In India since April 1981, UNHCR provides international protection and assistance to individual asylum seekers in New Delhi. It assists approximately 16,000 recognized refugees and many asylum seekers, making it one of the largest urban refugee caseload in the world. UNHCR works with several different implementing partners to provide a variety of support services to refugees and asylum seekers.
With increasing rates of arrivals from countries as diverse as Somalia, Myanmar and Afghanistan, protection and community services functions continue to be a critical component of the operation in India. UNHCR runs the Women’s Protection Centre in West Delhi to provide counseling support to refugees and asylum seekers. Similar protection outreach activities take place in South Delhi and also at the UNHCR office. The role of the NUNV would primarily be to assist in UNHCR’s protection and community services functions, in order to provide direct counseling support and advice to persons of concern and ensuring that a person has information to access basic services.
The post is both challenging and rewarding and requires someone who is patient, has excellent people and counseling skills, is helpful by nature and has the genuine interest of refugees at heart.
Living Conditions:
New Delhi and the surrounding National Capital Region is a large and bustling metropolis of some 14 million people undergoing rapid changes. The capital city is an administrative, cultural and commercial centre with modern amenities and well connected by air. It is a safe place with large expatriate community drawn from embassies, UN agencies, MNCs and foreign businesses. It has short moderate winter and long hot summer.
Conditions of Service
A twelve-month contract, monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to INR 33,696; settling-in-grant (if applicable); life, health, and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service.
Devoirs et responsabilités
Under the direct supervision of Associate Protection Officer the UNV volunteer will undertake the following tasks:
- Provide professional protection counseling and advice and identify vulnerable cases in need of urgent intervention.
- Ensure referrals of cases to implementing partner services on a timely basis.
- Ensure systematic and regular tracking and follow up of protection cases that require further interventions including home visit monitoring
- Support community development capacity initiatives
- Maintain statistics, gain familiarity with relevant databases, prepare regular data analysis and timely reports, including on trends and patterns.
- Perform any other tasks as assigned by the office.
Furthermore, UNV volunteers are encouraged to:
- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
- Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
- Assist with the UNV Buddy Programme for newly-arrived UNV volunteers;
- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/Expected Output:
- Asylum seekers and refugees are received in a positive, helpful and responsive manner in accordance with UNHCR’s standards and procedures at the reception, registration and outreach centres
- Close monitoring of trends and patterns and protection concerns are reported each month in a timely and qualitative manner
- Updated statistics are produced every month.
Compétences
- Good knowledge of Refugee issues and Human Rights doctrine.
- Ability to work under pressure, in a team and good inter-personal skills necessary.
Qualifications et expériences requises
- University degree (B.A.) in Political Science, Social Science, Law or International Relations or related disciplines.
- Experience in social welfare work and/or legal counselling would be an asset.
- Knowledge of MS Word, Excel and Access.
Language skills:
- Fluency in English required. Knowledge of other languages could be an asset.
