Background

The rapid and sustained economic growth seen in many African countries over the last decade has enabled them to emerge as international cooperation partners and providers. Many have graduated as Middle Income Countries and have coupled their economic strengths with their regional and international political activities and development cooperation interventions, assuming a greater role in the development arena through the sharing of successful experiences with other countries facing similar development challenges in the format of South-South and Triangular Cooperation (SSC and TrC) Partnerships.

Many of the countries are not only institutionalizing their own development support as bilateral partners, but also looking for multilateral solutions to consolidate their voices and resources for greater impact and reach in development. Additionally, the private sector, civil society organizations, academia, and regional organizations are seeking a more important role in furthering the objectives of SSC and TrC. SSC and TrC have the advantage of establishing more horizontal cooperation partnerships to transfer know-how from one partner to another or to jointly conceive solutions to common challenges. The similarity of development challenges faced by African countries, due to similar economic endowments, fiscal and social structures, policy-making or common geography, cultures and languages, calls for strong partnerships on collective solutions.

To effectively undertake the previous roles in the context of the African region, it will be critical for UNDP to bridge fill in the gap in the scarce and unconsolidated information on SSC and TrC activities in the African region. Accordingly, the mapping exercise of different SSC and TrC players and their activities in the continent is critical. The proposed mapping exercise will build on the findings and conclusions of a previous mapping exercise conducted by UNDP in 2014 on its SSC and TrC engagements at the country, regional and global levels. The differences between the elapsed mapping exercise and the current one are: a) Coverage of SSC and TrC activities will not be limited to UNDP but will involve a host of the other stakeholders (i.e., multilaterals, regional entities, governments, non-state actors); b) The geographic scope of the current mapping exercise will focus and zoom into SSC and TrC initiatives in the African continent only as oppose to the whole developing world.

Duties and Responsibilities

This consultancy aims at conducting a comprehensive mapping to scan all the existing South-south and Triangular Cooperation Landscape in Africa. This include a mapping on the strategic roles of the various multilateral and bilateral actors in the African region, by giving a clear and concise overview of the areas where these stakeholders are working, the thematic areas that they focus on, the modalities of such partnerships, the specific services they offer, including the concrete good practices and lessons learned.

The paper should more specifically cover the following:

A mapping of SSC and TrC engagement by all relevant players in in the region including  multilaterals regional inter-governmental organizations, state and non-state actors (i.e., NGOs, unions, private sector entities, independent think tanks and research institutions and networks) the section should include  information on each organization/institution in terms of the following:

  • Underlying SSC strategy/rationale;
  • Geographical/territorial focus including countries benefitting from provided support;
  • Thematic areas and sectors covered;
  • The “how to”: Implementation cycle management (identification, design, set-up, M&E), modalities and methodologies of such partnerships (where data is available);
  • Funding size and mechanisms (where data is available);
  • Accomplished results with respect to achieving resilient growth and irreversible poverty reduction;
  • Prospects and plans for SSC support (within the context of the MDGs and Post2015 agenda)

Competencies

Functional Competencies:

  • Knowledge of current trends in international development, especially in the Africa Region;
  • Knowledge of South-South and triangular cooperation;
  • Knowledge of Africa, its institutions, key stakeholders and partners;
  • Knowledge of UNDP’s knowledge management frameworks;
  • Ability to present knowledge products in a coherent, logical and systematic manner.

Core Competencies:

  • Demonstrates integrity by modelling the UN’s values and ethical standards;
  • Promotes the vision, mission, and strategic goals of UNDP;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Treats all people fairly without favouritism;
  • Fulfils all obligations to gender sensitivity and zero tolerance for sexual harassment.

Required Skills and Experience

Education:

  • Advanced degree in the fields of social sciences, economics, political science, International relations, public policy, public policy, public administration (a PhD degree is strongly preferred).

Experiences:

  • At least 10 years of experience in research and analysis in international development cooperation, including in SSC & TrC;
  • Previous experience in research of policies, programmes, partners, networks and modalities of SSC & TrC, with a particular focus on the African Region, including an extensive publication record;
  • Experience working with policy makers and practitioners, including experience with working with the UN System.

 Language:

  • Complete fluency in English, both written and oral;
  • Fluency in French and/or Portuguese would be a definite advantage and highly desirable.
