Background

The UNDP Access to Justice and Rule of Law Project contributes to the Conflict Prevention and Security Pillar of the South Sudan Development Plan (SSDP). The objective of the Rule of Law Sector of the South Sudan Development Plan (SSDP) is "to strengthen the Rule of Law in South Sudan by enforcing and maintaining law and order, providing equitable access to justice and a functioning criminal justice system, increasing security in communities, and promoting and protecting human rights for all." The SSDP identifies strengthening the rule of law institutions as a top priority and emphasizes the need for a sectoral approach to reform. The plan recognizes that the work of the police, prosecutions, judiciary and prisons services is inextricably linked and that gaps in service delivery in one institution could negate the gains in another.

The Access to Justice and Rule of Law Project also contributes to the United Nations Development Assistance Framework (UNDAF) Outcome 5: “Access to Justice and Rule of Law improves” and aims to support the priorities of South Sudan rule of law institutions. The Access to Justice and Rule of Law (A2J/ROL) Project provide technical and financial support through the co-location of Chief Technical Advisors (CTAs), Rule of Law Officers (RoLOs) and Law Enforcement Advisors (LEAs) to the Judiciary of South Sudan (JoSS), Ministry of Justice (MoJ), South Sudan National Police Service (SSNPS), National Prions Service of South Sudan (NPSSS) to enable them to increase the availability, affordability, adaptability and acceptability of justice services in South Sudan. The Strategic Objectives of the programme are: (i) Increased access to justice through coordinated institutional presence at State and County levels (ii) Reduction in case backlog (iii) Mechanisms to address prolonged and arbitrary detention established in Rule of Law Institutions (iv) Policy framework for the harmonization of the administration of traditional with the formal justice sector put in place and (v) Capacity development and institutional strengthening.

The outbreak of violence in South Sudan 2013, which resulted from disagreements within the ruling SPLM party and spiraled into an armed conflict across ethnic lines, led to review of the Project and the implementation of a two year Crisis Response Plan, which cuts across most UNDP projects. While the conflict is entrenched in Jonglei, Unity and Upper Nile states, an IGAD peace process is on-going, though in a stalled manner.

The crisis has also increased vulnerability of women and girls to sexual and gender-based violence (SGBV) and heightened protection risks for children. Consequently, emergency care, health services and psychosocial support to women and children survivors of gender-based violence are urgent and this need is linked to the rapid rise in violence within and around the community.

The limited capacity of Police and Prisons to deal with law and order issues and protect vulnerable groups, women and children and inmate care was further adversely affected as a result of casualties, defections and destruction of infrastructure. The crisis impacted donor and UNMISS support to SSNPS and NPSSS capacity building. The Police and Prisons Capacity Building Specialist will work closely with Police and Prisons and support their efforts in bridging critical gaps by improving their accountability through issue of ID cards, supporting SPUs in professional service delivery to vulnerable groups, promoting community involvement through community policing, strengthening functioning of ECC, support prisoners rehabilitation programme and compilation and analysis of inmate and crime statistics.

The UNDP Support to Access to Justice and Rule of Law project aims to contribute to national priorities as articulated in the SSDP Conflict Prevention & Security Pillar. This programme also aims to support the priorities of the rule of law institutions (Judiciary, Ministry of Justice, Police and Prison). UNDP’s support contribute to the provision of equitable access to justice, and promote law and order through accountable and transparent formal and informal institutions. The UNDP “Emergency Support to Women and Vulnerable Groups in Conflict Prone Areas project (Phase-2)” proposes to strengthen and expand support to vulnerable sections of the community by strengthening and expansion of Emergency Call Center, Special Protection Units and Community Policing.

The Police and Prisons Capacity Building Specialist will work under the UNDP CTA to Minister of Interior, Inspector General of Police and Director General of Prison services. The incumbent  will  be responsible for implementation of activities under the Programme’s police and prisons component aimed to establish  effective coordination and standardization of capacity development programmes of police and prisons services, especially focusing on  crime and inmates’ statistics, Emergency Call Centre, training, issuance of identity cards to police and prisons, prisoners rehabilitation programme, special protection units and community policing. In addition, the incumbent shall support the project in implementation, monitoring and evaluation activities for measuring progress, identify gaps, and implement corrective measures where ever required.

Duties and Responsibilities

The Police and Prisons Capacity Building Specialist will be responsible for technical support to the case management system and personnel registration process of police and prisons services, functionality of emergency call center, special protection units, community policing mechanisms and prisoners rehabilitation programme and will be co-located at the police and prisons headquarters in Juba and work in close collaboration and consultation with police and prisons authorities. The Police and Prisons Capacity Development Specialist will also support the project for implementation, monitoring and evaluation.

Summary of Key Functions:

  • Capacity building of SSNPS personnel for collection, compilation and analysis of Crime statistics;
  • Capacity building of  NPSSS personnel for collection, compilation and analysis of inmates’ statistics;
  • Strengthen functionality of Emergency Call Center;
  • Assist SSNPS in operationalizing community policing and Special Protection Units;
  • Advise SSNPS and NPSSS on  completion of personnel registration process;
  • Strengthen SSNPS and NPSSS for coordination and standardization of national and state level training programmes;
  • Assist SSNPS and NPSSS in operationalizing asset management;
  • Advise NPSSS   in the implementation of the prisoners rehabilitation programme;
  • Assist project implementation, reporting  monitoring and evaluation activities.

Capacity building of SSNPS personnel for collection, compilation and analysis of Crime statistics:

  • Advise and train SSNPS personnel   for collection and compilation of monthly crime statistics from police station, county, state and national levels;
  • Provide technical support and advice in the  institutionalization of Police Crimes Record Offices at Police stations at county, state and national levels  through mentoring;
  • Strengthen   compilation and analysis of monthly and quarterly crime statistics including SGBV crimes; through regular publication of reports;
  • Advice police leadership at national and state level in analysis of crime trends, to take evidence based decisions based on quarterly analysis of crime statistics.

Capacity building of  NPSSS personnel for collection, compilation and analysis of inmates’ statistics:

  • Advice and train NPSSS personnel for collection and compilation of monthly inmates statistics from county , state and national level prisons;
  • Provide technical support and   advice in institutionalization of NPSSS Prisoners Affairs Offices at county, state and national levels;
  • Strengthen compilation and analysis of monthly and quarterly inmates statistics through regular publication of reports;
  • Advice prison leadership at national and state level in analysis of inmates’ trends and patterns to take evidenced based decisions based on quarterly analysis of inmates’ statistics.

Strengthen functionality of Emergency Call Center:

  • Advise SSNPS regarding  expansion of ECC to other states;
  • Strengthen functionality of ECC through training and mentoring;
  • Advise SSNPS to ascertain public opinion regarding impact of ECC functioning to build trust and confidence between community and police;
  • Train SSNPS in preparation of ECC call data reports and its analysis for strategic decision making by police authorities.

Assist SSNPS in operationalizing community policing and Special Protection Units:

  •  Provide training and mentoring to SSNPS for institutionalization and functionality of Special Protection Units (SPUs) from Police stations to county, state and national levels;
  • Provide training and mentoring to SSNPS in  institutionalization and functionality of community policing mechanism from Police stations to county, state and national levels;
  •  Assist SSNPS in the  establishment of a vulnerable groups protection feedback/complaint mechanism to evaluate SPUs impact in addressing protection of vulnerable groups; and
  • Train SSNPS personnel in collection, compilation and analysis of SPU reports from police station up to national level.

Advise SSNPS and NPSSS on  completion of personnel registration process:

  • Advise and assist SSNPS and NPSSS personnel in  implementation of data verification, validation, vetting and issuance of identity cards;
  • Assist in procurement of required machinery, accessories, consumables, hardware and software for the issuance of Police identity cards; upgrading database application, software and hardware through finalization of technical specifications and SoPs;
  • Assist SSNPS and NPSSS  in  training of SSNPS and NPSSS personnel for completion of personnel registration process at national and state levels; and
  • Assist in  development of procedures for  issuance of SSNPS and NPSSS identity cards as per approved Identity Card Policies at national and state levels.

Strengthen SSNPS and NPSSS for coordination and standardization of national and state level training programmes:

  • Develop and implement capacity assessment plans for SSNPS and NPSSS;
  • Develop capacity building training plans for SSNPS and NPSSS based on capacity assessment;
  • Assist  SSNPS and NPSSS to review training curriculum, training manual, etc.;
  • Facilitate SSNPS and NPSSS to coordinate with all partners for capacity building support;
  • Facilitate implementation of training programmes.

Assist SSNPS and NPSSS in operationalizing asset management:

  •  Provide training to SSNPS and NPSSS for operationalising asset management system;
  •  Assist  SSNPS and NPSSS in setting up procedures for verification, tracking and stocking of all assets at national , state and county levels; and
  • Provide training and mentoring to SSNPS and NPSSS personnel for logistics and asset management at national and state levels;

Advise NPSSS in the implementation of the prisoners rehabilitation programme:

  • Facilitate NPSSS for assessment of existing rehabilitation programme;
  • Assist  NPSSS at national and state level for developing of prisoners rehabilitation programme in different areas like vocational training, prisons farms etc.;
  • Assist and advice in implementation of prisoners’ rehabilitation programme;
  • Advice and mentor NPSSS personnel at national and state level to develop accountability and oversight mechanism for prisoners’ rehabilitation programmes.

Assist project implementation, reporting  monitoring and evaluation activities:

  • Assist  project in  implementation of activities at national and state level;
  • Coordinate  monitoring and evaluation of project activities;
  • Assist project in measurement of  progress, identification of gaps and implementation of  corrective measures.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Political Sciences, Business Administration;
  • Public Policy, Law or related Social Sciences fields.

Experience:

  • Minimum 5 years of relevant work experience in law enforcement/ policing/prisons; experience in working in the field of rule of law and development is required;
  • Specific experience in designing and implementing case management system;
  • Experience of implementation of project activities and providing high quality technical advice within Government institutions in the area of law enforcement;
  • Proven understanding of  policing and prisons administration;
  • Proven experience in partnership building and networking;
  • Strong analytical ability and written and oral communication skills is a requirement;
  • Computer skills and strong knowledge of various software including word, PowerPoint and particularly specialized expertise in Excel with data analysis.

Language:

  • Ability to communicate clearly in written and spoken English.
