The Humanitarian Affaires Analyst (HAA) will be responsible for Mindanao Region and based in Cotabato office with occasional travel to ARMM areas as required by the office. He or she will report to the Head of Mindanao Sub-Office and be under the overall leadership of Head of UNOCHA Philippines. The following are the terms of reference for HAA.
Devoirs et responsabilités
The work of the HAA encompasses community engagement (accountability to affected populations/communicating with communities) and advancing gender-related issues. He or she will work with local and national CSOs, CBOs, and NGOs to strengthen their participation and coordination with the international humanitarian actors, as well as the city and national authorities, to facilitate partnerships and coordinated efforts to enhance the overall response to the needs of IDPs. The HAA/AAP will also be responsible for advancing gender issues among the humanitarian community and Government counterparts.
- Work closely with government entities including ARMM, especially DSWDs at regional and sub-regional levels and RHRC and CHR, as well as local and national CSOs, CBOs, NGOs to support them to strengthen accountability work and mechanisms in the transitions to reconstruction and preparedness;
- Represent community perspectives, concerns and issues of Internally Displaced Persons to responsible parties in coordination with Heads of OCHA Hubs and Sub- office;
- Support and strengthen partnership with the Communication Working Group in close coordination with UN agencies, NGOs and Government entities;
- Plan and assist in efforts to bring community voices to decision makers, whether Clusters, Government, or other responsible bodies under the supervision of OCHA head of Hubs and Sub-office;
- Assist the CWG with secretariat work including sending out announcements, taking notes, planning meetings, drafting documents, and organizing events as requested by the head of OCHA Hub, facilitate training on CwC, assessment planning and other capacity-building intervention including radio programming;
- Assist the CWG in the follow up of issues brought up through the community feedback forms;
- Participate and coordinate with cluster meetings including AAP/CwC activities, gender to ensure no duplication of efforts;
- Write up reports as needed including community perspectives gathered in listening exercises during field visits;
- Undertake other duties as required.
Institutional Arrangments:
- Provide training on Listening Exercises as time permits and facilitate field visits, debriefs, and reporting;
- Raise awareness on Accountability to Affected Populations with Government authorities at regional and sub-regional level and among Aid agencies;
- Work closely with Public information sections including ARMM;
- Work with humanitarian and development partners in advancing gender mainstreaming and advocacy.
Compétences
Professionalism:
- Understanding of Accountability to Affected Populations, community participation;
- Understanding of IASC commitments to AAP;
- Understanding of the difference between CwC and AAP;
- Ability to articulate what AAP is in simple terms that are accessible for all. Good orator, facilitator, advocate, and writer;?
- Demonstrated problem-solving skills and ability to uses sound judgment to ensure the effective and timely completion of complex tasks; ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disaster.
Communication:
- Excellent communication and training (spoken and written) skills;
- Ability to convey complex information management concepts and recommendations to staff at all levels, both orally and in writing, in a clear, concise style that can be readily understood by non-information management practitioners.
Planning& Organizing:
- Develops clear goals that are consistent with agreed strategies;
- Identifies priority activities and assignments;
- Adjusts priorities as required;
- Foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary;
- Uses time efficiently.
Interpersonal and Cultural Skills:
- Good interpersonal and intercultural skills with national and international staff;
- Ability to advocate for the HAA/ AAP program with international staff and agencies;
- Ability to advocate and represent the views of affected populations to humanitarian agencies, the Government and other responsible parties. Experience interacting with disaster or conflict affected populations;
- Able to treat affected population with respect and sensitivity
Qualifications et expériences requises
Education:
- Advanced University (Master’s Degree or equivalent) in international relations, social sciences, human rights or related field;
- A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- Minimum 3 years work experience in related field; with national and international experience.
Language requirements:
- Fluency in the English and national languages.
