The Bureau of External Relations and Advocacy (BERA) leads and supports the organization in cultivating, building and nurturing strategic relationships and alliances that are essential for advancing and successfully achieving the mission of UNDP. Within BERA, the Communications Group leads and manages external communications through strategy, media, digital communications, marketing, branding and global storytelling.

Regional Communications Specialists are responsible for managing and implementing UNDP’s regional communications strategy aligned to the Organization’s corporate goals and priorities. They promote, market and position the UNDP brand in their region, while at the same time generating content which can be used globally, through success stories and expert placements in media.

The Regional Communications Specialist based in Dakar provides communication advice to UNDP management and mentors communications officers across the West Africa region. He/she provides the officers with guidance, direct technical support, coaching and training as required, as well as ensure quality control. He/she works closely with the Regional Communications Adviser based in Addis Ababa and with the Communications Specialists based in HQ’s Regional Bureau for Africa, in supporting and advocating for UNDP’s work at country-, sub-regional and continental level. In addition, he/she works in close collaboration with UNDP HQ staff and other UN Agencies, regional institutions and organizations, donors, civil society, the private sector and other stakeholders to ensure successful implementation of corporate communications goals.

The Regional Communication Specialist based in Dakar reports to the HQ-based Communications Group’s Deputy Director in the Bureau for External Relations and Advocacy (BERA). S/he also works  in close collaboration with the Regional Hub for Africa based in Addis Ababa. 

Devoirs et responsabilités

Implement and monitor the regional communications strategy in West Africa:

  • Under the guidance of the Regional Communications Adviser and in collaboration with the RBA Communications Specialist, implement a regional communications strategy based on corporate communications goals and priorities;
  • Monitor and measure the impact of the communication strategy and make adjustments accordingly;
  • Support country offices in the region in designing and implementing effective national external communications strategies aligned to corporate and regional priorities;
  • Generate stories of significance for UNDP at the global level;
  • Integrate issue-based advocacy into the communications strategy around key priority areas relevant to the region; and
  • Ensure that key results and relevant success stories are incorporated into strategic communications outreach.

Market and position UNDP in West Africa:

  • Under the guidance of the Regional Communications Adviser, position UNDP as a substantive thought leader within the development world and promote its mandate, mission and purpose via effective communication;
  • Generate a pool of significant, transformational success stories from the sub-region to be used at the global level, with an emphasis on multimedia;
  • Develop and maintain contacts with a variety of partners through targeted outreach and advocacy;
  • In collaboration with the RBA Communications Specialist, BERA HQ and the BERA Regional Partnership Specialist, increase coverage and understanding of UNDP’s work in the region through strategic media and/or donor outreach using innovative communication tools and various types of media;
  • In collaboration with the RBA Communications Specialist, BERA HQ and the BERA Regional Partnership Specialist, support the production of results-based communications materials for distribution to donors and other key constituents; and
  • Organize regional public campaigns that position UNDP and influence the development agenda based on current program and new initiatives; and
  • Provide strategic communications advice to UNDP management across the region; and
  • Enhance understanding and knowledge of journalists and key interlocutors on development issues through substantive regional workshops and training sessions using UNDP reports, data and experts.

Lead media outreach in the West Africa region, working closely with international and regional media: Under the guidance of the Regional Communications Adviser and in collaboration with the RBA Communications Specialist:

  • promote and position UNDP’s work in the region with special attention on results and impact through media outreach, using new types of media and communication tools as appropriate;
  • Promote, advocate and raise awareness around UNDP activities, results, flagship initiatives through a variety of communication vehicles, such as roundtable discussions, press conferences, briefing sessions, interviews, report launches, etc.;
  • Build and maintain strong relationships with core journalists in the region;
  • Proactively market UNDP’s program work in the media by regularly pitching UNDP success stories and placing UNDP experts for interviews and commentaries in print and multimedia outlets;
  • Draft and/or edit a range of materials, including press releases & advisories, news briefs, fact sheets for inclusion in media kits and further public outreach;
  • Assist and guide country offices on timely responses to reputational management inquiries raised by media and donors, in close consultation with the Communications Group at HQ;
  • Monitor and analyze media coverage in the region and share information with the Regional Bureau and the BERA HQ Communications Group;
  • Provide communications support to UNDP senior management visiting the region; and
  • Foster outreach partnerships with new media, innovation groups and social media influentials who can help UNDP achieve its global and regional objectives.

Facilitate capacity-building, knowledge-sharing and quality control in the West Africa region:

  • Work closely with the Regional Communications Adviser, with the RBA Communications Specialist and with country offices in West Africa to communicate success stories and results, offering mentoring and advice when needed;
  • Provide guidance, coaching and mentoring  to Country Office Communications staff, especially in the design and implementation of national communications strategies;
  • Provide or facilitate communications training to programme staff and managers based in Country Offices as needed;
  • Provide training to CO communications staff and introduce new, cost-effective digital technologies for the more rapid collection and dissemination of multimedia materials;
  • Ensure quality control over regional publications, including compliance with UNDP Communication toolkit; and
  • Continuously review work produced by CO communications staff and ensure it is of the highest standards of UNDP.

Qualifications et expériences requises

Education:

  • Master's degree or equivalent in communications, PR, marketing, media relations, journalism, international relations or a development field is preferred, first degree acceptable.

Experience:

  • A minimum of 7 years of relevant experience in one or more of the following areas: public relations, communications, journalism or advocacy, including 3 years at the international level, preferably in Africa;
  • Demonstrated knowledge and experience in media relations and/or advocacy campaigns at the international level, using traditional and social media;
  • Sound working knowledge of Web content management, social media, video; and
  • Previous experience with a multilateral or UN organization is a strong asset.

Language Requirements:

  • Fluency in English and French is required.
