The strategy of UNDP to support the electoral cycle is in the context of the overall objective of the United Nations and the international community in regard to Democratic Governance. It specifically aims to support national institutions to develop their organizational and management capacities of electoral cycles in alignment with internationally recognized quality standards and to help Haitian citizens to exercise their rights and fulfill their civic duties for the choice of their representatives.

This strategy also aims to support the Permanent Electoral Council (CEP), the National Identification Office (ONI) and other institutions in conducting elections within the best conditions according to the national context. It is founded on the comparative advantages in terms of technical expertise and impartiality of the United Nations and other partners that will accompany the electoral cycle in Haiti.

Under the guidance of the Chief Technical Advisor (CTA), the Electoral Administration and Technology Specialist develops and implements ICT systems, provides information management tools, provides training, and contribute to the improvement of the technological infrastructure within the Permanent Electoral Council (CEP) and other relevant national institutions around the electoral and political contexts in Haiti. The Specialist is responsible for develop and implement new technologies that will enhance the productivity and transparency of the relevant processes linked to the Haitian Electoral Cycle.

The Specialist will ensure delivery of project results with a special focus on consolidating institutional and technical capacity of the Permanent Electoral Council and other relevant national institutions to manage better electoral processes in the country.

Duties and Responsibilities

The mains tasks incumbents to the Electoral Administration and Technology Specialist are:

Development of desktop, web, mobile and cloud based systems and databases for the improvement of electoral operations:

  • Contribute to the planning linked to the systems development cycle;
  • Identify, collect and analyze functional requirements and other elements necessary to cover the needs of the national counterparts;
  • Design, develop, test and deployment of systems and databases that will be used to provide services in all sub-national offices and other stakeholders including candidates and voters;
  • Review current systems, databases and tools, make recommendations on operational issues, conduct needs and risk assessments and contribute to its refinement, enhancement and protection through security protocols and techniques;
  • Identify and implement security and integrity features for the transmission and processing of data and images using cloud and mobile technologies;
  • Develop training modules, materials and provide training to the national institutions’ staff with the purpose of developing their capacities;
  • Provide guidance, support and troubleshooting for particular processes during electoral operations including but not limited to: candidate registration; voters roll updating and dissemination; transmission and management of electoral results; electoral staff management; statistics production, and accreditation of observers.

Improvement of technological infrastructure and services:

  • Review current servers, scanners and other specialized hardware and software, make recommendations on operational issues, conduct needs and risk assessments and contribute to its tuning, enhancement and protection through security protocols and techniques;
  • Provide guidance and support for the migration and integration of databases and systems that are being used for the management of images, indexes and data which are currently implemented using heterogeneous technologies;
  • Perform installation, configuration, testing and troubleshooting of new specialized hardware and software;
  • Elaborate technical specifications, terms of reference and provide guidance during the procurement process of hardware and software;
  • Elaborate and perform testing, quality assurance and contingency plans;
  • Propose, design and implement new services taking into consideration enhanced capabilities, future needs and its expansion to sub-national offices and abroad.
  • Ensures transfer of skills and know-how to the national counterparts through the application of appropriate training modules and materials;
  • Performs other duties as and when assigned by the supervisor such as system analysis and design, capacity development activities and other relates areas.

Impact of results:

The key results have an impact on the overall efficiency of the institutions linked to the Electoral Cycle in Haiti, notably the Permanent Electoral Council (CEP) and the National Identification Office (ONI), including improved business results, client services and the overall improvement of the elections in Haiti. Moreover, the enhancement of the electoral operations and the overall electoral cycle through the adoption of new technologies could promote transparency and efficiency; fostering at the same time, confidence on the national institutions.

Required Skills and Experience

Education:

  • Master’s degree (with 5 years of experience) or Bachelor’s (with 7 years of experience) in Computer Science or related discipline.

Experiences;

  • 7 years progressively responsible professional experience in requirement analysis and development of IT systems required; experience in relevant areas, in particular in electoral Result Management, Candidate Registration, Voter Outreach, Electoral Cartography and Voter Registration projects;
  • 5 years of international experience in the field of electoral technical assistance;
  • Advanced software and database development experience related to large scale data entry, image capturing, and processing systems is required;
  • Experience working with cloud computing and mobile platforms is required;
  • Experience with OMR, OCR, ICR, and GIS  technologies is required;
  • Experience in monitoring data integrity, consistency and development of complex database reports is required;
  • Experience working on electoral matters in the Caribbean region is an asset;
