Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

The UN Women Regional Office for Europe and Central Asia (ECARO) was established in Istanbul, Turkey, at the beginning of 2014 as a part of the UN Women’s new regional architecture. The UN Women ECARO leads and supports the field offices in cultivating, building and nurturing strategic relationships and alliances that are essential for advancing and successfully achieving the mission of UN Women through partnership development and resource mobilization. These strategic relationships cover a wide range and number of key development partners, existing and prospective donor countries/emerging economic powers, sub-national partners, civil society, multilateral and regional institutions, the private sector, foundations, academia and think tanks, the wider UN system, inter-governmental bodies, as well as the media. To this end,  the UN Women ECARO needs to develop and implement relevant strategies in engaging with this wide spectrum of partners.

The UN Women ECARO is responsible for non-core fundraising at the regional level and for building capacities of and supporting country offices in resource mobilization. Resource mobilization efforts for gender equality in the ECA region are embedded within a changing paradigm of global partnership for development. As a region with a large number of middle income countries, resource mobilization presents many context-specific challenges and opportunities. As such, the UN Women ECARO needs to engage in a wide variety of efforts to mobilize resources, working within the reality of the strained financial climate among traditional donors. Thus, there is a strong need for the ECARO to be strategic and innovative to mobilize resources from new and diverse sources in coming years.

Duties and Responsibilities

Under the supervision of Deputy Regional Director and in close working relationship with the ECARO Programme Division, the Partnerships and Resource Mobilization Specialist will support the establishment and management of strategic partnerships for the region. He/she will develop and implement partnership-building strategy and provide high-level advisory support to the Regional Office management on partnership development, pipeline management and donor intelligence. He/she will support the management of UN Women’s donor relations, particularly with groups of key donors, and work closely with field offices to ensure high quality, accurate, timely and results-based reporting. He/she will monitor donor interests and information needs and will provide recommendations to facilitate resource mobilization and enhance the perception of UN Women’s products and strategies. He/she will develop the necessary toolkit for partnerships management, including the filing of agreements and other contractual documents, the coordination of a plan of engagement of key donors at the regional level and the monitoring of the overall project pipeline. He/she will support the implementation of UN Women ECARO’s Resource Mobilization Strategy and the widening and deepening of its resource base. He/She will also support field offices in their resource mobilization efforts and the development of country-based resources mobilization strategies or action plans. He/she will be responsible for the overall coordination, planning, development, and management of a public and private sector fundraising strategy to mobilize resources and engage these organizations in a long-term commitment towards UN Women goals and objectives. He/She will monitor the evolution of donors’ priorities and, in line with UN Women Liaison Offices and National Committees, initiate a strategy of influence to change attract further investments to gender equality and women’s empowerment. The Resource Mobilization and Partnership Specialist will closely work with the Communication Team at the regional level to demonstrate the accountability and transparency of UN Women’s contribution management. He/She will be responsible for the analysis and management of all fundraising channels and activities, ensuring long-term, flexible and larger resources for UN Women in the ECA region.

The Partnership and Resource Mobilization Specialist will be expected to:

Summary of Key Functions:

  • Support the development and management of UN Women’s strategic partnerships in the ECA region;
  • Build trust and maintain effective corporate relationships with Donors;
  • Facilitate and monitor the submission of high quality and timely reports to Donors;
  • Facilitate the harmonization and standardization of reporting and monitoring mechanisms;
  • Support the implementation of the regional resource mobilization strategies and initiatives;
  • Provides advice and support to strengthen internal resource mobilization capacity.

Support the development and management of UN Women’s strategic partnerships in the ECA region:

  • Effectively manage the relationships with key partners and ensure the proactive coordination, monitoring and facilitation of UN Women’s timely response;
  • Support senior management’s efforts at country level to develop new and innovative partnerships;
  • Set and monitor annual priorities, goals, and key performance indicators (KPIs) for regional partnerships, in line with the regional and national partnerships and resource mobilization strategies;
  • Support the development, planning and coordination of the work of the Resource Mobilization Task Force, to be established at the regional level;
  • Provide strategic advice to Regional Office and field offices on building and maintaining partnerships, including country Civil Society Advisory Groups (CSAG);
  • Coordinate of the work of the regional CSAG.

Build trust and maintain effective corporate relationships with Donors:

  • Support the Regional Director and other senior managers in the preparation of missions, meetings and other consultations with donors, including the preparation of notes, briefs and other materials;
  • Act as a single and direct entry point for donors, building institutional relationships;
  • Provide regular updates on donor profiles, databases (e.g. contacts management) and donor intelligence;
  • Identifies opportunities to secure additional non-core resources and, where appropriate, liaises with relevant Field Offices for action, including recommendation on positioning with potential donors; timely follow-up and support;
  • Support the drafting and review of partner-specific Framework Arrangements and Cost Sharing Agreements;
  • In liaison with the UN Women ECARO programme division when relevant, support the preparation of brief funding proposals and concept notes.

Facilitate and monitor the submission of high quality and timely reports to Donors:

  • Build systems to promote compliance with the terms of grants and agreements, across the region;
  • Provide support to programme managers for the preparation of high quality and timely donor reports. This includes the monitoring, consolidation, editing and revision of all required reports on contributions to ensure the quality and relevance of all products aimed for external audiences, in close cooperation with country offices;
  • Coordinates with the Monitoring and Evaluation Specialist for the collection of information and preparation of results-based reports for external constituencies.

Facilitate the harmonization and standardization of reporting and monitoring mechanisms:

  • Assess the existing UN Women systems for information collection, storage and management - which eventually feed into donor reporting;
  • Propose solutions for the harmonization and standardization of reporting and monitoring mechanisms in order to limit parallel reporting and enhance the quality of data collection;
  • Work with, train and plan regular meetings with Country Offices to ensure awareness and utilization of reporting requirements, a familiarization with contribution processes and facilitate access to key information.

Support the implementation of the regional resource mobilization strategies and initiatives:

  • Advise country offices on advocacy strategies and methods to facilitate a proactive and strategic targeting of partners;
  • Support the  development and implementation of differentiated, donor fund-raising strategies, aligned and coordinated with country-level activities initiatives and outreach activities;
  • Develop targeted products and initiatives to enhance the capacity of UN Women to mobilize programmatic resources and attract additional donors’ funding to the thematic areas related to gender equality and women’s empowerment;
  • In meetings with Missions, supports presentation of UN Women’s mandate and emerging priorities for accelerated progress toward gender equality and women's empowerment which is linked to the need for increased political/financial support for UN Women;
  • Gather information on project/programmes pipelines and corresponding resource needs through close collaboration with country-based counterparts;
  • Support the development of project proposals in line with the UN Women’s strategy and the interest of donors;
  • Undertakes ad-hoc donor studies (donor policies, sectoral and geographic preferences, economic and political background, development assistance strategies etc.), research and other activities to identify funding opportunities; updates the resources mobilization strategy as needs emerge.

Provides advice and support to strengthen internal resource mobilization capacity:

  • Develop and roll out the required tools and systems as suggested in the partnerships and resources mobilization strategy;
  • Advises and supports UN Women Regional Office (ECARO) and field offices on resource mobilization procedures and guidelines as well as funding modalities;
  • In close cooperation with the communication team, advises on the creation of UN Women ECA products, packages and positions  to ensure targeted marketing, attract and secure increased resources from Donors; contributes to the development of messages and arguments to strengthen the investment case for UN Women and gender equality in general;
  • Ensure that marketing events and fora are used to develop relationships with strategic potential partners; contribute to the development of knowledge products and mechanisms to effectively position UN Women in the region wherever possible;
  • Shares knowledge and enhances organizational learning among UN Women ECARO and field offices through the development and use of on-line tools, templates, tips, mechanisms and guidelines to support resource mobilization initiatives and campaigns to enhance donor relations;
  • Facilitate partnership and resource mobilization training to program staff and managers based in Country Offices including the development of tools and products, as needed;
  • Monitor emerging issues that could affect partnerships and resource contributions at the national or regional levels (risk management).

Impact of Results

The support provided by development and management of UN Women’s strategic partnerships in the ECA region, and to strengthen internal resource mobilization capacity; and by the facilitatation and monitoring the submission of high quality and timely reports to Donors will increase the impact of UN Women ECA’s support to Country Offices and management role at the regional level, and thereby contribute to improved impact and results of the UN Women’s work on gender equality, women’s rights and women’s empowerment.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, women's studies, or a related field.

Experience:

  • 5 years of experience in working in the field of gender equality and women's empowerment, including experience with civil society organizations, donor relations/resource mobilization. Preferably the experience is from the UN system.

Language:

  • Fluency in English (written and oral);
  • Knowledge of other UN working languages is highly desirable.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
