Latin America Region”).

Language:            

  • Fluency in Spanish and English (both written and oral);
  • Knowledge of French will be an asset.
