Background
The UN Millennium Campaign is helping to ensure citizens are directly involved in the design of an ambitious new set of internationally agreed development priorities with specific goals to be met by the year 2030 (“Post-2015 Agenda”). One of these efforts is the MY World global citizens survey. An active network of affiliates and partners have mobilized to help collect the voices of over seven million people to date.
As global leaders finalize the priorities of the Post-2015 Agenda the MY World initiative will work to ensure that these voices are heard and clearly articulated during key moments during the decision-making process. Once member states finalize and ratify a set of goals MY World can again be used to invite citizens to express views and propose actions that would help achieve the goals in areas of importance to them.
Duties and Responsibilities
Project Design
- Market Research – research into citizen participation models such as 'Our Say', U-report and MY World 1.0 to glean key learnings and best practices and apply to project design of MY World 2.0;
- Work to ensure that MY World 2.0 is a factor and call-to-action in key consumer / citizen focused communications campaigns, primarily Project Everyone;
- Develop and finalize of project concept note and proposal documents, including presentations to potential donors, as requested;
- Manage the product design activities of MY World 2.0, securing of key partnerships, design of the web-portal and strategic input into the promotional plans in collaboration with the MY world 2.0 working group;
- Identify deliverables and creating the work breakdown structure; identifying the activities needed to complete those deliverables and networking the activities in their logical sequence.
Project implementation/ management:
- Ensure the quality of the planning, implementation and monitoring of ongoing MY World 2.0 activities in 10 priority countries across mobile, online and offline channels as appropriate;
- Ensure the quality of deliver of the work of the project co-ordinator, tracking individual progress towards deliverables and ensuring regular submission of reports and timesheets;
- Ensure effective internal coordination within and between UN Millennium Campaign, UNDP, UN Volunteers, Overseas Development Institute, UNICEF and the broader UN Development Group;
- Maintain constructive and collaborative working relationships with key external partners and stakeholders such as UCLG and IPU;
- Prepare for, chair and minute weekly status calls with the MY World 2.0 working group to ensure targets are achieved to deadline;
- Serve as the key donor focal point for ongoing liaison and updates, including preparation of monthly project update documents, as requested;
- Represent the project at relevant coordination meetings and events within the UN system, with partners and directly to citizens;
- Work with operations associate to manage and monitor the project budget and resource requests from partners;
- Set up knowledge and information sharing systems across the various members of the MY World 2.0 working group;
- Put in place risk management tools and techniques to map project scenarios and deliver effective mitigation plans.
Specific Deliverables
- Submit a project concept note which articulates the project vision – 1 concept note;
- Submit project work plan (Phase 1) – January – September 2015 – 1 work plan;
- Undertake weekly Project Working Group meeting with relevant counterparts including setting up agenda and circulate minutes of the meeting and follow up on related action points;
- Work with communication team and advertising/PR firm to develop a comprehensive communication strategy and roll out activities across (targeting some priority countries) – 1 report;
- Ensure the development and smooth operations of the MY World 2.0 web portal – regular progress milestones;
- Outline opportunities for MY World data and principles to feed into existing communications and monitoring efforts around the SDG agenda such as Action 2015, Project Everyone and the broader efforts of the UN Development Group;
- Ensure development and circulation of communications and training toolkits to relevant partners (in close collaborations with youth and partnerships leads);
- Compile and submit monthly project progressive and financial reports to Project Advisory Board.
Timeframe
The project will be conducted over a period of nine months (approximately January to September, 2015), with possibility of extension based on satisfactory performance.
Reporting
The consultant shall report to the Director of the UN Millennium Campaign in the Bureau for Programme and Policy Support for any queries and assistance on a day-to-day basis. The consultant is expected to incorporate comments and suggestions from other reviewers on the documents to be submitted.

Required Skills and Experience
Education:
- Master’s degree or equivalent experience related to international campaign development and management.
Experience:
- Minimum of 8 years of experience in global campaigning, at least one year of which includes online campaigning.
Language skills:
- Excellent written and oral communication skills in English;
- Competency in French or Spanish an asset.

- Please provide a brief methodology on how you will approach and conduct the work (500 words maximum);

Financial Proposal:
- Applicants are instructed to submit their total lump sum amount for this consultancy to kristin.gutekunst@undp.org at time of application with the subject heading “Financial Proposal for IC My World 2.0 Lead". The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). The term ‘all inclusive” implies that all costs (professional fees, travel related expenses, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal;
- All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP will not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses will be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Schedule of Payments:
- Payments will be made based on the agreed financial proposal and released upon submission of a certificate of payment request, indicating outputs achieved and days worked to be verified and cleared for payment by the supervisor.
Evaluation of Applicants:
Applicants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ technical qualifications (70%) and financial proposal (30%).
Shortlisted candidates will be interviewed and scored using the following criteria:
- Demonstrated ability to define and launch major campaign mobilizations: 30%;
- Demonstrated expertise in developing and managing relationships, particularly in the creative and technology fields: 20%;
- Writing skills, specifically grant writing and fund raising tasks: 10%;
- Project management: 10%;
- Financial: 30%.
Only the highest ranked candidates will be considered for the Financial Evaluation. Applicants not scoring a minimum of 49 of the obtainable points of 70 points (70%) in technical evaluation will not be considered for the Financial Evaluation.Financial Evaluation. The following formula will be used to evaluate financial proposal:
p = y (µ/z), where
p = points for the financial proposal being evaluated;
y = maximum number of points for the financial proposal;
µ = price of the lowest priced proposal;
z = price of the proposal being evaluated.
UNDP is applies a fair and transparent selection process that takes into account both the technical qualification of Individual Consultants as well as their price proposals. The contract will be awarded to the candidate obtaining the highest combined technical and financial scores.

A completed PH 11 Form will be required at the time a consultant signs an Individual Contract (IC) or his/her employer, if employed, signs a Reimbursable Loan Agreement (RLA) for work associated with this assignment.
