The Donor Relations and Programme Resource Planning and Management focuses on donor relations and programme resource planning and management by providing support and information to senior management strategic engagement with a number of stakeholders. The team is responsible for three key functional areas: donor relations, strategic planning, and management and reporting of financial resources.

Under the guidance and direct supervision of the Country Director, the Team Leader - Donor Relations and Programme Resource Planning and Management designs, manages the implementation of the Country Office donor relations and resource management strategies/work plans with a view to influence the development agenda in Ethiopia, mobilize political and financial support for the Country Development Programme.

The Team Leader, Donor Relations and Programme Resource Planning and Management Unit supervises a team of professional and support staff in the country office and works in close collaboration with the Programme and Operations Teams, staff of other UN Agencies, UNDP Regional and HQs staff and Government Officials, international and local media, multi-lateral and bi-lateral donors and civil society.   The Team Leader will also be directing the Programme Implementation Support Officers with reference to overseeing and coordinating with Programmes on delivery monitoring and reporting in the field.

Summary of Key Functions:

Develops and leads the CO strategies related to donor relations, resource mobilization and partnership building; coordinate partnerships and development of innovative funding arrangements; focusing on the achievement of the following results:

  • External and internal analysis for assessing CO opportunities for resource mobilization;
  • Scanning of the opportunities in the country based on partner-specific intelligence and the competitive landscape; identification where the CO competency strengths overlap with partner/client needs;
  • Analysis of key development and sectoral policies currently being discussed and implemented in the country and key donors willing to support policies;
  • Development of a detailed Partnership and Resource Mobilization (PRM) CO Strategy with planning tools to implement the strategy;
  • Negotiation of mutually beneficial agreements with donors;
  • Development and implementation of a donor intelligence strategy (partners, need and priorities, perception UNDP by its current and potential future partners, and projection of UNDP’s added value and potential role);
  • Development of specific donor fund-raising strategies and approaches;
  • Development of a Client Relationship Management mechanism to support country office promotion of a partnership culture in the office at all levels; and
  • Development and implementation of Programme Resource Management Training for CO staff based on identified training needs and demands.

Support to Delivery as One focusing on achieving the following results:

  • Advise on funding arrangements in support of UNDP in joint programmes (including MDTF Achievement funded JPs);
  • Act as local focal point for UNDP’s Administrative Agent function under Multi-Donor-Trust Fund (MDTF)/Pass-through Funding arrangements in close consolation with the MDTF Office NY;
  • Provide financial information on behalf of UNDP into the One Budgetary Framework through RCO as required; and
  • Oversee the management of the Pooled Funded projects of the Development Assistance Group (DAG).

Coordinates Support to Planning and Management of programme resources for effective results focusing on achieving the following results:

  • Ensure the implementation and maintenance of programme resource planning and monitoring systems;
  • Coordinate with Operations and Programme teams to ensure proper planning and utilization of resources;
  • Continually review information, reports and trends on programme resources to provide analysis and recommendations for senior management;
  • Oversee the donor relation and programme implementation support staff with a view to further programme delivery;
  • Development and conduct of a Competitive Landscape Analysis of partners, their priorities and characterization of their relationships/partnerships; and 
  • Create, write and co-coordinate timely reports.

Ensures employment of corporate requirement tools/mechanisms applicable to programme resource management focusing on achieving the following results:

  • Use corporate tools for the monitoring of programme resources management such as the balanced score card and dashboards;
  • Coordinates accurate and efficient management of programme resources;
  • Ensure the existence of adequate resource monitoring systems for better management of programme resources;
  • Ensure that all programme managers are kept abreast of respective programme resource positions;
  • Ensure that partners receive adequate and timely technical support when and where needed; and
  • Lead in promoting the development & capacity building of partners to comply with requirements.

Qualifications et expériences requises

Education:

  • Master’s degree or equivalent in Economics, Political Science, International Relations or Development.

Experience:

  • Minimum 7 years of relevant experience at the national or international level;
  • Extensive experience in planning and management of resources, research and policy-level analysis. Previous experience with a multilateral or international organization;
  • Experience in partnership building;
  • Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems.

Language:

  • Fluency in English;
  • Knowledge of one more UN official language as well as the official national language is desirable.
