Background
The United Nations Human Settlements Programme (UN-Habitat) is present in Ethiopia since 1998, date from which it has implemented a series of projects. In 2013 a Memorandum of Understanding (MoU) has been signed between UN-Habitat and the Ministry of Urban Development, Housing and Construction (MUDHCo) to support the implementation of the Ethiopian Cities Prosperity Initiative (ECPI). UN-Habitat recently prepared a discussion paper on the ECPI and is now aiming to develop a City Prosperity Index which will allow monitoring the implementation of this initiative. Moreover, UN-Habitat has been requested to assist the process of translating the ECPI to fundable projects for supporting the urbanisation process in the country and to define an Implementation Framework of this Government-led initiative through the Ministry of Urban Development, Housing and Construction (MUDHCo). The ECPI is the Ministry’s contribution to the Growth and Transformation Plan (GTP) II and III.
The ECPI is built upon and supported by the urban reform processes that have been implemented over the past decade. Since 2005, with the approval of a National Urban Development Policy, the Government has taken decisive and resolute measures to tackle some of the most blatant aspects of urban decay and low economic productivity. It has invested billions of dollars to improve urban infrastructure, housing and condominium development, water and sanitation, electricity and public transportation networks. It has taken steps to improve land regulation and facilitate land acquisition.
Duties and Responsibilities
The objective of this assignment is to assist MUDHCo in designing an Implementation Framework of the ECPI (who does what, where and with what resource), to formulate at least four fundable projects (which will possibly include UN-Habitat involvement) under the different pillars of the ECPI, according to defined priorities as agreed between the Ministry and UN-Habitat, and approach the donor community to seek for funding of key components of the ECPI. In addition, the assignment includes the support to the preparation of the State of Addis which provides a critical analysis of the socio-economic implications of the fast-development observed in the capital city.
Hence, the followings are some of the duties and responsibilities of the individual consultant:
- Collect relevant secondary information (literature review);
- Review on-going/upcoming strategic plans and relevant projects, programmes and activities;
- Meet with key stakeholders on a one-to-one basis within the Government of the Federal Democratic Republic of Ethiopia;
- Analyze the current draft of the ECPI by MUDHCo, as well as the ECPI discussion paper prepared by UN-Habitat;
- Analyze the existing legal, policy and institutional frameworks in which the ECPI is inscribed;
- Finalize the draft ECPI Implementation Framework based on regular consultations with the MUDHCo;
- Support MUDHCo in drafting at least four priority projects.

Required Skills and Experience
Education:
- At least Master degree in urban planning or management, economics, public administration, geography, architecture or equivalent.
Experiences:
- Minimum of 8 years of working experience at the National level, with relevant knowledge in the field of urban development;
- Working experience in Ethiopia, especially with governmental officials;
Language:
- Good English proficiency;
- Knowledge of Amharic is an advantage.
