Background

The creation of a national human rights institution in Sudan was stipulated both in the Comprehensive Peace Agreement and the Interim National Constitution of the Republic of Sudan. The Parliament passed the Act to establish the Sudan National Human Rights Commission Act (SNHRC) in December 2008 and in May 2009, the President of the Republic of Sudan signed the NHRC Act into law. In January 2012, a presidential decree was issued appointing the 15 Commissioners of the SNHRC. The article 9 of.   The Human Rights National Commission Act, 2009 provides that the Commission cooperates with the United Nations Organizations, its specialized agencies, regional Institutional Human Rights Centers, NGOs and similar institutions in the field of human rights.

As a part of UNDP’s commitment to strengthening human rights promotion and protection mechanisms in Sudan, the UNDP Governance and Rule of Law Unit has launched the “Strengthening the Capacity of the Sudan National Human Rights Commission” project in 2012. Its main goal is to support the SNHRC in the development of its operational, technical and legal capacities in order to become a cornerstone within Sudan’s national human rights protection system and for the SNHRC to be accredited to the International Coordination Committee for National Institutions for the Promotion and Protection of Human Rights (ICC), by complying with the Paris Principles. The objectives of the project correspond with CPAP Outcome 6: People in Sudan are protected under an enabling environment that guarantees the rule of law, basic rights and fundamental freedoms: and CPAP Output 6.1: Justice institutions including customary and traditional justice and security systems at state/local level equipped to provide effective, equitable and timely justice/protection services in line with international standards.

Under the supervision of the Team Leader of UNDP Governance and Rule of Law Unit and the Rule of Law Programme Specialist, the Project Analyst will be responsible for smooth implementation of the project, “Strengthening the Capacity of the Sudan National Human Rights Commission” in accordance with UNDP regulations and procedures. He/she will report to the Team Leader of UNDP and closely work with the Project Steering Committee (PSC) and other main partners, the SNHRC as well as relevant stakeholders of the project.

Duties and Responsibilities

Summary of Key Functions:

  • Implementation of the project to support the capacity building of Sudan National Human Rights Commission;
  • Management of the project in providing necessary oversight to the financial and administrative matters;
  • Creation of strategic partnerships and support mobilisation of resources from relevant donors;
  • Provision of top quality technical advice to the SNHRC for its capacity building and facilitation of knowledge sharing through documentation and exchange of best practices.

Implementation of the project to support the capacity building of Sudan National Human Rights Commission that includes more specifically the following:

  • Draft and update annual project work plans in close consultation with UNDP and SNHRC;
  • Ensure effective monitoring and evaluation of the Project and implementation recommendations;
  • Closely monitor project activities against the desired outputs/results and advise the PSC and RoL programme Specialist on required management actions and necessary modifications;
  • Ensure the implementation of decisions made by the Project Steering Committee;
  • Ensure the delivery of services in accordance with their implementation agreement or contract;
  • Support the development of the capacity of the SNHRC to manage support programmes directly, including bilateral agreements;
  • Prepare quarterly and annual project reports for the PSC and UNDP and donors, as well as other information as may be requested;
  • Perform thorough analysis and research in thematic areas relating to human rights and rule of law relevant for the project’s successful implementation.

Management of the project in providing necessary oversight to the financial and administrative matters:

  • Plan, organize and oversee the necessary administrative and other logistical support to project activities including consultancy missions, workshops,  learning abroad etc;
  • Prepare project budget and monitor its utilisation under the guidance of the UNDP Programme Specialist;
  • Prepare separate progress and financial reports as may be required under cost-sharing agreements with donors;
  • Ensure necessary internal controls are in place for financial management purposes. All records are maintained properly and necessary support is to auditors as and when required. Audit recommendations are followed up in a timely manner.

Creation of strategic partnerships and support mobilisation of resources from relevant donors:

  • Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the relevant thematic areas based on strategic goals of UNDP, country needs and donors’ priorities;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

Provision of top quality technical advice to the SNHRC for its capacity building and facilitation of knowledge sharing through documentation and exchange of best practices:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to the project thematic area;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings for the operations/ projects staff on programme issues;
  • Establish and maintain relations with relevant regional and international organizations such as AHCHR (NHRI unit), the Network of African National Human Rights Institutions  (NANHRI), and see opportunities to develop and maintain relations with other NHRIs and International Human Rights forums;
  • Establish and maintain an appropriate coordination mechanism for human rights and rule of law.

Impact of Results

The key results have an impact on the success of the project within the UNDP programme in Governance and Rule of Law. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

Education:

  • Master’s Degree in Business/Public Administration, Law, Social Science or related field.

Experience:

  • A minimum of two years of relevant experience in development work and particularly on project management;
  • Experience in programme development, management/coordination, monitoring and evaluation, as well as knowledge management;
  • Experience in Project formulation, design, monitoring and evaluation is essential;
  • Experience in capacity building programs is required;
  • Project management experience in crisis or post-conflict countries is an asset.

Language:

  • Fluency in oral and written English is essential;
  • Knowledge of Arabic would be an advantage.
