Antecedentes

UNFPA is looking to contribute to Joint UN multi-sectorial response to CRSV and support CRSV survivors by developing a compilation of relevant, aggregated data into a compendium of actors, available services, and applied standards and practice in the area of Conflict Related Sexual Violence in BiH.

Compendium represents one of the key elements in researching available services, standards, practice and actors providing support to CRSV survivors and setting up system wide baselines for CRSV evidence based policy making and service delivery. Its creation is to support establishment of a coordinated service delivery, enhance coherence among different actors in BiH and serve as a reliable database for survivors themselves when seeking services. Compendium will be presented as a final product in the form of an interactive database that can be subsequently used by a wider public and expanded on per-need basis.


The contract terms will include the following

  • The contractor must observe UN Minimum Operational Security Standards (MOSS) as communicated by the United Nations for the location(s) visited;
  • Be willing to travel around Bosnia and Herzegovina;
  • All rights acquired by UNFPA for all the documents produced;
  • Where the contractor fails to deliver the required quality of products, the rate payable will be reduced. UNFPA reserves the right to assess the quality of products. Contractor has obligation to finalise products/documents to the full UNFPA satisfaction;
  • Payment for contractor will not exceed average UNFPA rates for national consultants.

Deberes y responsabilidades

1. Preparation for the Survey of actors, available services, and applied standards and practice

  • Develop methodology to be used in the survey process; target group are service delivery professionals/actors, available services within state/entity/cantonal/local level institutions and/or NGOs, including a summation of standards and practices signed/ratified/used throughout BiH in the area of CRSV
  • Testing of the methodology – it must be tested in one location and subsequently cleared by UNFPA in cooperation with stakeholders and service professionals before full deployment in target locations
  • Coordination with the database developer – consultant is expected to coordinate the development of survey methodology and data collection with the database designer in order to ensure compatibility of both products (survey report and the database)

2. Desk research, conducting the Survey and producing a report

  • Carrying out a desk research of actors, available services, and applied standards and practice in the area of Conflict Related Sexual Violence. Consultant is expected to collect initial information in the desk research. Desk research should indicate institutions, actors, available services, standards whose work and practice is to be research in more depth during filed research as well as their location.
    • Consultant will specifically focus on health care institutions, centres for social welfare, mental health centres, justice and security sector as well as CSOs working with CRSV survivors to identify means of intervention and service provision to CRSV survivors.
    • With nongovernmental organizations active in BiH that deal with CRSV, consultant is expected to establish following datapoints: types of intervention provided, experience gained from service provision, standards used, knowledge produced and structures put in place during NGOs’ work.
    • Consultant is expected to Identify local/national CRSV champions -individuals/institutional actors who are actively supporting, raising awareness and advocating for the improved position of CRSV survivors in BiH
  • Carrying out the survey/field research  – consultant is expected to conduct an in-depth research of institutions, services, actors and standards applied identified in the desk research at the identified locations
    • Survey will entail the in-depth consultations with identified institutions at identified locations (minimum of 9 locations) to analyse and catalogue the experiences in service provision to survivors of conflict related sexual violence across the country. Consultant will specifically focus on health care institutions, centres for social welfare, mental health centres, justice and security sector as well as CSOs working with CRSV survivors to identify means of intervention and service provision to CRSV survivors.
    • Survey of nongovernmental organizations active in BiH that deal with CRSV, and establish following datapoints: types of intervention provided, experience gained from service provision, standards used, knowledge produced and structures put in place during NGOs’ work.
    • Identify local/national CRSV champions -individuals/institutional actors who are actively supporting, raising awareness and advocating for the improved position of CRSV survivors in BiH
    • Catalogue all the research, baselines and surveys conducted in BiH in the field of CRSV
  • Survey report – final report must be written in clear and understandable language, with the minimum length of 10 pages, maximum 15, excluding annex on interview/consultations minutes and summaries of meetings.

 

Report structure and the information provided in the structured manner:
Provide for data disaggregation by geographical area of responsibility, type of services available, types of knowledge produced (be it baselines, surveys, reviews, assessments etc), contact details, number of years in operation (newly established vs already running), analyse institutional, formal and non-formal links


National consultant Timeline  Payment schedule:

  • Initial meeting with UNFPA team (Working language BHS 0.5 days,  January 30th)
  • Carrying out a desk research; Development of Detailed Methodology to be used in the research (Working language BHS, 9 days until  February 4th)
  • Inception report (desk research results); Methodology to be used in the research presented to, and approved by, UNFPA (Working language BHS, 0.5 days until February 9th  40 % of the total sum)
  • Methodology tested in one pilot location (1 day until February 10th) 
  • Conducting the Survey and producing a report (desk review of NGOs + survey field visits to target locations) - Working language BHS 13 days until February 23th 
  • Final de-briefing with UNFPA staff and presentation of the final product to UN CRSV Project Team (Working language: BHS, 0.5 day February 24th  60% of the total sum)

Habilidades y experiencia requeridas


Education:

  • Advanced university degree in the field of psychology, sociology, social work, medical sciences, political sciences, gender or other related fields.

 
Work Experience:

  • Minimum of five years of professional experience in working with GBV and/or CRSV issues, social transformation, violence prevention or related fields, particularly in research, service development, assessment, monitoring and evaluation.

Skills and knowledge areas:

  • The incumbent should display a keen awareness and understanding of the issue of CRSV and working with survivors in Bosnia and Herzegovina;
  • Strong background in the field of CRSV, local service provision;
  • Ability to provide substantive inputs for conceptualization, design and conducting of focused surveys;
  • Sound knowledge of problems and critical needs of CRSV survivors in BiH ;
  • Show understanding for the sensitive nature of the work involving CRSV survivors in BiH;
  • Communicates clearly and effectively. Seeks to understand the ideas of others. Helps create an environment for open communication;
  • Great organizational and logistical skills;
  • Delivers oral/written information in a timely, effective and easily understood manner;
