Background

The Partnerships Section (PS) maintains the corporate UNV partnerships management and donor resource mobilization platform, including the implementation of the UNV Partnerships Strategy, related policies, and external donor relations management. The PS closely works with the Office of the Executive Coordinator (OEC), all sections in the Volunteer Programme Management Group (VPMG), as well as Regional Offices and Field Units, to drive a coherent and strategic corporate approach to partnerships management and donor resource mobilization.

Under the overall guidance and supervision of the Chief of the Partnerships and Communications Division (PCD), the Partnerships Section consists of 1) the partnerships and resource mobilization support (PRMS) cluster, and 2) the corporate partnerships advice and solutions (CPAS) cluster.  The Partnerships Development Specialist (Innovative Financing Partnerships) will serve as a team leader of the newly-established CPAS cluster, which is tasked to lead the establishment of new and innovative financing partnerships with non-traditional emerging partners to help reach the resource mobilization target as set in the UNV Strategic Framework for 2014-2017. S/he will closely work with the PRMS cluster as well as other personnel at Headquarters, Regional Centers and Field Units. S/he will be reporting to the PCD Chief and manage a team of short-term consultants.

Duties and Responsibilities

Identify new financing partnerships opportunities for UNV and prepare business cases

  • Carry out new partnerships intelligence gathering/analytics, develop concrete new financing partnerships modalities, risk assessment, and cost-benefit analysis; 
  • Undertake global development financing trends analysis and stakeholder analysis, covering governments, regional organizations, private sector, foundations, universities, international financing institutions, etc., to identify new financing partnerships opportunities and formulate concrete new financing partnerships modalities for UNV; 
  • Provide internal consultations and advisory services; and
  • Based on thorough investigation and exploratory consultations with emerging and potential new partners, prepare business cases, including sound and concrete financing partnerships proposals for consideration by the SMT, with clear cost-benefit and risk analysis, to facilitate UNV’s informed investment decision-making related to new financing partnerships.

Coordinate and facilitate decentralized new financing partnership building and resource mobilization by UNV personnel at the Headquarters, Regional Centers and the Field Units

  • Develop an approach, methodologies and system for UNV personnel at HQ, regional centers and field units to continuously and systematically identify and concretize new financing opportunities for leveraging resource mobilization for UNV, including the identification of strategic options, project risks and investment criteria for SMT decisions;
  • Develop and roll out relevant policy frameworks, due diligence tools, guidance, templates, standard operating procedures (SOPs) and other instruments to meet the needs of internal clients and enable decentralized new partnerships development and resource mobilization;
  • Oversee the development and management of UNV’s repository related to new financial partnerships building and resource mobilization, as an interactive platform to share information and enhance synergies on new financing partnerships opportunities among the UNV personnel;
  • Establish and maintain a “UNV community of new financing partnerships building and resource mobilization practice” linking HQ, Regional Offices and  Field Units to maintain a regular exchange and information sharing through webinar, skype, teamworks, etc.;
  • Identify areas in need of specific guidance, and implement corrective actions and harmonization to enhance decentralized new partnership building and resource mobilization practices across UNV;
  • Roll out new financing partnerships modalities at HQ, regional and field levels upon the endorsement by the SMT and provide advisory services to internal clients;
  • Coordinate the technical formulation and quality assurance of UNV’s new financing partnership building and resource mobilization efforts, through joint strategic planning with programme personnel at HQ, regional and field levels;
  • Conceptualize, plan and execute partnership-focused communications, in close collaboration with the Communications Section, to generate new financing partnerships and resource mobilization opportunities and to enhance UNV partnerships visibility.

Coordinate the CPAS cluster team consisting of short-term consultants

  • Manage the procurement of required short-term consultants and supervise them to ensure timely and high quality deliveries on respective terms of reference.

Required Skills and Experience

Education:

  • Masters degree in social sciences, political science, public or business administration, or related fields.

Experience:

  • Minimum 7 years of relevant and progressive professional experience in partnerships management and resource mobilization within an international organization required;
  • In-depth experience and strong track record in multi-stakeholder partnership building and resource mobilization, dealing with both public and private sectors, with international or intergovernmental organizations.

Language Requirements:

  • Fluent in English; knowledge of another UN language an asset.
