Background

The United Nations Development Programme (UNDP) in Jordan and the Ministry of Municipal Affairs (MoMA) has signed a technical cooperation agreement in February 2015 under the Jordan Emergency Services and Social Resilience Project (JESSRP) which is funded by the World Bank to support municipalities. The World Bank project seeks to provide emergency assistance to municipalities, especially in the provinces of North that host Syrian refugees in order to enable them to provide services in the short term as well as build the capacity of municipalities to manage the current crisis and any future potential ones.

UNDP, throughout the first stage of its collaboration with MoMA and JESSRP, have implemented a program for community participation in 9 municipalities by training their cadres from the Local Development Units (LDUs) on how to develop plans for community activities, and also the prepared a comprehensive file for each municipality. This is currently being transferred to the 27 other municipalities in the provinces of Irbid and Mafraq through specific UNDP resources.

In the second phase, which will be implemented according to this agreement, UNDP will help 16 municipalities in the preparation of participatory plans to identify and prioritize the needs of the community, which will be funded through JESSRP in 2015 and 2016 where the results from this stage will feed into a list of priority projects that are responsive to the needs of the community and are part of a multi-year investment plan.

This will take place through the application of “Mapping of Risks and Resources” methodology, that’s adopted by UNDP and implemented in a participatory manner through dialogue and cooperation between partners and stakeholders at the community level. The purpose is to identify risks and available resources and needs to reach a prioritization of the local community in all sectors and identify possible responses to be resolved through working groups which include representatives of local authorities, civil society organizations, private sector, women and youth groups in each target municipality

Duties and Responsibilities

The main objective of the assignment is to provide support to UNDP within the framework of the MRR Component under the “Mitigating the Impact of the Syrian Refugee Crisis on Vulnerable Jordanian Host Communities” project, by:

  • Review with the international expert all material and preparatory documents needed to finalize the MRR guidance tool;
  • Provision of technical input throughout the desk review and field data collection;
  • Supervise the work of field facilitators during the data collection and analysis for the 16 municipalities in consultation with the international expert (forms, templates, field visits, etc);.
  • Finalize and submit municipalities’ profiles for the 16 municipalities;
  • Organize project team meetings, weekly or biweekly, to ensure full coordination between facilitators;
  • Organize consultative meetings with municipalities, Local Development Units, and municipality staff throughout the MRR consultation;
  • Assist the international expert in conducting and finalizing the 1st MRR pilot of one municipality;
  • Draft inception report of the 1st municipality and submit results to project team (MoMA, JSSRP, UNDP) for endorsement;
  • Supervise and Coach the Facilitators in the replication ofthe MRR methodology in municipality X in the remaining 15 municipalities (every 4 municipalities will undergo 4 workshops; each workshop lasts for 3 days);
  • Review and finalize MRR results from the 15 municipalities and submit for UNDP for endorsement;
  • Present the 15 MRR results (Framework of Project ideas) of the 15 municipalities for the project team for final endorsement;
  • Draft the final project report based on facilitators’ inputs and results of your field visits and supervision;
  • Monitor and evaluate the facilitators’ work throughout project implementation;
  • Assist in activity closure (i.e. ceremony).

The coordinator is expected to support the flow of the project by working closely with the international expert assigned on the project, as well as with the facilitators on the planning and implementation of MRR methodology.

In light of the above introduction, the consultant is expected to meet the target deadlines outlined in the following timetable:

  • Submit the MRR guidance tool (Framework of Project Ideas of the pilot municipality), on 30 March 2015;
  • Inception report for pilot municipality, on 30 March 2015;
  • 16 MRR frameworks endorsed by UNDP (Sub-project priorities in a form of detailed project frameworks/according to MRR tool), on 30 April 2015;
  • List of rapid response interventions, on 20 May 2015;
  • Final report, on 15 June 2015.

Required Skills and Experience

Education:

  • A Master’s degree in sociology, social psychology or any related field. A PhD degree is a plus.       

Experience:

  • 10 years of relevant experience in community work, training and development;
  • Extensive experience analyzing data and preparing analytical reports;
  • Demonstrated experience in capacity development and in organizational assessment and management;
  • Demonstrated experience in carrying out strategic and guidance notes to organizations for prospective interventions in development;
  • Extensive experience in local governance, municipalities and local development;
  • Familiarity of various methods of capacity development and project frameworks including UNDP’s and other capacity assessment methodologies and tools.

Language Requirements:

  • Fluency in English and Arabic.

Lump sum contracts

The financial proposal shall specify a total lump sum amount including fees, and transportation (local travel will be provided within the scope of the project’s resources). Payments are based upon output, i.e. upon delivery of the services specified above.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount.
