Almost 20 years after the 1992-1995 war in Bosnia and Herzegovina (BiH), which was marked by serious violations of International Humanitarian Law, including widespread rape and sexual violence, many victims of conflict-related sexual violence (CRSV) have not been redressed to this day. Existing legal framework does not ensure adequate mechanisms for reparations, including compensations, rehabilitation, and restitution. The critical need to provide assistance and services to survivors of CRSV and for a comprehensive approach to tackling CRSV is greater than ever. Societal recognition of the harms suffered by men and women during the war is lacking while survivors suffer the stigma and negative attitudes of society towards victims of sexual violence. Moreover, it is estimated that survivors need enhanced access to improved services, such as free legal advice to help survivors navigate the complex legal framework and apply for welfare or other benefits, and access to affordable and appropriate psycho-social, health and mental care services, including sexual and reproductive health services, as well as livelihoods and economic opportunities.

Four UN and associate agencies, namely UN Population Fund (UNFPA), International Organisation for Migration (IOM), UN Development Programme (UNDP), and UN Women are leading a joint UN project “Seeking Care, Support and Justice for Survivors of Conflict-Related Sexual Violence in Bosnia and Herzegovina” to provide redress to female and male survivors.

The project envisions hiring two consultants in this process: one consultant to facilitate the development of Resource Package for health sector response to GBV and CRSV in Federation of Bosnia and Herzegovina and one consultant to facilitate the process in Republika Srpska at the entity level.

UNFPA is looking to contribute to enhancing the response to GBV and CRSV and support GBV and CRSV survivors by developing the Resource Package for health service providers in strengthening health system response to all forms of gender-based violence, including conflict related sexual violence in Bosnia and Herzegovina. Process envisions assessing existing guidelines and referral protocols in health sector and their revision to meet the international standards at the entity level in Bosnia and Herzegovina. Process will be implemented in close partnership with responsible entity level governmental institutions through working groups.

Duration: (February - March)

SPECIFIC OBJECTIVES AND TIMELINE:

Under the supervision and day to day coordination with SGBV Project Officer consultant will be responsible for development of the Resource Package for health service providers in strengthening health system response to all forms of gender-based violence, including conflict related sexual violence in Republika Srpska. Process will be lead in parallel at the entity level in Federation of BiH and Republika Srpska. Process will include following stages:

1. Desk research

a. Review of the International standards for health sector response to GBV and CRSV. In close cooperation with UNFPA, consultant is expected to review International Resource Package for health sector response to GBV, minimum standards for service provision to CRSV survivors and other relevant international documents, to the analysis and preparation for the working group meetings.
b. Review existing guidelines and referral protocols on GBV and CRSV in health sector at entity level in Republika Srpska. Consultant is expected to collect and analyse existing guidelines and referral protocols on GBV and CRSV in health sector in RS. Consultant is expected to identify gaps and areas for harmonization with international standards.
 
2. Development of detailed methodology for the process of developing deliverables

a. Develop methodology to be used in the process. Methodology should include:

  • List of international standards for health sector response to GBV and CRSV to be used in the process;
  • List of existing guidelines and referral protocols on GBV and CRSV in health sector at entity level in Republika Srpska;
  • Detailed structure of the working meeting for the revision of existing guidelines for health sector response to GBV and CRSV in RS in regards to international standards;
  • Detailed structure of the working meeting for the development of referral protocol for health sector response to GBV and CRSV in RS;
  • Structure of the final report – Resource package for health service providers response to GBV/CRSV in Republika Srpska.

b. Validation of the methodology. Proposed methodology needs to be validated by UNFPA staff.
c. Cooperation with the consultant facilitating the development of the Resource package for health sector response to GBV/CRSV in Federation of BiH – consultant is expected to communicate and cooperate with the consultant conducting the work in the FBiH in order to share ideas and harmonize the processes to the extent possible.

3. Development of Resource Package for health sector response to GBV and CRSV in Republika Srpska

a. Preparation for the working group meeting for the revision of existing guidelines for health sector response to GBV and CRSV in RS in regards to international standards. Prepare working meeting documents: international standards, existing guidelines in RS and identified sections that need to be harmonized with international standards, agenda, expected outputs of the working group meetings.;
b. Facilitate working group meeting for the revision of existing guidelines for health sector response to GBV and CRSV in RS in regards to international standards. Facilitate the work of the members of the working group, ensure the quality and timely delivery of the expected products, prepare working meeting reports;
c. Preparation for the working group meetings for the development of referral protocol for health sector response to GBV and CRSV in RS. Prepare working meeting documents: existing referral protocol in RS, agenda, expected outputs of the working group meetings.;
d. Facilitate working group meeting for the development of referral protocol for health sector response to GBV and CRSV in RS. Facilitate the work of the members of the working group, ensure the quality and timely delivery of the expected products, prepare working meeting reports;
e. Develops final report - Resource package for health service providers response to GBV/CRSV in Republika Srpska. Consultant is expected to document the work of developing guidelines and referral protocols for health sector response to GBV and CRSV in RS in a form of a Resource Package. Resource package should at minimum contain following sections: Introduction, Methodology, International standards, Guidelines for health sector response to GBV and CRSV, GBV and CRSV health sector referral protocol. It should be minimum 10 and maximum 30 pages long.
f. Validation of the Resource package. Resource package will be validated by UNFPA, members of the working group and other responsible and relevant governmental partners at the final conference. Consultant is expected to present the Resource package at the conference.


Deliverables and timetable:

  • Initial meeting with UNFPA team; Working language BHS 0.5 days,  February 6nd
  • Desk research and Development of Detailed Methodology for the process of developing deliverables; Working language BHS 10 days until  February 16th
  • Presentation of the inception report (developed methodology) to UNFPA and government partners. Validation of the inception report; Working language BHS 0.5 days until February 20th  40 % of the total sum
  • One (1) working group meeting for the harmonization of existing guidelines for health sector response to GBV and CRSV in RS with international standards (preparation, implementation and reporting); Working language BHS 5 days, between February 23 - 28
  •  One (1) working group meeting for the harmonization of referral protocol for health sector response to GBV and CRSV in RS with international standards (preparation, implementation and reporting); Working language BHS 5 days until March 8th,Meeting: 2 days between March 9 - 13
  •  Development of the final report - Resource package for health service providers response to GBV/CRSV in RS, Working language BHS 6 days until March 18th
  • Presentation and validation of the final report with UNFPA, working group and other governmental partners at the final conference, Working language: BHS 1 day, March 20th  60% of the total sum
  • TOTAL 33 days 100 %

Qualifications et expériences requises

  • Advanced university degree in the field of medical sciences, psychology, social work, law, gender or other related fields. 
  • Minimum of seven years of professional experience working in/with health sector on preventing and combating GBV and CRSV, particularly in research, service development, assessment, monitoring and evaluation.
  • The incumbent should display high level of knowledge of the health sector  of GBV and CRSV in general and particularly in health sector in Bosnia and Herzegovina;
  • Display full understanding of the health system in Bosnia and Herzegovina;
  • Have strong background in the field of GBV and CRSV including full understanding of the needs and challenges GBV and CRSV survivors face in the health sector in BiH;
  • Proven record of facilitation of working group meetings;
  • Great organizational and logistical skills;
  • Strong interpersonal communication skills. Communicates clearly and effectively. Seeks to understand the ideas of others. Helps create an environment for open communication;
  • Ability to conceptualize information into written reports;
  • Delivers oral/written information in a timely, effective and easily understood manner; 
  • Initiative, sound judgment and demonstrated ability to work harmoniously with people of different ethnic backgrounds;
  • Fluency in English and BHS Languages.

CONTRACT TERMS

The contract terms will include the following:

  • The contractor must observe UN Minimum Operational Security Standards (MOSS) as communicated by the United Nations for the location(s) visited;
  • Be willing to travel around Bosnia and Herzegovina;
  • All rights acquired by UNFPA for all the documents produced;
  • Where the contractor fails to deliver the required quality of products, the rate payable will be reduced. UNFPA reserves the right to assess the quality of products. Contractor has obligation to finalise products/documents to the full UNFPA satisfaction;
  • Payment for contractor will not exceed average UNFPA rates for national consultants.
