Background

The Building Sector Energy Efficiency Project (BSEEP) has for its goal the reduction in the annual growth rate of GHG emissions from the Malaysia buildings sector. The project objective is the improvement of the energy utilization efficiency in Malaysian buildings, particularly those in the commercial and government sectors, by promoting the energy conserving design of new buildings and by improving the energy utilization efficiency in the operation of existing buildings. The realization of this objective will be facilitated through the removal of barriers to the uptake of building energy efficiency technologies, systems, and practices.

This work is part of component 2 of BSEEP which has thus far developed a range of policy ideas which could be implemented in Malaysia to promote the adoption of energy efficiency on a large scale. One such idea is the development of utility energy efficiency programs. BSEEP is seeking a consultant to develop a capacity building workshop for relevant stakeholders in Malaysia to impart to the participants the salient program design, operational and implementation issues of utility energy efficiency programs.

Duties and Responsibilities

Scope of Work

The primary job scope is to develop a comprehensive workshop and training materials to impart to the relevant stakeholders the salient program design, operational and implementation issues of utility energy efficiency programs.

The consultant will be required to lead and  facilitate as well as present the following in the workshop:

Review of existing utility energy efficiency programs:

  • Review and compare a minimum of 7 EE utility energy efficiency programs around the world (developed & developing countries); identify pros/cons; assess costs/benefits; list encountered challenges & solutions; highlight best practices, and provide an analysis for each existing schemes of: policy objectives, legal authority, sector, evolution of the energy efficiency regulation and facility coverage, energy saving targets, obligated parties, compliance regimes, performance incentives, trading of energy savings, eligible EE initiatives, funding, scheme administration, institutional arrangements (e.g. regulatory amendments), organizational setup, monitoring and enforcement.

Review of existing program design and implementation options:

  • Review structure and efficacy of the various utility energy efficiency programs and how this is relevant to Malaysia’s current framework; explore solutions to implement the UEEO within the boundaries of legislative and regulative framework in Malaysia; determine potential strengths and threat.

Methodology:

The consultant will report to the National Project Manager and UNDP Programme Manager and with the BSEEP project team based on the Environment and Energy division of the Public Works Department. The methodology includes data collection, desk research, slide deck preparation and meetings.

Expected Outputs

The consultant is expected to:

  • Lead and facilitate consultation and discussion process in the said workshop;
  • Produce a  set of training materials and presentation slides on the review of existing utility energy efficiency programs, program designs and implementation options.

Duration

The consultancy will likely take place sometime from 1 June 2015 – 30 June 2015.

Deliverables and Timeline

The consultant will be responsible for the delivery, content, technical quality and accuracy of the presentations and training materials. All deliverables shall be submitted to UNDP Malaysia and BSEEP Project Management Unit at Environment and Energy division of the Public Works Department

Terms of Payment

The fee is payable upon satisfactory completion and acceptance of the deliverables by Project Management Unit and UNDP Malaysia. Breakdown of deliverables and percentage is in Annex 1.

Required Skills and Experience

Education:

  • Minimum Bachelor’s degree or equivalent in any related field.

Experience:

  • Minimum 8 years of working experience;
  • Experienced with the implementation and/or development of an utility energy efficiency program is a must;
  • Experience in working with both the government sector and the private sector in Malaysia will be an advantage;
  • A clear understanding of current practices in the building industry in Malaysia will be an advantage;
  • Knowledgeable in energy policies, regulation and energy management procedures of Malaysia will be added advantage;
  • Experience in drawing up materials for awareness training and seminars.

Language:

  • Proficient in English;
  • Proficiency in Bahasa Malaysia will be an added advantage.
