Antecedentes

During May, 2014 heavy rains fell over Bosnia and Herzegovina, causing massive flooding in northern, eastern and central parts of the country bordering Croatia and Serbia. The floods are the worst in 120 years and have brought enormous destruction in a country that is still recovering from the consequences of the 92-95 war and where significant groups of the population suffer from chronic poverty and unemployment. The natural disaster affected a quarter of the territory of Bosnia and Herzegovina and approximately one million people, which is approximately 27% of the country’s population of 3.8 million. Nearly 50% of governments were hit by the floods, among them 46 suffered severe damage and destruction, where urban, industrial and rural areas were completely flooded, cut off and without electricity, water or communications for days. Consequently, houses, infrastructure, schools, hospitals, private facilities, farms and crops were wiped out, causing deterioration of public services, local economy and agriculture activities.
In cooperation with national and local governments, the UN, European Union and the World Bank conducted a thorough recovery needs assessment to identify medium and long-term recovery priorities in a variety of sectors. The results and findings of this assessment inform the design of relevant interventions to address the consequences of the floods in an integrated and sustainable manner.
Apart from the massive recovery efforts, UNDP is implementing interventions related to strengthening of resilience in particular floods and landslides risk reduction. Landslides risk reduction activities aim to strengthen capacities of local governments in Bosnia and Herzegovina for landslide risk mitigation. Specifically, the intervention will provide support to 9 landslide and flood-affected local governments to remediate and stabilize landslides through specific risk-reduction investments, as well as strengthen their landslide management and monitoring capacities.


OBJECTIVES OF THE ASSIGNMENT
Under the direct supervision of the Senior Recovery Coordinator, the Geologist will support the effective implementation of the programme activities in the area of responsibility, in accordance with the corresponding project documents and provide technical support in preparation of the project document and implementation of relevant project activities for Landslide Disaster Risk Management in Bosnia and Herzegovina.

 

Individual consultants will be evaluated based on the Cumulative analysis. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria specific to the solicitation

Deberes y responsabilidades

The national consultant will be entrusted with the following tasks:

  • Review existing relevant geological and landslides maps, data and information availability for Republika Srpska.
  • Participate in the preparation of the project document related to geological and hydrogeological interconnection with landslide occurrence in BiH.
  • Provide assistance during estimation of the costs for activities planned within project document.
  • Conducts field visits and prepares assessment of data collected from the site
  • Reviews and assesses study and documents for geological investigation works, providing substantive inputs and quality assurance;
  • Provides effective support throughout all stages of tendering processes;
  • Monitors and supervises of geologic investigation works and construction works


The duration of this task is estimated to be 10 days within 6 months.

Habilidades y experiencia requeridas

University degree in geology or related field

  • At least 7 years of progressively responsible professional experience in geology and landslides management;
  • Excellent knowledge of landslides risk management;
  • Proven experience on preparation of written reports in an accurate and concise manner.
  • Good knowledge and understanding of the Entities’ Spatial Planning and Construction Acts, by-laws regulating the construction of similar public facilities, technical regulations, general and special technical conditions and professional codes
  • Experience in preparation of geological studies and carrying out of geological investigation works; as well as construction supervision
  • Fluency in written and spoken English language is required for this assignment.
  • Proficiency in computer applications such as MS Word, Excel etc., CAD, GIS.
