Under the overall guidance of the Representative and direct supervision of the National Programme Officer (NPO) on HIV, the National Programme Associate (NPA) on HIV is expected to assist the NPO HIV to oversee and coordinate with the implementing partners about the programme management of overall UNFPA HIV programmes activities.
Devoirs et responsabilités
1. Participate meetings and discussions within partners (Ministry of Health, National AIDS Commission, NGOs and other related partners) on the implementation of Annual Work Plan.
2. In close consultation with the NPO HIV and NPA programme management manage the budget revisions for UNFPA HIV AIDS prevention programme (IDN8U410, UBRAF, any other Trust Funds) for AWP UNFPA execution and develops ERP offline for budget allocation in the ATLAS-GPS (Global Programme System)
3. In consultation with NPO HIV provides inputs and initial review of the quarterly programme and financial report (FACE – Fund Authorization Certificate Expenditure and APR – Annual workplan Progress Report)
4. In close consultations with the NPO HIV reviews and checks the compliance between annual progress report/APR with the approved annual work plan.
5. Reminds executing agencies on the deadline for submission of project’s financial forms (FACE and WORKPLAN) to support NPA programme management and NPO. Prepares the monitoring matrix of the date submission.
6. In close consultation with the NPO HIV monitor the project expenditures for UNFPA HIV prevention programmes under UNFPA and Implementing partner executions and takes necessary actions related to project activities (e.g. budget revision, reprogramming of activities, etc.)
7. Support the implementation of the programme and financial spot-check, monitors the implementation of the spot-checks recommendations and consolidated audit action plans from and the IPs and reports to NPA programme management and the NPO HIV on the progress of the spot-check and audit recommendations.
8. Strengthened partnership with relevant partners and stakeholders by actively participates the HIV-TOWG, NPA/FAA regular meetings, National Coordination Team meetings and ensure the appropriate documentations and follow up.
9. Acts as a focal point for Jayapura and Merauke Districts to respond to queries from programme/ project staff on day-to-day programme management issues
10. Assist NPO HIV for day to day programme activities, prepare all logistic needs for workshop and detail budget plan to support the events.
11. Coordinates with other NPAs for better interlink within outputs
12. In close consultation with the National AIDS Commission both in central and in Papua in monitoring the programme implementation in the field
13. Prepare all of UNFPA programme management related report that required by Government of Indonesia (BAST and BAR)

Qualifications et expériences requises
Experience and Qualifications
- Minimum 5 (five) years of progressively experience in the areas of programme management. Have experience in managing programme related with HIV, reproductive health, youth is preferable.
- A sound knowledge/experience in working with HIV, youth and/or sexual and reproductive health issues in Indonesia.
- Having experience working with government particularly with the National AIDS Commission, Ministry of Health and Bappenas is an advantage.
- Strong personnel management experience and proven ability to work well in a cross-cultural team and environment.
- Strong organizational, facilitation, coordination and management skills.
- Ability to work under pressure and travel frequently.
- Excellent communication and human relation skills
Languages
- A strong capability to communicate clearly and concisely in both oral and written English and Bahasa Indonesia.
Computer skills
- Proficiency in current office software applications.
- Knowledge of PeopleSoft/ATLAS system is preferable.
