Background
The UNDP Programme in South Sudan was established to support the implementation of the Comprehensive Peace Agreement (CPA) in Sudan signed in 200S. The Programme, which has expanded rapidly over three years, with a USD 70 million in delivery in 2008, focuses on three thematic areas:
Democratic Governance: To support the Government of South Sudan (GOSS) in building democratic institutions and promoting good governance, fostering peace, expediting recovery, and bringing about sustainable and self-reliant development contributing to poverty reduction and human development. This area also covers the rule of law and helps to establish sustainable, accountable, transparent law and justice systems in South Sudan to ensure that all Sudanese can enjoy the benefits of peace, security and justice;
Crisis Prevention and Recovery: To support the GOSS in conflict risk reduction, peace building, community security, disaster mitigation and recovery through technical support for programme development and implementation, building of institutional and human resource capacities and laying a foundation for sustainable development and recovery livelihoods;
Poverty Reduction and MDGs: To promote the Millennium Development Goals (MDGs), support the Global Fund to fight HIV/AIDS, Tuberculosis and Malaria, and promote gender mainstreaming through building the capacity of government bodies to effectively manage and monitor programmes.
Under the guidance and supervision of the Deputy Head of Office (Programme), the Business Management Unit (BMU) Team Leader acts as an advisor to Senior Management of UNDP South Sudan on all aspects of the Country Office (CO) programme with specific focus on strategic partnerships and resource mobilization, results based management (RBM) and enterprise risk management (ERM). The main role is to promote and mainstream RBM and ERM within the context of programme/project management.
In addition, the BMU Team Leader works to strengthen programme support functions with a focus on programme/project compliance with UNDP programme policies and procedures.
Duties and Responsibilities
Summary of Key Functions:
- As a member of the CO senior management team, strengthen the strategic direction of the UNDP Programme in South Sudan;
- Establish and maintain strategic partnerships and support to resource mobilization;
- Ensure effective management support to the CO programme focusing on quality control of the full programming cycle, and focusing on integration and deepening of RBM and ERM perspectives;
- Strengthen lessons learning, knowledge building and knowledge management in the South Sudan Programme.
As a member of UNDP South Sudan senior management team, strengthen the strategic direction of the UNDP Programme in South Sudan focusing on achievement of the following results:
- Undertake ongoing assessment and analys1s of the political, social and economic situation in the country in order to advise on programme strategy;
- Based on ongoing assessment and analysis, ident1fy new opportunities for new programme and project development; and adjustment of programme and project implementation, in line with the Common Country Assessment (CCA), United Nations Development Assistance Framework (UNDAF), Country Propramme Document (CPO), Country Programme Action Plan (CPAP), Annual Work Plan (AWP) and other key planning frameworks;
- Support and advise Programme Units (Governance, Poverty Reduction and MDG Unit and Crisis Prevention & Recovery Unit (CPRU) on project identification and development;
- Ensure UNDP Programme in South Sudan fully operationalizes all key result areas identified in the UNDAF/CPD in collaboration with the main partners and other UN Agencies;
- Manage the BMU Unit.
Establish and maintain strategic partnerships and support resource mobilization efforts of the Programme in South Sudan focusing on achievement of the following results:
- Support to the development and implementation of the CO partnerships and resource mobilization strategies to achieve Programme outcomes;
- Creation, deepening and coordination of partnerships with the UN agencies, International Financial Institutions (IFI’s), government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.,
- Determination of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors' priorities;
- Identification of possibilities for UN joint Programming and other partnership development opportunities;
- Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing;
- Undertake analysis of a partnership survey and develop and oversee the implementation of an action plan, within a broader partnership and resource mobilization strategy, to improve partnership results.
Ensure effective management support to the CO Programme focusing on quality control of the full Programming cycle, focusing on Integration and deepening of RBM and ERM perspectives:
- Promote effective application of RBM tools in programme and project cycle management;
- Support business processes mapping and establishment of internal Standard Operating Procedures in RBM and ERM, and advise on controls of the workflows in the Programme Units;
- Provide technical, advisory and oversight support in programme and project cycle management; Including planning, budgeting, implementing and monitoring, ensuring the application of UNDP Programme policies and procedures;
- Undertake continual monitoring and analysis of the Programme environment, to recommend opportunities for new Programme development and timely readjustment of programme;
- Oversee implementation of new corporate Enterprise Risk Management (ERM) framework for UNDP South Sudan.
Strengthen lessons learning, knowledge building and knowledge management in the South Sudan Programme, focusing on achievement of the following results:
- Lead efforts to develop and institutionalize a culture of lessons learning, knowledge building and knowledge management in the UNDP Programme in South Sudan;
- Identification and analysis of sources of information related to policy-driven issues;
- Development of mechanisms to ensure identification and synthesis of good practices and lessons learned directly linked to Programme goals, and their feedback into ongoing programme development and implementation;
- Advise Programme Units in their support to advocacy networks, policy dialogues and campaigns of national level, and/or linked to international networks;
- Promote sound contributions of UNDP South Sudan to UNDP corporate and other knowledge networks and communities of practice;
- Support the formulation of the office learning plan, based on lessons learned and identified weaknesses;
- In close cooperation with the Learning Manager, organization of trainings for the operations/projects staff on relevant programming issues as identified in the learning plans.

Required Skills and Experience
Education:
- Master's Degree or equivalent in Business Administration, Public Administration, Economics, Political Science or a related field.
Experience:
- 7 years of relevant experience at the national or international level in providing management advisory services and strategic partnership;
- Hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organizations and national governments;
- Experience in the usage of computers and office software packages, experience in handling of web based management systems.
Language Requirements:
- Excellent written and spoken English skills.
