The UN in Bosnia and Herzegovina (B&H) has recently initiated a variety of activities and initiatives in the field of peacebuilding, conflict prevention and reconciliation as part of its country programming. In this context, two projects are being implemented with the aim to enhance the UN Country Team (UNCT) and UNDP contribution to peacebuilding and conflict prevention: a) “Dialogue for the Future: Promoting Coexistence and Diversity in Bosnia and Herzegovina” (funded by PBSO/PBF); b) Support to Peaceful Resolution of Conflicts, Reconciliation, Respect for Diversity and Community Security in Bosnia & Herzegovina (funded by UNDP/BCPR).


The “Dialogue for the Future” (DFF) is a joint UNDP-UNICEF-UNESCO project, developed in response to the BiH Presidency request for the UN assistance from the Secretary-General to further advance peacebuilding efforts in BiH. The overall strategic focus/impact of this project is to address the deterioration of relations amongst communities and substantially decrease the threat of renewed conflict and violence by promoting peaceful coexistence, which is characterized by increased trust, respect for diversity, strengthened civic and inter-cultural dialogue amongst citizens, in particular youth. The Presidency identified education and culture as areas that require attention, with a focus on youth underscoring that these subjects can act as a springboard for dialogue and reconciliation to take root in the country. Key outputs will include the establishment of: i) a Dialogue Platform for BiH that will link senior decision-makers (i.e. the BiH Presidency), citizens and civil society; ii) a Grants Facility to fund local initiatives that promote coexistence and respect for diversity; and iii) a communications and outreach component to enhance public perceptions of peace, reconciliation and respect for diversity.  The project is funded by PBSO/PBF and will be implemented in multiple locations in B&H during a period of 18 months. The project ends January 21, 2016.


The “Support to Peaceful Resolution of Conflicts, Reconciliation, Respect for Diversity and Community Security in Bosnia & Herzegovina” (CPR) project is implemented by UNDP and the Resident Coordinator’s Office (RCO) Peace and Development Adviser (PDA) capacity with the aim to strengthen capacities and improve coordination of national and international stakeholders including the UNCT to address conflict prevention and peacebuilding in BiH. The project has four components: i) mainstream conflict prevention and peacebuilding in the UNCT programming; ii) support the DFF project and the Presidency Initiative; iii) strengthen capacities of national stakeholders and contribute to on-going inclusive political and governance initiatives; and iv) Build local and regional capacities for  awareness of dialogue and peace. The project is funded by UNDP/BCPR and will be implemented in multiple locations in B&H.


The UNDP is therefore seeking to hire a Peacebuilding Project Officer to coordinate the overall effort and day to day implementation of the UNDP component of the DFF, that includes Grant Facility and youth segment of the Dialogue Platform, and to support the Peace and Development Adviser in the implementation of the CPR project, as well as other activities as required implemented by the PDA unit. The Project Officer will be appointed by UNDP and will organizationally be a part of the Justice and Human Security Sector. The Officer will report and receive directions from the Joint UN Project Coordinator and Peace and Development Advisor.

1. Ensuring effective implementation of the UNDP component of the DFF joint project:

  • Ensuring the DFF project strategies are implemented in full compliance with the Joint Project Document in collaboration with other implementing partners and other stakeholders and under the overall guidance of the Joint Project Coordinator;
  • Supporting UNDP in  reaching planned project outcomes and activities, in particular, in ensuring  increased participation, awareness and influence of youth and youth civil society organisations in policy dialogue with decision makers;
  • Developing tools and activities to ensure youth  initiatives aiming to build facilitation and communication skills of youth; youth projects that bring diverse groups of beneficiaries together around common apolitical interests (e.g. environment, sports, culture, small business development etc.); social innovation projects as well as initiatives connecting religious and business community leaders  CSO and intellectuals with youth;
  • Supporting all communications and outreach activities with focal points in the RC Office, UNESCO and UNICEF, whenever necessary;
  • Establishing and maintaining good working relations with relevant CSO partners;
  • Preparing and updating joint work plans, budgets and progress, annual and financial reports as well as other reports as may be required by the UN Joint Project Coordinator, the Project Board or the donor for review and approval;
  • Providing support in the creation of projects in Atlas, preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of projects; Participating in project/programme evaluation exercises;
  • Ensure synergy between other UNDP projects, specifically those within Justice and Human Security Sector;
  • Providing technical support to Monitoring and Evaluation systems and processes related to UNDP component of the DFF joint project;
  • Preparing analytical reviews and systematically capturing lessons learnt from the project implementation; identifying follow-up actions, and provide substantial assistance in design of project documents.
  • Support resource mobilization and/or coordination of DFF Project activities within other UNDP’s Project initiatives, including but not limited to Justice & Security Sector.


2.  Coordinating, implementing and managing the DFF Grants Facility and youth segment of the Dialogue Platform:

  • Providing technical support and couching to CSOs on matters related to implementation of awarded projects in line with project objectives;
  • Organizing regular information sharing events between awarded CSO in order to transfer knowledge and establish a network of like –minded civil society groups;
  • Supervising the implementation of awarded CSO projects and tracking progress of the implementation through field data collection;
  • Supervising Grants Facility M&E entity according to established small grants facility M&E system;
  • Developing and/or adapting tools for data collection to be used in the M&E Framework (i.e. surveys formats, documents etc.);
  • Planning field monitoring missions and supervision of the M&E segment of the Grants Facility;
  • Preparing supporting presentations and materials;
  • Organizing and implementing events within youth segment of the Dialogue Platform;
  • Developing and/or adopting tools for data collection from youth forums and reporting on the progress as per project Logical framework.


3. Providing administrative, technical and substantive support to the PDA capacity of the RC Office:

  • Supporting the development of action plans, work plans;
  • Performing administrative tasks related to the implementation of the project;
  • Providing support to the DPA in all business and financial processes, in line with the UNDP rules and regulations, policies and internal control framework;
  • Providing support in the creation of projects in Atlas, preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of projects;
  • Operating in Atlas to ensure that financial processes and transactions are correctly recorded and posted; maintaining the internal expenditures control system that ensures that vouchers processed are matched and completed;
  • Organizing events, trainings and facilitating regional exchanges of experiences;
  • Provide substantive input and support for peace and development programming.
  • Maintaining regular communication with local stakeholders;
  • Participating in project monitoring and evaluation exercises and draft reports;
  • Ensuring good cooperation and complementarity between the DFF and the PDA unit.

4. Ensuring effective mainstreaming of gender equality

  • Ensuring gender mainstreaming within all project activities;
  • Supporting the goal to increase the number of women participants in peace building processes, dialogue activities and initiatives;
  • Ensuring that at least 15% of the Grants Facility within the “Dialogue for the future” project  grant scheme are available to gender and vulnerable groups –  related projects and initiatives promoted by women associations;
  • Supporting the preparation of gender equality background materials for use in discussion, correspondence and briefing sessions;
  • Ensuring that all the data, when collecting  and compiling  inputs relating to the Project, are gender disaggregated.

Qualifications et expériences requises

  • Master degree in social sciences with minimum of three years of experience in project monitoring;
  • University degree in social sciences and/or relevant field with five years of experience may be accepted in lieu of Master degree.
  • Proven experience in working with civil society, specifically on youth issues;
  • Experience in evaluation of project proposals and/or M&E will be considered as an asset;
  • Research and collecting data experience;
  • Grants management experience;
  • Experience in peacebuilding and conflict prevention initiatives.
  • Fluency in B/C/S; Excellent knowledge of spoken and written English.
  • Knowledge of PCM and/or other management techniques required;
  • Valid driving license;
  • Ability and willingness to travel within B&H.
