Background

The United Nations Conference on Sustainable Development or Rio+20 was held in Rio de Janeiro in 2012. The outcome document of Rio +20 was called ‘The Future We Want’. The Future We Want, interalia set out a mandate to establish an intergovernmental Open Working Group to launch a process to develop a set of Sustainable Development Goals (SDGs), further to integrate into UN Development Agenda Rio 2015. The OWG have submitted their proposal of 17 SDGs and 169 targets constituting an integrated, indivisible set of global priorities for sustainable development.

The concept of Sustainable Development Goals (SDGs) was born at the United Nations Conference on Sustainable Development, Rio+20, in 2012. The objective was to produce a set of universally applicable goals that balances the three dimensions of sustainable development: the environmental, social, and economic. At present, the Post-2015 and SDG processes are moving rapidly towards their conclusion in 2015, when a new universal Sustainable Development Agenda, likely to extend until 2030, will be launched. Governments, international organizations and the broader civil society are actively participating in this overall process.

At Rio+20, world leaders adopted the Ten-Year Framework of Programmes on Sustainable Consumption and Production Patterns. They also recognized that SCP was a universal concern, and that developed countries should provide leadership in promoting the shift to SCP patterns.

UNDP is supporting the Ministry of Environment, Forests and Climate Change (MoEFCC) to give impetus to the actions arising out of SDGs and to follow up multifarious activities associated with these goals.

Under the overall supervision of the Director, MoEFCC and the Head, Energy & Environment Unit, UNDP, New Delhi this position is seen as a key resource for providing Technical Assistance and Advisory Support to the MoEFCC. The Individual hired will be based at MoEF, New Delhi.

Duties and Responsibilities

The Technical  Support (Sustainable Consumption and Production) is going to support MoEFCC and UNDP on activities pertaining to:

Sustainable Consumption and Production (SCP). In 2015, MoEFCC plans to undertake several activities/projects related to Sustainable Consumption and Production (SCP) which include Stimulating the demand and supply of sustainable products through Sustainable Public Procurement and Eco labelling, Implementing Life Cycle Thinking in policymaking through a Life Cycle Assessment Database and organizing the 4th National Roundtable for SCP.

Key tasks include:

  • Review documents relating to Sustainable Consumption and Production (SCP) against the backdrop of current international discourse on SCP and the enormous potential that exists in different sectors of the economy to move in this direction particularly on sustainable public procurement, Eco-labelling and Life Cycle Analysis and prepare briefs for policy processes as required by MoEFCC;
  • Provide policy support, technical guidance, and implementation assistance for implementation of the activities related to Sustainable Development;
  • Design Terms of Reference for project activities, coordinate with technical experts for providing inputs to the developing theme on Sustainable Consumption and Production;
  • Provide technical support to Expert(s) for the preparation of a) analytical papers based on documents/reports/discussions/ workshops with other organizations/ stakeholders, and b) negotiating briefs for policy processes, bi- and multi-lateral discussions;
  • Prepare background material and negotiable points for MoEFCC representatives for participation in international meetings and conferences relating to SD and SCP;
  • Facilitate academic exchange and establishing knowledge networks on sustainable development issues;
  • Provide logistic support for organizing consultations with Ministries, relevant government departments and research institutions and prepare background material for the consultation;
  • Undertake any other related tasks as directed by MoEFCC and UNDP.

  • S/he needs to be well conversant with the globally available knowledge on sustainable consumption and production and the policy debates related to its various aspects;
  • S/he should have the ability to independently conduct research and analysis, formulate options and present conclusions and recommendations;
  • S/he will be aware of reputed institutions and individuals working on such areas in India and elsewhere

Required Skills and Experience

Education:

  • Master's Degree in Environmental Science or in a field related to sustainable development.

Experience:

  • Have at least 2 years of relevant work experience on research or analytical work on sustainable development issues.

Language:

  •  Excellent oral  and writing skills in English and Hindi.

Travel:

  • Willingness to travel at short notice.

Remuneration package is INR 60,005 /- per month (taxable).  UNDP also offers additional benefits which include medical insurance coverage and limited pension reimbursement for contract holder and encourages work life balance.
