Background

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.

In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Youth Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UN Youth Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Duties and Responsibilities

Under the overall guidance of the UNFPA Representative and under the direct supervision of the National Programme Officer (NPO) on Youth and ASRH, the UN Youth Volunteer on ASRH is expected to assist the NPO on Youth and ASRH to support the development of the Sexual and Reproductive Health services model (Unala) in Yogyakarta. The NPO on Youth and ASRH will facilitate collaboration and coordination activities with international, national and local counterparts, most especially the Programme Management Unit, NGOs and Youth Networks in Yogyakarta, with the Ministry of Health, Provincial and District Health Offices in Yogyakarta and other UN agencies, as well as with international donor agencies.

The UN Youth Volunteer on ASRH is expected to deliver as follows:
a.    Provide ongoing support to the National Programme Officer for Youth and ASRH, particularly for the Social Franchising - Adolescent Sexual and Reproductive Health Services Model development in Yogyakarta – including taking minutes of meetings and documenting activities related to ASRH services model implementation.
b.    Provide technical support to the ongoing implementation of the ASRH model in Yogyakarta.
c.    Provide technical assistance to support the project team in the development of a non-traditional media strategy for ASRH.
d.    Provide technical assistance to support capacity building for health care providers to deliver youth friendly services.
e.    Provide technical support to partners on the development of information and education communication products related to ASRH.
f.    Identify best practice and innovative approaches/ demand creation strategies to increase the uptake of sexual and reproductive health services by young people – in order to guide model implementation in Yogyakarta.
g.    In coordination with the youth advocate, engage the youth advisory panel members and youth networks in the ASRH programmes, particularly the ASRH services model implementation in Yogyakarta.
h.    Work with national and local counterparts to develop an advocacy strategy for the local government and community, to promote the needs of young people to SRH information and services.
i.    Provide support to the humanitarian unit to implement the action plan of the training on “ASRH and Youth Engagement in Disaster Response” including the preparation in organizing the “Comprehensive Humanitarian Session” for the YAP members and the national training on “ASRH and Youth Engagement in Disaster Response”
j.    Provide support to the humanitarian unit for the implementation of ASRH and Youth component  under the 2015 Annual Work Plan

Results/Expected Outputs:
a.    Ongoing support provided to the National Programme Officer for Youth and ASRH, particularly for the implementation of Social Franchising – ASRH Services Model development in Yogyakarta – including minutes of meetings and documentation on activities related to ASRH services model implementation.
b.    Technical support delivered to the ongoing implementation of the ASRH services model.
c.    Technical assistance delivered to support the project team in the development of a non-traditional media strategy for ASRH.
d.    Due to deliver on the job technical training to health care providers, supported the increase of the capacity to deliver youth friendly services.
e.    Delivered technical guidance to partners regarding the development of information and education communication products related to ASRH provided.
f.    Identified and incorporated Best practice and innovative approaches/demand creation strategies to increase the uptake of sexual and reproductive health services by young people identified.
g.    Delivered significant contribution to the youth advisory panel members and youth networks engaged for the ASRH programmes, particularly the ASRH services model implementation in Yogyakarta.
h.    Delivered technical contribution to the advocacy strategy, targeting local government and communities to promote the needs of young people to SRH information and services.
i.    Post training action plan on ASRH and Youth Engagement in Disaster Response implemented
j.    Support provided to the humanitarian unit for the implementation of ASRH and youth component of humanitarian programme

Learning expectations

Learning and development are a central part of the UN Youth Volunteer’s assignment and take place before, during and after his or her assignment in the field. Ideally, offering diverse opportunities for learning and development aim to strengthen the volunteer’s skills and competences, improve the quality of the assignment and keep the volunteer’s motivation high.

Learning elements for the UN Youth Volunteer include the development of:

•    Professional skills: including specific competencies and reflection on assignment-related abilities; and on-the-job skills such as time management, problem solving, team building; and career preparedness such as interview skills, CV preparation, job searching.
•    Inter-personal skills: including communication and listening skills; multi-cultural awareness..
•    Volunteering-related skills:  including leadership; civic responsibility; and engagement in society initiatives.

Beyond the learning opportunities provided by UNV, host agencies are expected to support knowledge and capacity development in the technical areas that are relevant to the UN Youth Volunteer’s assignment. Host agencies are also expected to provide, at their expense, UN Youth Volunteers with equal opportunity to participate in training courses and workshops offered to the host agency’s personnel.

Furthermore, the UN Youth Volunteer is encouraged to:

•    Strengthen the knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV events.
•    Be acquainted with and build on traditional and/or local forms of volunteerism in the country;
•    Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
•    Contribute articles/write-ups on volunteering experiences and submit them to the team at UNVHQs for consideration (beyond other communications responsibilities), and input to the UNV publications/websites, newsletters, press releases, etc.;
•    Assist with the UNV Buddy Programme for newly-arrived UN Youth Volunteers;
•    Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service.

 

Required Skills and Experience

Qualifications/Requirements:
-    Bachelor degree in medicine, public health, psychology or social science.
-    One (1) year relevant work experience in the field of advocacy and training on ASRH; preferably experience in Yogyakarta.
-    Demonstrated strong familiarity with UNFPA work and other development projects .
-    Fluency in written and spoken English is an absolute necessity;
-    Excellent inter-personal and team building skills.
-    Excellent  communication and writing skills,
-    Excellent and Up-to-date computer skills.
-    Interested in undertaking documentation or report writing in English strongly desirable.

Conditions of Service 
A 10-month contract (until 31 December 2015); monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to Rp. 3,536,000; settling-in grant (if applicable); life, health, and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service.
