Background

The Istanbul Regional Hub (IRH) is UNDP’s main knowledge and advisory hub for the countries serviced by UNDP’s Regional Bureau for Europe and CIS (RBEC). It connects the region to a global network of development experts, to build knowledge and capacity, and to forge partnerships to meet the development challenges of a large and diverse region. The new regional programme of RBEC has rolled out in 2014. The programme has been formulated based on the most crucial regional challenges with a particular focus on a strengthened approach to specific sub-regional challenges. IRH is in charge for regional programme implementation. The programme uses three operational modalities of support, i.e. the implementation of regional projects, development of knowledge products and the provision of advisory services. 

In December 2014, the Project Board approved the 2015 Annual Work Plan of the regional project “Supporting voice for citizens, development, the rule of law and accountability in governance systems in Europe and the CIS”. As acknowledged by the Project Board, the main trend identified in the past several months is that the Rule of Law and human rights are increasingly becoming high demand areas for programming in the region and substantial work needs to be carried out to help the UNDP Country Offices to develop and roll out Rule of Law and human rights programmes in a consolidated manner. This would require, in addition to the main operational modalities of support, communications support for awareness raising, evidence-based analysis and policy advice, and facilitation of South-South experience sharing. One of the mechanisms that will be introduced is a Catalytic Facility, with the primary objective to support integrated, issue-based and innovative programming at the country level, and taking into consideration national and regional priorities and demands.

Duties and Responsibilities

The Consultant will work in the Istanbul Regional Hub, under the overall supervision of the Human Rights, Rule of Law, Justice and Security Programme Specialist. The Consultant’s overall task will be to support the implementation of the Rule of Law, human rights and access to justice component of the VOICE project and ensure communication and advocacy with partners and UNDP country offices in the region regarding the activities carried out thus supporting the regional project staff in increasing the visibility of UNDP views and initiatives and positioning UNDP as a knowledgeable and valued partner on the governance issues facing the region. In particular, the Consultant will be tasked with the following:

  • Lead the organization of the regional events: Access to Justice joint regional event on Sexual nd Gender Based Violence (SGBV) (to be held in September 2015); and regional event on strengthening effectivenes of NHRIs/specific thematic mandates of NHRIs (to be held in May 2015); in particular: 1)Coordinate preparatory work among UNDP COs, IRH and external resource persons;       2) Document major trends and needs indentified during the event; 3) Deliver detailed reports/proceedings as well as evaluation of the events;
  • Lead the preparatory work and discussions on developoment of the Guide for cost-effectiveness analyisis of Convention on the Rights of Persions with Disabilities (CRPD) ratification; 
  • Preparation of thematic policy notes;
  • Support preparation and facilitiation of the cross-regional event on innovation for human rights („HuriLab“) (to be held in June 2015);
  • Co-ordinate HuRiLab follow-up activities;
  • Support implementation of and reporting on the projects supported through Governance and Peacebuilding Catalitic Facility to ensure regular monitoring and timely response to issues and challenges occuring; 
  • Set up and roll out of the sub-regional „Balkans initiative“: Anti-corruption legal clinics, involving training and student networks;
  • Other related work may be required to better implement the above-mentioned tasks assigned by the Human Rights, Rule of Law, Justice and Security Programme Specialist.

Deliverables 

Submitted by end of May 2015: 

  • Policy note on UNDP support to NHRIs’ in the region, including follow-up to capacity assessments, functional reviews, impact and effectiveness measurements of NHRIs;
  • Concept note and ToR for the preparation of the Guide for cost-effectiveness analysis of CRPD ratification,

Submitted by end of June 2015:

  • Report from the NHRI regional conference;
  • Policy note on PWDs;

Submitted by end of July 2015: 

  • HuRiLab cross-regional event report and recommendations for follow-up actions;
  • Concept note for the Access to Justice joint regional event on SGBV;

Submitted by end of August 2015: 

  • Preparatory work among UNDP COs, IRH and external resource persons for the Access to Justice joint regional event on SGBV;
  • Catalytic Facility consolidated mid-term report;

Submitted by end of September 2015: 

  • Report from the Access to Justice joint regional event on SGBV;
  • Policy note on the victim and witness support work in the region, including SGBV;

Submitted by end of October 2015: 

  • Organization and co-facilitation of the co-design workshop in at least one country office (as a follow up to the cross-regional HuRiLab event);
  • Preparatory work and co-facilitation of the sub-regional Balkans initiative: Anti-corruption legal clinics;

Submitted by end of November 2015: 

  • Organization and co-facilitation of the co-design workshop in at least one country office (as a follow up to the cross-regional HuRiLab event);
  • Policy note on innovation for Rule of Law, human rights and access to justice;

Submitted by end of December 2015: 

  • Catalytic Facility consolidated final report and evaluation.

The Consultant will report monthly about the progress of activities to the Human Rights, Rule of Law, Justice and Security Programme Specialist in written.

Payment will be performed in eight (8) equal installments in relation to the progresses achieved with regard to the satisfactory  completion of the deliverables upon submission of a monthly report.

Given the nature of the tasks requiring strict cooperation with the Human Rights, Rule of Law, Justice and Security Programme Specialist and with the other members of the Governance and Peacebuilding team, full-time presence at the UNDP Istanbul Regional Hub is required.

Required Skills and Experience

Education:

  • Master’s degree in Social Sciences, International Relations, Governance, Human Rights, Development, HIV/Health, and other related fields.

Experience:

  • At least 5 years of proven work experience on rule of law and human rights related issues in international organizations or public administration;
  • Relevant international experience in the ECIS region is a  strong asset;
  • Previous experience in UNDP assignments is considered as a strong asset;
  • Proven experience in programming in the areas of human rights/rule of law, i.e. NHRIs/Ombudsman institutions, Government institutions, judiciary and law enforcement agencies, access to justice etc.
  • Experience in corporate software and handling of web based contents and management systems;
  • In-depth knowledge and understanding of Human Rights Based Approach principles and of UN and human rights treaties and mechanims; 

Language skills:

  • Excellent writing, editing, and oral communication skills in English;
  • Other language of the EECA region considered an asset.

Evaluation of Applicants:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Criteria – 70% of total evaluation – max 35 points:

  • Criteria A (Relevant experience including in the ECIS region/experience with similar UNDP assignments) – max 10 points;
  • Criteria B (In-depth knowledge and understanding of HRBA principles and UN human rights treaties and mechanisms;) – max 10 points; 
  • Criteria C ( Proven experience in programming in the areas of human rights/rule of law ) – max 10 points;
  • Criteria D (Additional language of the EECA region and) – max 5 points;

Financial Criteria - 30% of total evaluation – max. 15 points
