Background

The African Group of Negotiators is the technical arm of the African states coordination in the climate change under the UNFCCC. The African Group of Negotiators (AGN) therefore prepares technical inputs and briefing to the political level of the African Ministerial Conference on the Environment (AMCEN), and the Committee of African Heads of State and Government on Climate Change (CAHOSCC). This three-tier negotiation structure has been endorsed by the African Union in Assembly/AU/Dec. 457(XX) of 2013.

Through its new Regional Programme of the Regional Bureau for Africa, UNDP aims to enhance Africa’s capacity in participating in the international climate change negotiations and to develop Africa’s common positions considering the continent’s common interests and diversity and reflecting them in the multilateral climate change negotiations. As part of this effort, targeted technical support will be provided to the AGN in in the run-up to the UNFCCC COP 21/CMP 11 in Paris.

Hence, under this consultancy, a coordinator will be recruited to provide technical analysis in the negotiations, document preparation and advocacy of the African Group position, as required by the Chair of the African Group of Negotiators.

Duties and Responsibilities

Climate negotiations analysis

As part of this deliverable, the coordinator shall be expected to continuously analyse developments in the negotiations, as informed by formal and informal processes, including submissions by Parties on specific issues under the ADP negotiations, including scenario notes, and documents from the co-chairs.

Document preparation

The consultant is expected to coordinate and collate as appropriate the preparation of documents in conjunction with thematic coordinators, including the updating of the African Common Position, preparation of submissions to the UNFCCC, briefing documents for AMCEN and CAHOSCC, speaking notes and draft speeches for the Chair on 2015 agreement related matters, including substantive inputs in his areas of coordination.

Advocating and negotiating the African position

The coordinator will further support the African Group Chair in bilateral meetings during and in between sessions where appropriate, and in his capacity as the 2015 Agreement lead coordinator negotiate on behalf of the African Group.

Technical documents for national negotiators

Through its country office network, UNDP supports national negotiations capacity building in Africa. There is an increasing demand for providing negotiations analysis that is tailored to the context and priorities of African countries including in the areas of mitigation, adaptation, climate finance, REDD, loss and damage, INDC, etc. In this regard, the coordinator is expected to develop and update articles or briefing documents or a discussion paper that can be disseminated to countries in the region through UNDP’s country office network.

  • Continental coordination structures being a prerequisite;
  • The consultant should have good interpersonal skills, and ability to manage conflicting views and interests, within a group, and across groups;
  • The consultant should have demonstrated skills in climate negotiations technical analysis, negotiations and advocacy, good report writing skills. 

Required Skills and Experience

 Education:

  • Master degree on Environmental, climate change, Agriculture, Peace Building and Conflict,  Economics, Development Studies and Related discipline.

 Experiences:

  • 5 years in the field of climate change negotiations , Environment etc;.
  • The consultant should have a proven track record in UNFCCC negotiations, with experience in working as part of an African country member state;
  • Continental coordination structures being a prerequisite;
  • The consultant should have demonstrated skills in climate negotiations technical analysis, negotiations and advocacy, good report writing skills.

 Language:

  • Fluency (both oral and written) in English.
