Background

The United Nations Development Program (UNDP) is the UN’s Global Development Network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDPs core vision is to help countries achieve simultaneous eradication of poverty and significant reduction of inequalities and exclusion.  We do this through three main areas of work are: (1) sustainable development (2) inclusive and effective democratic governance, and (3) resilience.

Addressing gender equality and women’s empowerment is a key aspect of UNDPs approach to achieving its core vision. Gender Equality and Women’s empowerment are seen as goals in their own right and are also central to the achievement of UNDPs development mandate.   UNDP is guided in its work by its Gender Equality Strategy 2014-2017 which details how UNDP works towards gender equality in each of the goals and key results set out in the UNDP Strategic Plan 2014-2017.

The Gender Team of the Bureau for Policy and Programme Support (BPPS) is the institutional anchor of UNDP’s work on gender equality and women’s empowerment. The Gender Team provides policy advice and technical support to all of UNDP’s Bureaus and leadership on how to mainstream gender across all areas of their work. The Gender Team works to implement gender equality as a core objective of UNDP through a two-pronged approach (i) mainstreaming gender in all core practices; and, (ii) dedicated interventions that empower women and promote gender equality. In addition, the Gender Team is responsible for all corporate planning, for supporting corporate programming, reporting on gender and for supporting Senior Management in ensuring accountability for gender mainstreaming. Finally, the Gender Team supports the Administrator and senior management in addressing gender equality and women’s empowerment in their convening and representational functions.

Duties and Responsibilities

The Coordination Consultant will work under the direct supervision of the Policy Specialist on Gender, Governance and Crisis Prevention and Recovery, providing support for:

  • The implementation of the project “Accelerating Efforts to Prevent and Respond to Sexual and Gender Based Violence (GBV)”;
  • The preparation of the Side Event at the Commission on the Status of Women 2015 “New Partnership for addressing GBV in the post-2015 era”;
  • Finalization of the mapping of GBV related projects in UNDP’s Country Offices; and
  • A mapping of UNDP’s Gender projects in priority crisis and post-crisis countries.

Competencies

  • Understanding of programme management in a multi-partner, multi-cultural context;
  • Understanding of development, social, and gender issues;
  • Knowledge of UNDP project management procedures, including preparation of project documents, workplans, reporting guidelines, etc.;

Required Skills and Experience

Education:

  • Master’s Degree in Political Science, International Relations, Gender Studies, Human Rights or a related field.

Experience:

  • A minimum of 3 years of experience in the area of international development project context working on issues of gender equality and related themes;
  • Experience working collaboratively in a team structure in a multicultural environment;
  • Experience working under minimum supervision and tight deadlines;
  • Prior experience in the work environment of an international agency, NGOs, UN, or international institutions is a plus;
  • Experience in developing country contexts and an understanding of development challenges from the field perspective is beneficial;
  • Computer literate (being able to use MS Windows, office applications, Internet search).

Languages:

  • Fluency in spoken and written English is a must;
  • Knowledge of another UN Language a plus.

Financial Proposal (daily rate)

Contracts is based on daily fee.

Please submit offer of an all-inclusive lump sum daily fee in United States Dollars (USD).

Financial proposals must be all inclusive and must be expressed on the basis of a daily fee.  The term ‘all inclusive” implies that all costs (professional fees, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the daily fee.

Travel

Official travel may be required as part of the consultancy in accordance with UNDP standard policies and procedures. DSA and Terminal allowances at UN rate will be provided for such mission travel which will also be on Economy Class ticket(s).

Individual consultants will be evaluated based on the following methodology:

Evaluation of Applicants:

Individual consultants will be evaluated based on the Cumulative Analysis methodology [weighted scoring method], where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.

Technical Criteria weight: 70%.

Technical Evaluation will be based on your qualifications and experience as follows:

Related Work Experience (60 points obtainable)

  • Experience in similar and relevant field, skill or expertise;
  • Experience in relevant projects for similar international organization;
  • Previous relevant work perform for UNDP / UN projects.

 Technical Capability (40 points obtainable)

  • Qualifications in terms of education, consultancy, specialization and other requirements as stated under qualifications
  • Key technical skills related to project scope

Only proposals that attain at least 70 points of the possible 100 of the Technial will be considered for evaluation of Financial Proposal.  

Financial

Financial Criteria weight: 30%.

UNDP applies a fair and transparent selection process that would take into account both the technical qualification of Individual Consultants as well as their price proposals. The contract will be awarded to the candidate obtaining the highest combined technical and financial scores.
