The main objective of the second phase of the Joint Programme on Domestic Violence in Kosovo is to develop local capacities of service providers in northern Kosovo (Mitrovicë/a North, Zvecan/ Zveçan, Zubin Potok and Leposavic/Leposaviq municipalities) to respond to domestic violence cases and contribute to creation of coordination mechanisms involving institutional and civil society actors while, in parallel, continuing with monitoring activities in the three previous pilot municipalities, where the programme has been focusing its activities during its first phase. The programme will also work in setting up mechanisms that will contribute to integration of (potential) victims of GBV/DV in the labour market. The Joint Programme is being implemented by five UN Agencies: UNDP, UNWOMEN, UNFPA, UNICEF and OHCHR.

Under direct supervision of the UNDP Programme Analyst, the Joint Programme Coordinator is responsible for coordination of the implementation of the joint programme activities, while ensuring high quality, accuracy and consistency of work. The Joint Programme Coordinator is also expected to act as the Officer in Charge of the UNDP/UNKT project office in Zvecan/Zveçan, monitoring the quality of work on the field of the UNDP and UNKT staff with duty station in Zvecan/Zveçan.

The Joint Programme Coordinator works in close collaboration with all the participating UN Agencies and their staff engaged in the Joint Programme, the UNDP Programme Team, the UNDP Operations Team, and UNDP staff at the same office to exchange information and lead jointly UNKT delivery and achievement of expected results. The position holder also demonstrates a client-oriented approach, tact and ability to work with people of different national and cultural backgrounds.

Duties and Responsibilities

Reporting directly to the UNDP Programme Analyst, the Joint  Programme Coordinator will perform the following duties and responsibilities, in a gender sensitive manner and in line UNDPs 8 Point Agenda:

Summary of key functions:

  • Assume full responsibility for and manage effectively and efficiently all program activities and resources (human, financial, physical / material assets, etc.) in order to meet expected results.
  • Act as the Leader of a high-performing Programme Team and as an Officer in Charge of UNDP/UNKT Project Office in Zvecan/Zveçan.
  • Coordinate activities and record results of the Joint Programme
  • Liaise and network with relevant international and local stakeholders and partners in northern Kosovo

Results-Based Programme Management

  • Develop annual activity and procurement work plans, as well as budgets based on expected year-end outputs; ensure close monitoring of activities and disbursements;
  • Compile substantive and financial progress reports in close coordination with the participating UN agencies, in line with the outputs/activities agreed in the annual work plans;
  • Prepare periodic procurement/contracting and financial delivery reports for UNDP management; in cooperation with the Joint Programme Associate, coordinate the preparation of the budget revisions as needed and verify correctness; ensure timely submission of the above mentioned deliverables;
  • Oversee the monitoring and evaluation of the Joint Programme, in line with the overall M&E framework and make all the quarterly reports available to the Project Board and participating UN agencies (GBV Task Force);
  • Bear overall responsibility for the quality/substance and timely delivery of the project products and adherence to corporate rules, regulations and procedures;

Leading of a high-performing team

  • Build, motivate and lead a high-performing program team, including expert consultants, translators, etc.;
  • Undertake personnel performance appraisals at programme level under his/her supervision;
  • Support the Regional Project Officer and provide overall coordination in program development, formulation and strategic processes with substantive contributions;
  • Promote knowledge sharing and building among partners and stakeholders;

 Coordinating and reporting

  • Act as the secretariat in supporting the convening of bi-annual Programme Board meetings and ensure follow-up on decisions and recommendations;
  • Maintain close communication and coordination with the Programme Board, Joint GBV Task Force on Domestic Violence (DV) and partner organizations, ensure synergies, avoid overlaps in program implementation, cooperate with other UN projects and agencies working in the same area, and provide information relevant to the programme;
  • Ensure regular communications and consultations with the donor, the UN Administrative Agent (UNDP) and the UN Development Coordinator;

Liaising and networking

  • Maintain and initiate effective dialogue and coordination with key stakeholders at the central and local level, such as the Office of the National Coordinator against DV, the Agency for Gender Equality; relevant sectorial ministries, including MFE, MLGA and the Police; Association of Municipalities; Kosovo Institute of Public Administration; Kosovo Judicial Institute; Kosovo Chamber of Advocates; Department of Statistics; Kosovo’s Women’s Network and the Shelter Coalition as well as with representatives of civil society and relevant donor representatives;
  • Establish and manage mechanisms for exchange of information, experience and lessons learned at the local and central levels;
  • Ensure wide dissemination and visibility of programme achievements.

Impact of Results

  • Achieved key results will have an impact on the improved livelihoods of the local communities. The key results will also have an impact on overall success of the UNDP Kosovo Office in implementation, technical efficiency and growth of local development. Results will have a major impact on the reputation of UNDP in the region as a preferred partner.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Economy, Public Administration, Social Sciences, Law or other related areas in combination with 3 years of relevant working experience.
  • A BA degree in Economy, Public Administration, Social Sciences, Law or other related fields is acceptable, in combination with 6 years of relevant working experience

Experience:

  • At least 3 years (6 years for BA level degree) of progressively responsible experience at the central/regional level in the areas of public administration, local development, social protection or other related field;
  • Previous experience in development assistance or related work for an international agency or donor organization or NGO is a pre-requisite;
  • Proven track record in promoting gender equality, preferably specializing in Domestic Violence/Gender Based Violence is an advantage;

Language Requirements:

  • Fluency in oral and written English is essential
  • Working knowledge of Serbian is required. Working knowledge of Albanian is an advantage
