Background

The UNDP project Strengthening National Police Capacity in Timor-Leste (2013-2015), provides capacity development to certain units within the Timor-Leste national police, known as Policia Nacional de Timor-Leste (PNTL).  The units targeted fall within the Administration Command of the PNTL and have management responsibilities for; strategic planning, Information Technology, Human Resources, Procurement, Fleet, and Public Relations.  A new draft project document (2016 – 2018) has been prepared which will expand project assistance to include; Finance, Internal Inspection and Audit, Legal Services, and District service delivery. In the existing and proposed project, support is aligned with the PNTL Strategic Plan (2014 – 2018).

Duties and Responsibilities

The successful consultant is expected to perform the following tasks/activities: 

  • Provided inputs during two separate missions. One for 4-5 weeks and a second one later in the year focused on gathering data and reporting for 3 - 4 weeks;
  • Develop a project M&E framework for the draft project document (2016-2018) which is aligned with and provides support to the PNTL Strategic Plan. Ensure framework complies with UNDP Handbook on planning, monitoring and evaluating for development results, and is linked with the UNDP Timor-Leste Country Programme Document;
  • Review existing project baseline, indicators and targets with a view to ensuring information is available and relevant.
  • Prepare a planning matrix for monitoring of existing project outputs;
  • Develop a methodology, based on the most significant change technique, to identify changes as a result of the existing project outputs;
  • Assist project advisors in gathering and reporting on progress towards 2015 targets, including the use of the most significant change technique.

Required Skills and Experience

Academic Qualifications:

  • Master’s Degree in development studies (international development, post conflict development/recovery), business administration, or any social science-related field.

Experience:

  • A minimum of 7 years of progressively responsible professional working experience in international development especially in the area of monitoring and evaluation; working with learning and capacity development initiatives, preferably with police and other rule of law institutions;
  • Experience of working in the field of reporting and monitoring to include experience in developing plans, tracking results, reporting to different constituencies;
  • Experience in results-based management (RBM);
  • Knowledge and understanding of public sector institutional capacity development requirements;
  • Knowledge and understanding of conflict/post conflict development (peace building, reintegration etc.) activities;
  • Experience related to UNDP's mandate and/or within the UN system highly desirable;
  • Excellent computer/information systems skills.
  • Previous experience working in Timor-Leste is an advantage

Language requirements:

  • Fluency in English (both oral and written) is required.
