Background

The UN system in Pakistan has developed a second generation One Programme (OP II) in collaboration with federal, provincial and regional governments, key donors, and a wide spectrum of civil society actors. Key milestones during the development process included: finalization of the Common Country Assessment (CCA), multi-stakeholder consultations in all provinces and regions of Pakistan, completion of One Programme reviews, a National Prioritization Workshop, and a Strategic Prioritization Retreat (SPR) held with key national and provincial government partners to agree on priority areas and key outcomes. Provincial and regional consultations formed the bedrock upon which the UN prioritization process was developed. This broad consultation ensured that there was provincial ownership and validation of OP II, which is especially important in light of the 18th Amendment. Lessons learned from OP I and the UN’s comparative advantage have featured strongly in the development of OP II.

On the basis of extensive consultations, the Government of Pakistan and the United Nations Country Team (UNCT) identified the following six (6) key Strategic Priority Areas (SPAs) with 20 outcomes around which the UN system in Pakistan will develop its framework for action for the period 2013-17. The SPAs reflect priorities identified through national and provincial consultations and a review of key national frameworks and strategies.

  • Vulnerable and marginalized populations have equitable access to and use of quality services;
  • Inclusive economic growth through the development of sustainable livelihoods;
  • Increased national resilience to disasters, crises and external shocks;
  • Strengthened governance and social cohesion;
  • Gender equality and social justice;
  • Food and nutrition security for the most vulnerable groups.

Each SPA comprises joint outcomes and joint outputs, to which the work of different agencies contributes. The OP II enables joint assessment of results in a particular sector or theme area. The OP II has been specifically planned to have a more robust monitoring and evaluation (M&E) mechanism and results orientation. Joint annual reporting is an important aspect of the DaO UN approach, as well as of system-wide coherence. Joint reporting is based on agreed formats, timelines and responsibilities, culminating in a summative One UN Programme II Annual Report.

The UN system in Pakistan prepares a report for One Programme on an annual basis. The 2013 report will be the second report on the OPII and will be based on the OPII joint programming structure. The illustrated 2014 annual report is an important publication to showcase One UN programme and financial progress in a manner that is accessible to a variety of stakeholders.

The UN Resident Coordinator (RC) Office is mandated to support the RC and UNCT to ensure effective coordination and liaison for delivery of OP II results. Based at the RCO, the short-term consultant will work under the direct supervision of the Head of the UNRC Office To develop the 2014 One UN Programme II Annual Report with input from the UNRCO and UNCT.

Duties and Responsibilities

  • Collate information for all outcomes and outputs under each of six SPAs in the form of a coherent annual report. The report will highlight, to the extent possible, the integration of cross cutting issues in OP II.
  • Coordinate with RCO on filling in information gaps with a focus on outcome and output level achievements and results.
  • Coordinate with the RCO on representation and analysis of financial data related to the One Programme.
  • Prepare the report according to guidance provided.
  • Seek comments from the RCO, UN Country Team and key stakeholders, and incorporate these into the final report.
  • Provide country analysis, introduction, and discussion on OP II status in Pakistan in 2014; highlight strategic linkages in the UN Reforms process, document lessons learned and challenges in the implementation of the UN Reforms process.
  • Ensure that the report is reflective of the normative orientation of the UN Reform process.
  • Ensure that the report is duly edited and proofread, and that the text is delivered in a ready to print/publish form.
  • Coordinate with the RCO and the graphic designer on the design and layout of the report, and help develop ideas for graphics and charts that creatively convey key messages and data.
  • Proofread the final layout prior to printing.

Deliverable

Outline of the OP II Annual Report 2014 according to guidance provided by the RCO

  • First draft of the OP II Annual Report 2014 (incorporating progress made under all SPAs,  including financial progress)
  • Second draft of the OP II Annual Report 2014;
  • Final, edited, formatted and print-ready OP II Annual Report 2014 (including both narrative and financial progress).

Required Skills and Experience

Academic Qualifications:

  • A Master’s degree in Development Studies, or other social science or related discipline from a recognized university.

Years of experience:

  • Minimum 8 years of relevant experience;
  • Sound understanding of the development sector;
  • Knowledge of the UN system, UN development operations and programmes and results;
  • Substantive experience in formal development report writing and annual reporting;
  • Understanding of UN Reform, DaO, UN One Programme and the UN in Pakistan desirable.

Language:

  • Fluency in English.
