Background
UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.
I. Organizational Context
The province of Aceh NAD has long been the victim of disasters and setbacks, both political and physical, some of them widely publicised. The risk of resumed political conflict is currently seen as much reduced. The Peace Accords of August 2005 have held fast without any major infringement and commitments have since been largely imple¬mented. Recent legislation has met the principal demands for greater local autonomy in Aceh province that has ultimately led to a more stable political situation.
The risk from physical disasters, however, remains ever present, causing loss of lives and livelihoods, destruction to property, setbacks to the economy and damage to the environment. While the tsunami of December 2004 attracted worldwide attention, lesser well known calamities have occurred since then, and will continue in the future. The massive floods in December 2006, for example, in Aceh Tamiang, Aceh Timur, Aceh Utara, Bener Mariah, and Gayo Lues displaced some 300,000 people. Earth¬quakes are a common occurrence throughout the region, many of them registering above 5.0 on the Richter scale. Climate change will result in new slow-onset disasters for the people of Aceh such as rising sea levels, salt-water intrusion into river deltas along with a destructive impact on coastal ecosystems and related livelihoods. Aceh can be a dangerous place to live, especially for poor families living in ramshackle houses that give way at the first shake of an earthquake, people living precariously on flood prone riverbanks, in the path of potential landslides or areas ravaged by drought.
In response to these challenges, the Provincial Government of Aceh and UNDP have designed the “Making Aceh Safer Through Disaster Risk Reduction (DRR-A) in Development”. The Project is designed to make disaster risk reduction a normal part of the development process established in core functions of Aceh’s local government and their public and private partners especially in Aceh’s local communities where the most effective and direct actions can be taken to reduce physical, economic and social vulnerability to disasters. The above aim is to be attained through five main outputs of the project: 1) Institutional arrangement and enabling environment established to facilitate participatory and concerted implementation of DRR measures; 2) Demonstration gender-sensitive projects implemented in selected locations to test and improve measures for reducing risk from natural disasters; 3) TDMRC-UNSYIAH strengthened to provide science-based information, service and knowledge assistance to the local government and other DRR proponents in implementing their DRR activities; 4) DRR public awareness programmes implemented to promote gender sensitive “Culture of Safety” among the people and institutions of Aceh; and 5) Project effectively and efficiently managed, monitored, evaluated, and audited.
Within the context of the project, the DRR Team in UNDP Country office Jakarta is responsible for providing backstopping support and project assurance. For that purpose, a dedicated officer need to be recruited and assigned to backstop the project, while also supporting the team in general for supporting the overall DRR initiatives in the country.

Specific Duties and Responsibilities
Under direct supervision from the DRR Team Coordinator, the Programme Officer will be responsible for the following duties:
- establish a clear line of communication between the DRR team and the PMU in Vice Governor Office – NAD
- supervise support staffs in ensuring that UNDP support services (i.e. recruitment of personnel, procurement of good and services, contracting of organizations, etc) are provided to the PMU in a timely manner and in compliance with UNDP procedures;
- ensure in coordination with the NPM for DRRA manage, supervis the PMU effectively and prudently staffs to ensure that the project is managed by PMU in compliance with UNDP standard for project management (PRINCE2), and advise the DRR team in advance on obligations/deadline as required by the Project Management Module in ATLAS
- serve as the primary liaison person between the PMU and Head of CPRU in his capacity as the senior supplier in the Project Board;
- analyze options of delivery method and provide recommendations to both the DRR team and PMU on how to ensure a timely project delivery;
- ensures that all agreements with Partners are prepared, negotiated and agreed upon, based on the prevailing Government regulations and procedures and in compliance with UNDP policy and procedure;
- keep track on the status of delivery and advise both the DRR team and the PMU when untimely delivery is foreseen;
- keep track on the status of partnership with donors and advise the team in advance on reporting and other obligations;
- in coordination with the unit and the office focal points, assumes direct responsibility in knowledge management of the project;
- in coordination with the National Project Manager for DRR-A supervise monitoring processes for the overall project to ensure that implementation is in accordance with agreed works;
- assume direct responsibility for donor reporting on project implementation, supervise and ensure that quality reports are prepared and submitted in a timely manner.

III. Impact of Results
Reporting directly to National Project Director DRR-Athe Programme Officer/DRR team coordinator, the NPM Programme Officer will be responsible for the overall achievement of the “DRR-A” project outputs in line with the Project Document. The NPM will keep the NPD up to date on project progress, implementing issues, emerging risks/problems as well as suggesting necessary remedial actionsproviding project assurance and support services for the DRR-A project specifically and other DRR initiatives in the country office in general. The expected result is that DRR-A project is efficiently managed in accountable manner that will lead to a better Aceh Communities through disaster risk reduction.

Required Skills and Experience
V. Recruitment Qualifications
Education:
Master degree in, urban and rural planning, economics, environments or other relevant fields of study
Experience:
Minimum 3 years of professional experience, preferably in the field of development.
Language Requirements:
- Fluency in written and spoken English is an absolute necessity;
- Fluency in written and spoken Bahasa Indonesia is required
Other Requirements:
- Demonstrated strong familiarity with development projects and UNDP programmes in Indonesia;
- Knowledge of disaster risk reduction and experience in implementing disaster risk reduction projects and programmes are assets;
- Strong knowledge and experience in project management are essential and ability to write reports
- Good inter-personal and team building skills;
- Familiarity with Government and UNDP procedures is essential;
- Preferably experience in working with NAD Government and knowledge in Acehnese.
- Demonstrated up-to-date computer skills required.
