The Legal and Justice Sector Reform Programme is a Government of Ghana initiative being implemented by the Ministry of Justice and Attorney General’s Department (MoJAGD) in collaboration with the UNDP and other institutions/partners in the legal and justice sector of Ghana. The programme seeks to contribute to an overall goal of a more accessible, fair, responsive and accountable Legal Service and Justice Sector that is structured to provide legal services efficiently to improve access to justice in Ghana. UNDP, under its Access to Justice Programme is providing support to recruit a programme officer for the programme management unit that oversees the Legal and Justice Sector Reform Programme.

Under the operational and direct supervision of the Programme Manager, the Programme Officer will support the technical oversight of programme management unit and implement activities of the Legal and Justice Sector Reform Programme. He/She also participates in the formulation, management and evaluation of programme activities relating to UNDP Access to Justice Programme within the governance portfolio.

The Programme Officer can supervise and lead programme support staff. The Programme Officer also works in close collaboration with the UNDP Head of Governance and other UNDP Governance staff, Ministry of Justice and other Justice and Legal Sector stakeholders, CO Management Support and Business Development, Programme and Operations teams, programme staff in other UN Agencies and Development Partners.

Devoirs et responsabilités

Ensures implementation of  programme strategies focusing on achievement of the following results:

  • Thorough analysis and research of the legal, political, social and economic situation in the country as relates to access to justice, and preparation of substantive inputs to Programme Document, Resource Mobilization Strategies, and other documents in support of the reform;
  • Organization, preparation, collation and consolidation of annual work plans and budget administration for activities;
  • Review workplans, activity reports, implement programme activities according to the technical, financial and administrative procedures prescribed in the programme document or by the Joint Steering Committee (JSC);
  • Serve as secretary to PMU meetings, follow up on communication with all RPs, partners, DPs;
  • Analysis and synthesis of proposals, draft terms of reference on the areas for support and interventions relative to the legal and justice reform other practice area specialization assigned;

Participates in effective management of the Programme Management Unit of the Legal and Justice Reform Project focusing on quality control from formulation to implementation of the programme achieving the following results:

  • Support design and formulation of programme within the area of responsibility, translating priorities into local interventions;

  • Support initiation of a projects, presentation of the project to PAC, finalization of contribution agreement; determination of required revisions;
  • Coordination of the mandatory and budget re-phasing exercises, closure of projects through review;
  • Provision of operational and technical support to Implementing Partners, Responsible Parties, and relevant Government institutions and Development Partners as assigned including facilitating development of quarterly workpans and timely submission of reports.
  • Support management of programme resources, supervise administration of accounts and follow up budgets and expenditures;
  • Application of conceptual models in support of programme design;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions;
  • Participation in audit of NEX projects;
  • Preparation of inputs for reporting, supervise collation, consolidation and review of quarterly, annual and other reports including JSC recommendations and for donor reporting.

Supports creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation;
  • Identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization;
  • Through projects, activities, dialogue and other mechanisms;
  • Deepen the projects relationships with the key national and international stakeholders concerned with Legal and Justice Reform/Access to Justice Programme.  These include but are not limited to the Ministry of Justice and Attorney General’s Department and its agencies, Ghana Prisons Service, Police, Ministry of Interior, EOCO, Judicial Service, CSOs, UN agencies, Development Partners, the media and religious organizations.

Provides top quality advisory services to relevant state institutions ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven and project management issues;
  • Identification and synthesis of best practices and lessons learned directly linked to programme, institutional and country policy goals;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of training for the operations/ projects staff on programme issues;
  • Professional growth through active learning.

Qualifications et expériences requises

Education:         

  • A bachelor’s degree in business administration, political science, social or development studies, project management or related field;
  • A masters’ degree will be an added advantage.

Experience:      

  • Minimum of 3-5 years of relevant experience at the national or international level as project/programme officer in a donor funded programme;
  • Hands-on experience in report writing, analytical pieces desirable;
  • Knowledge of Ghanaian public administration systems and legislation desirable;
  • Experience in the use of computers and office software packages and handling of web based management systems.

Language:           

  • Fluency in English and any national language of Ghana.
