UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.
While women have made great gains in Indonesia, there still exist numerous barriers to their democratically held right to participate in both politics and government. UNDP Indonesia developed a project entitled “Women’’s Participation and Representation in Governance in Indonesia (SWARGA)” to address the women’s problem in politics and bureaucracy through an analysis of the challenges and opportunities and a series of policy recommendations.
Under the Access of Justice, Participation and Representation Programme, the SWARGA project builds on previous UNDP efforts to document and analyze the general situation of Women’s participation in politics and government in Indonesia. The project which will run from mid-2012 to 2015 has four components:
1. Parliament that will focus its works on strengthening the role of Women Members and networking between the Women Parliamentarian Caucus members in national and sub-national levels.
2. Civic Education that will focus its works in mainstreaming gender into civic education center curriculum. This component will also responsible to deliver trainings to civil society and the Women Parliamentarian Caucus members.
3. Civil Service that will focus its works on placing women in government as public discourse. This component will have a strong conscious awareness raising and capacity building element. Through this component, UNDP will also facilitate the Ministry for Administrative Reform to engender leadership training curriculum which is an inseparable part for promotion into high ranking echelons.
4. Knowledge Management that will focus on developing database on women in politics and government. This database will provide a foundation for improved data collection and management.
Related to the component number 1 (one) the Capacity Development Specialist will be responsible for the design and quality of results to the implementation of the capacity development of Women Member of Parliament (MPs) regarding Gender Mainstreaming issues at both regional and national levels. She/he is also responsible for the implementation of capacity development in a timely manner in accordance with the agreed timeframe within the SWARGA project. This position is under overall guidance of the National Project Manager.

Summary of Key Functions:
• Support to the Project Manager in providing strategic inputs for the design and implementation of parliamentary capacity building programmes
• Support to the management of the parliamentary capacity building programme, including ensuring effective quality assurance and oversight, and application of Results Based Management across the portfolio
• Production and dissemination of lessons learnt across the portfolio and ensuring effective cross-project and cross-unit knowledge fertilization
1. Support the Project Manager in providing strategic inputs for the design and implementation of Parliamentary Capacity Building Programme. In consultation with the Project Manager, the technical officer is expected to
• Provide inputs and strategic recommendations for the development of parliamentary capacity building programme.
• Provide policy advice and technical support to the design and implementation of parliamentary capacity building programme in the portfolio through consultation with the Government, donors, UN agencies, NGOs/CSOs and other partners.
• Support the formulation exercise by facilitating engagement with stakeholders, inputs from relevant advisors and consultants, and proper preparation of capacity building programme in line with UNDP’s procedures.
• Identify and organize collaborative partnership with selected regional trainers or capacity development experts, including trainers in both national and sub national level;
• Ensure coherence and synergies of the capacity building project’s intervention with the overall strategy of UNDP SWARGA in terms of capacity building and funding;
• Initiate, lead and follow relevant partnerships with both national and sub national parliaments in order to support and pursue a sustainable supply of training;
• Design and develop training modules to support and respond to their needs regarding parliamentary themes like law making, budget development, and oversight function of the Parliament.
• Analyze/assess capacity building needs and support the development of training plans and the formulation of capacity building strategies;
2. Support to the management of the parliamentary capacity building programme, including ensuring effective quality assurance and oversight, and application of Results Based Management across the portfolio
• Provide support to the effective management of large and strategic national and regional of the parliamentary capacity building programmes;
• Assist in conducting analyses of the parliament capacity building programme to assess its effectiveness in contributing to the intended outcomes, and develop strategies to address identified weaknesses.
• Organize and oversee the implementation of the training/capacity building in line with the priorities identified for both national and sub national parliaments.
• In collaboration with the project management units, provide support in the development of project annual work plans, including detailed plans for procurement and recruitment of goods and services specifically for the parliamentary capacity building programme.
• Support Project Manager in monitoring parliamentary capacity building programme to ensure they are progressing according to plan, and assist project to problem-solve and implement corrective measures.
• Support Project Manager in overseeing all stages of parliamentary capacity building management, including initiation of the project, presentation of the programme to the Implementing Partner (MoWECP), beneficiary (both national and regional parliaments), and the donor (if necessary).
• Assist in the preparation of project reports for donors particularly for the parliamentary capacity building programme.
3. Production and dissemination of lessons learnt across the portfolio and ensuring effective cross-project and cross-unit knowledge fertilization:
• Support knowledge generation and knowledge sharing based on parliamentary capacity building programme experiences, and, when appropriate, make contributions to knowledge networks and communities of practice.
• Compile key sources of information and best practices for parliamentary capacity building programme within the portfolio and facilitate access to this information by programme and project staff and other relevant counterparts. Maintain knowledge and advocacy networks which are linked to thematic issues or projects within the portfolio.
• Ensure that key programme results data and promotional material are available to showcase the progress, achievements and impacts of UNDP’s work in the parliamentary and gender mainstreaming area.
Specifically the results will be:
• The need for parliamentary capacity-building materials are identified and designed at both regional and national level;
• A parliamentary capacity building plan is developed and implemented;
• A partnership strategy for training is implemented at both the regional and national levels;
• Experience sharing with parliamentary capacity building focus is organized and implemented at the sub-regional level through the Women Parliamentary Network.
In broader scale, the work of technical officer will have a major impact on the quality of SWARGA project management, and will contribute to the effective and efficient achievement of UNDP Indonesia’s intended outcomes, i.e.: Increased public representation and participation in political and government institutions particularly among women and vulnerable groups. The effective support to the development, execution of parliamentary capacity building programme, monitoring of the portfolio, preparation of high quality reports, maintenance of partnerships, and effective mobilization of resources will aid UNDP’s efforts to demonstrate its value add to the Indonesian parliament and other major stakeholders. Technical Officer will contribute to UNDP’s strategic positioning and interventions to address gender mainstreaming challenges in Indonesian Parliaments. Results are also expected to serve as important inputs to UNDP’s work on women in politics at the national and sub national level.

Habilidades y experiencia requeridas
Education:
• Minimum Master’s Degree or Bachelor’s Degree in Public Administration, Political Science, Social Science, Gender Studies or related field.
Experience:
• Minimum 2 years for Master’s Degree or 6 years for Bachelor’s Degree of relevant hands-on experience in designing, monitoring and evaluation of training and management of capacity building in the issue of parliament, women in politics, gender mainstreaming, or other relevant issues.
• Knowledge of Indonesian Parliament and political situation in Indonesia;
• Practical experience in capacity development in UNDP and/or other UN system;
Language Requirements: • Fluency in written and spoken English is an absolute necessity;
• Fluency in written and spoken Bahasa Indonesia is required.
Other Requirements: • Demonstrated familiarity with UNDP development projects in Indonesia.
• Good inter-personal skills.
• Full time availability for project management support duties is essential.
• Familiar with Government and UN/UNDP procedures would be desirable
• Up-to-date computer skills required, knowledge of spreadsheet and database packages.
