Background

The LoCAL project is designed to provide access to climate finance for local governments in least developed countries. LoCAL understands that local bodies have the mandate to deal with many of the issues directly affected by climate change such as drainage and water management, land use planning, road maintenance and other issues which effect food security, especially in developing countries. Yet much of the international development assistance for climate finance flows directly to central government agencies and often through parallel projects and programmes.

LoCAL’s methodology channels funds directly to the local level while providing incentives for local governments/bodies/authorities to mainstream climate-adaptive thinking into everyday planning and investment, thereby encouraging systematic analysis of changing weather patterns and their impacts on local economies. The implementation model is designed based on 20 years of successful UNCDF experience in public financial management, local investments and performance-based fiscal grants.

In Mozambique, the National Climate Change Adaptation and Mitigation Strategy identifies that there are important tasks for Provinces and Districts within the integrated response to climate change. The Provincial Governments and districts will need to develop strategies for Climate Change Adaptation; establishing coordination arrangements with Non-Governmental Organisations, national Ministries and other agencies; integrating CCA into planning and budgeting; receiving development budget resources earmarked for CCA and participating in monitoring.  

Objectives and aim

LoCAL will empower the Provinces and Districts Governments to perform these roles through developing and funding adaptation strategies and plans, and infrastructure and services. With improved capacity, Districts will be well placed to access additional national and international CCA funds and act as coordinating agencies for an integrated climate change response as well as to provide the continuity and maintenance capacity that is often lacking from time-bound projects, with backstopping, technical assistance and capacity building and coordination support from the provinces.

Duties and Responsibilities

Summary of Key Functions:

  • Ensure appropriate liaison between key Central Government Ministries and other institutions (MPD, MF, MICOA, etc.);
  • Support & participate in the elaboration of annual work plans & budgets & respective progress reports, ensuring alignment and integration with national systems;
  • Provide advice relating to the identification, documentation and dissemination of project innovations and best practices;
  • Ensure that lessons learnt and best practice generated by  LoCAL are taken into consideration by  Government in order to strengthen the integration of  climate change considerations in the planning & budgeting process and the resilience of  small-scale community infrastructure.

Ensure appropriate liaison between key Central Government Ministries and other institutions (MPD, MF, MICOA, etc.):

  • In coordination with the UNCDF Mozambique Country Office, support relevant ministries and other government institutions in the  implementation of programmatic interventions in Gaza Province;
  • Coordinate the selection and recruitment of national and international consultants as and when required to work on the LoCAL initiative;
  • Facilitate the active participation of relevant national directorates relevant to the  LoCAL programme in Mozambique;
  • Participate and provide inputs to the development of programme planning and implementation and support the links between central and provincial government institutions;
  • Liaise regularly with the UNCDF Mozambique Country Office to share information regarding the Government perceptions of project implementation;
  • Ensure the regular integration of LoCAL related considerations into Government agendas including internal meetings and workshops organized by the Government;
  • Identify the training needs of project stakeholders, and appropriate courses and trainings to strengthen national capacities;
  • Support to the institutional – managerial and technical level coordination arrangements under LoCAL in Mozambique.

Support & participate in the elaboration of annual work plans & budgets & respective progress reports, ensuring alignment and integration with national systems:

  • Provide advice on the application of national methodologies to planning and budgeting procedures at Provincial and District level, specifically on Climate Change Adaptation mainstreaming;
  • Provide support and guidance to the province and district on issues related with the Local guidelines and manuals, including on the CCA planning process, investment menu, access conditions and performance measures;
  • Support the elaboration of regular reports to be present to provincial and central government;
  • Support Provincial and District Governments in Gaza Province to improve the collection and accuracy of data related to LoCAL;
  • Ensure that all planning documents elaborated by the project are harmonized and aligned with national processes and national planning documents;
  • Ensure the integration of project planning and budgeting processes with e-Sistafe;
  • Support organization of the annual performance assessment of the districts and provide support to the quality assurance of this.

Provide advice relating to the identification, documentation and dissemination of project innovations and best practices:

  • Support the documentation of all relevant achievements, experiences and processes that result from project implementation;
  • Capture lessons learnt, shared experiences, and best practices emerging from selected districts in Gaza Province and other provinces where relevant;
  • Ensure that best practices are disseminate at national level using appropriate social media and other means of communication;
  • Train district and provincial level technical staff to identify and document innovative practices;
  • Support the country driven resources mobilization strategy.

Ensure that lessons learnt and best practice generated by  LoCAL are taken into consideration by  Government in order to strengthen the integration of  climate change considerations in the planning & budgeting process and the resilience of  small-scale community infrastructure:

  • Support the integration of lessons learnt from LoCAL when planning and budgeting methodologies are revised and updated;
  • Ensure that lessons learnt from the project are presented to the management of the National Directorate of Planning (MPD);
  • Design appropriate materials based on LoCAL approach to be presented at national and provincial level in order to achieve the desired results on LoCAL;
  • Liaise with the relevant ministries, national and international research institutes, NGOs, and other relevant institutions in order to gather and disseminate information relevant to the LoCAL;
  • Support the establishment of links with related national and regional projects, and other international LoCAL initiatives;
  • Ensure the publication and dissemination of reports identified as project outputs;
  • Support negotiations on co-operation with UN, Government and financing institutions in order to identify and mobilize resources for LoCAL;
  • Ensure that all planning documents elaborated by the project are harmonized and aligned with national processes and national planning documents;
  • Ensure the integration of project planning and budgeting processes with e-Sistafe;
  • Support organization of the annual performance assessment of the districts and provide support to the quality assurance of this.

Required Skills and Experience

Education:

  • Bachelors Degree in Urban/Rural Development Management, Development Planning, Project Management, Economics, Public Policy, Sociology, Public Administration, Development Studies or related field.

Experience:

  • Minimum 7 years of relevant experience at national Government level in providing strategic  policy and programme/project advisory services, hands-on experience in policy and programme design, and the monitoring and evaluation of development interventions and results;
  • Knowledge of government planning and budgeting processes and procedures and funding systems;
  • Proven ability to establish and manage inter-relationships among international organizations, national governments and civil society;
  • Experience in the usage of new technology and office software packages.

Language:

  • Fluent in Portuguese and a good command of written and spoken English.
