Background

Inle Lake Conservation and Rehabilitation Project was launched in 2012 by the United Nations Development Programme (UNDP) with financial assistance from the Government of Norway. The project is based on the five-year Action Plan of Environmental Conservation and Sustainable Management of Inle Lake (2010-2015) of the Ministry of Environmental Conservation and Forestry (MoECAF). The original project duration was from January 2012 till Dec. 2013, and continued till June 2015. The project aims to restore the environmental sustainability and to improve the quality of life of local communities in and around the area of Inle Lake. The community-based project activities are focused on five major sectors, namely Agriculture, Soil and Water Conservation, Environmental Conservation and Forestry, Fishery and Livestock and Socio Economic Sectors. The project covers 71 villages in Nyaungshwe, Kalaw and Pindaya Townships and targeting 9500 households to be benefited through environmental friendly community-based development activities, and environmental conservation practices.

UNDP is supporting and encouraging local Non-Government Organization and Community Based Organizations to participate in Inle Lake Conservation and Rehabilitation Activities with the aim to promote institutional capacities of communities for conservation and development activities in the long term and to improve the quality of life of local communities.

There are commendable success stories of the communities compiled by UNDP during the project implementation. These success stories are ought to be documented properly and disseminated so that they could be replicated by the communities, Communities Based Organizations and Implementing Agencies (Government/ Non-Government Organizations) to integrate community level environmental conservation practices in the local development plans and implementation.

Duties and Responsibilities

Documenting the success stories of the community-based activities for conservation of Inle Lake

The International Consultant will undertake the following tasks:

  • Identify the success stories of the communities during implementation of the project which promotes Inle Lake conservation in balance with socio-economic development works in consultation with the project stakeholders (Forest Department, UNDP, Community-based Organizations, and the communities);
  • Write the success stories and submit the first draft document to UNDP;
  • Incorporate the feedback from UNDP on the first draft and develop the final document with lay-out design;
  • Submit the print version document.

At the start of the assignment, UNDP will provide the already compiled notes and information on the success stories. If additional information is required, the international consultant will need to travel to Inle communities.

Preparation of good practices in the ASEAN Disaster Recovery

The consultant, in close consultation with the other international consultant who is responsible for the ASEAN Recovery Guidelines, will perform the following tasks:

  • Develop standard templates for presenting good practices of the ASEAN member states on disaster recovery;
  • Conduct desk review from information available;
  • Identify gaps in information and suggest focal points/ countries to be contacted;
  • Collect the required information through UNDP and RRD;
  • Write the first draft of the document and shared to the supervising team;
  • Develop the final document by incorporating feedback from the supervising team.

The international consultant will use the workshop reports and already compiled information on the good practices of the ASEAN member states on disaster recovery. The international consultant working on the ASEAN Disaster Recovery guidelines will provide all the available documents and information compiled throughout the consultation process with the ASEAN member states. UNDP will provide coordination support to get contact with the focal points in ASEAN member states in order to compile the required information for the good practices. Before beginning the assignment, the consultant and supervising team for this task (RRD, UNDP Country Office in Myanmar, UNDP Bangkok Regional Hub, ASEAN Secretariat and AHA) will agree on the methodology, approach, timeline and deliverables. If additional information/consultation is required, UNDP may request the consultant to join a consultation workshop with the ASEAN member states (in Myanmar or outside Myanmar).

Required Skills and Experience

Education:

  • Bachelor degree or equivalent in in Social Sciences, Disaster Management, communications, development studies, environmental conservation or in other related field.

Experience:

  • Minimum 5 years professional background in a development related field;
  • Previous working experience of community-based projects in Myanmar for the related field is considered as an advantage;
  • Working experience and knowledge on disaster recovery in the Asia-Pacific Region is considered as an advantage;
  • Experience of writing reports and documents for external audiences.

Language:

  • Excellent oral and written skills in English;
  • Knowledge of any language used in the ASEAN member states is an advantage.
