Background

Under the overall guidance of the Chief Security Adviser, the Local Security Assistant performs as the  local country security focal point (CSFP) ensuring implementation of security operations and all matters relating to the management of safety and security for UN personnel in the country.

This position is funded by the local cost shared budget.

Duties and Responsibilities

Summaary of Key Functions:

  • Conducting Minimum Operational Residential Security Survey and reporting;
  • Preparing and updating on the weekly security update;
  • Attending weekly Security Stale Holders meetings and reporting back to the office;
  • Conducting Investigations into security incidents that has to do with the staff and the organization;
  • Acting as a responder to the security incidents and laision with the police in handling matters involving the UN staff in Sierra Leone etc.

Major Duties and Responsibilities:

Supervise  the Night Patrol and the Integrated Security communication center

  • Responsibile for the formation, implimentation, and monitoring of the country National Warden System;
  • Assist in collecting, updating and communicating information regarding the security situation in the country;
  • Liaises and coordinates, as appropriate, with host government security organization and or personnel, including national and local provincial authorities, military, and police officers, as well as non governmental organizations and other non state actors in the area of operation;
  • Help assess the security situation at the duty station and ensure adequate gathering and cerification of security information that may be required for a proper analysis of the situation by the CSA/DSA;
  • Communicates information on security affecting UN agency staffs to the CSA/DSA/FSCO;
  • Maintain reguler contacts with security focal points of UN agencies;
  • Provide technical assistant at Security meetings.

Assists in maintaining the Security Plan, including updating staff list:

  • Help in the preparation and review of the UN Security Plan;
  • Support actions during the implementation of the Security Plan, as required.

Assists in the monitoring compliance with Minimum Operational Security Standards (MOSS) established for the duty station. Also assist with the compliance of data required for the MOSS self Assesment Programme.

Assist in reporting security incidents affecting UN staffs, offices and assets, and assist in the preparation of security reports, such as the security incident report, the security assesments and the quarterly incident report.

Provide support in organizing and conducting training courses on security awareness and preparedness, and providing security orientation to newly assigned staff members.

Provide general administrative assistance relating to security matters:

  • Maintain routine and confidential correspondence files/documents;
  • Maintain a database on contact details in relation to host country security authorities;
  • Maintain liaison with HQ in order to ensure funding for security related measures;
  • Arranges apointments, receivess visitors, places and screens telephone calls and answers queries with discretion, and takes minutes and/or notes at meetings if desired;
  • Performs other security related tasks assigned by theCSA, DSA or the FSCO.

Required Skills and Experience

Education

  • At least a pass in West African School Certificate or General Certificate in Education at ‘O’ level.

Work Experience

  • Minimum of 5 years of progressively responsible experience at national levels in security related field, experience in investigations, capable of writing comprehensive security incident reports, proper liaison ability with local security agencies, ability to carry out Residential assessments and advise accordingly.

Language:

  • Excellent written and spoken English is essential.
