The Legal and Justice Sector Reform Programme is a Government of Ghana initiative being implemented by the Ministry of Justice and Attorney General’s Department (MoJAGD) in collaboration with the UNDP and other institutions/partners in the legal and justice sector of Ghana. The programme seeks to contribute to an overall goal of a more accessible, fair, responsive and accountable Legal Service and Justice Sector that is structured to provide legal services efficiently to improve access to justice in Ghana. UNDP, under its Access to Justice Programme is providing support to recruit a programme officer for the programme management unit that oversees the Legal and Justice Sector Reform Programme.

Under the operational and direct supervision of the Programme Manager, the Programme Accountant is responsible for applying international public sector accounting procedures in management of programme funds.

The Programme Accountant also works in close collaboration with the UNDP finance staff, Ministry of Justice and other Justice and Legal Sector stakeholders and Development Partners.

Devoirs et responsabilités

  Ensures implementation of  programme strategies focusing on achievement of the following results:

  •  Programme document implemented in conformity with signed agreement, DP, GOG regulations, policies and procedures;
  •  Project review process, including PAC effectively managed and supported through to final approval;
  • Ensuring conformity to applicable rules, decisions, including allocation of resources recorded and reported.

Participates in effective management of the Programme Management Unit of the Legal and Justice Reform Project focusing on quality control from formulation to implementation of the programme achieving the following results:

  • Support design and formulation of programme within the area of responsibility, translating priorities into local interventions;
  • Assisting in project management in the initial preparation of budgets;
  • Creation of sub-projects in financial system;
  • Preparation of budget revisions;
  • Determination of unutilized funds;
  • Monitoring budgets and expenditures, timely review of cash positions for Trust and Donor funds, requesting for funds from partners;
  • Support management of programme resources, supervise administration of accounts and follow up budgets and expenditures;
  • Presentation of information and participation in audit of NEX projects;
  • Maintain and update assets register for all partners under project.

Supports creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

  •  Managing and reporting on contributions from donors and partners to assure transparency and accountability;
  •  Through projects, activities, dialogue and other financial reporting mechanisms;
  • Deepen the projects relationships with the key national and international stakeholders concerned with Legal and Justice Reform/Access to Justice Programme.  These include but are not limited to the Ministry of Justice and Attorney General’s Department and its agencies, Ghana Prisons Service, Police, Ministry of Interior, EOCO, Judicial Service, CSOs, UN agencies, Development Partners, the media and religious organizations.

Provides top quality financial advisory services to relevant State institutions and partners, and facilitation of knowledge building and management focusing on achievement of the following results:

  •  Participation in trainings for the operations/projects staff on programme;
  •  Sound contributions to knowledge networks and communities of practice;
  •  Professional growth through active learning.

Qualifications et expériences requises

Education:       

  • A bachelor’s degree in business administration, accounting and finance, political science, social or development studies, project management or related field;
  • Professional certification from ACCA, CA, CIMA is desirable.

Experience:     

  • Minimum of 5 years of relevant experience at the national or international level in administrative or programme capaacity in a donor funded programme;
  • Experience in the use of computers and office software packages (MS Word, Excel, etc), knowledge of spreadsheet and database packages, and handling of web based management systems.

Language:      

  • Fluency in English and any national language of Ghana.
