Background

Te key objective of the Programme Coordination Section is to help position UNV in the area of programming using four key pillars: global programmes, regional offices, Fully-Funded volunteer scheme, and partnerships with UN entities.

Reporting to the Chief, Programme Coordination Section, the Regional Programme Manager  is responsible for: (1) effective strategic planning and programming in the region, including programming development and coordination support to Field Units; (2) building and strengthening relationships with main partners in the region; (3) gathering and analysing strategic information to identify new resource mobilization opportunities from relevant stakeholders in the region (e.g. regional organizations, private sector/business associations, regional financing institutions); and (4) supervising a team of personnel in the Regional Office.  The Regional Programme Manager, though under the supervision of UNV Headquarters, will also be required to report locally to UN Resident Coordinator/UNDP Resident Representative on UNV’s activities and initiatives in the region. 

 

Duties and Responsibilities

Undertake and support strategic planning and programming in the region in line with UNV’s Strategic Framework (SF), including programming development and coordination support to Field Units:

  • Provide substantive guidance to UNV Field Units in the region on developing projects within UNV’s global programmes, contribute to project pipeline development and monitoring for the region;
  • Provide substantive guidance on engagement with UN country programming processes through the UNDAF, CPAP, UN Missions’ plans and other planning tools for forecasting of demand and provide regional-level UN country programming analysis to support UNV strategic decision-making;
  • Provide regional-level assessment, analysis and trends on political, development and socio-economic issues;
  • Evaluate project pipelines in the region in cooperation with Portfolio Teams against the UNV Global Programme implementation guidelines quality criteria;
  • Keep abreast of development challenges and priorities in countries within the region to identify relevant entry points for UNV regional programmes and mobilization of volunteers;
  • In collaboration with other VPMG sections at HQ, develop innovative programmes and projects to demonstrate and document the added value of volunteerism in priority programme areas;
  • Provide substantive guidance to UNV Field Units in the region on building and implementing programming agreements including through regional capacity development training workshops.


Build and strengthen relationships with main partners in the region on programmatic issues:

  • In collaboration with relevant sections at HQ, develop resource mobilization strategies and plans for the region and mobilize resources for UNV programmes and projects;
  • Develop risk management and mitigation strategies and monitor the risks to the achievement of programmatic and resource targets;
  • Lead the development of sustainable programmatic partnerships at the regional level with UN agencies, UN Missions, government ministries, regional organizations, private sector entities/foundations, and donors to increase the mobilization of UN Volunteers and the integration of volunteerism into development planning;
  • Gather information and analysis on regional trends and provide partner intelligence and strategic advice to UNV HQ on new partnership opportunities;
  • Actively promote and advocate for UNV’s contributions to the global programme areas with internal and external clients;
  • Represent UNV at relevant regional events and fora;
  • Monitor and report on implementation of externally-funded projects and programs in the region (e.g. cost-sharing, fully-funded volunteers, SVF-funded projects);
  • Coordinate communications-related activities to enhance UNV’s visibility in the region;
  • Carry out systematic outreach and dialogue with key strategic stakeholders in the region;
  • Build and strengthen relationships with VSOs, CSOs, NGOs, universities, community organizations, youth organizations and other partners in the region;
  • Plan for and implement initiatives to acknowledge donor and partner contributions to highlight its impact on UNV’s results;
  • Provide advisory support on UNV’s programme and mandate to different stakeholders in the region.


Lead and manage Regional Office (RO) team in an effective and collaborative team environment:

  • Develop and implement the RO’s workplan as part of the Section’s overall workplan, in line with the SF, ensure the RO planned results are achieved within the resources allocated;
  • Manage the UNV Regional Office, including office equipment, budget ,and programme;
  • Manage RO personnel composed of at least one support staff, and at least two international UN Volunteers, including participating in their recruitment, supervision, mentoring and guidance, performance assessments, and capacity development activities;
  • Oversee and manage requisite consultancies in line with the approved workplan.

Required Skills and Experience

Education:

  • Master’s degree in social sciences, political science, public or business administration, economics or related field.

Experience:

  • 7 years of relevant experience, including management and implementation of development programmes at headquarters and/or in the field; of which, 3-4 years of experience should be in an international organization, preferably UNDP/UNV;
  • Experience in building new and innovative partnerships;
  • Experience managing and guiding teams;
  • Experience working in the region is highly desirable;
  • Experience in managing volunteer programmes and/or in a development context involving volunteers is highly desirable;
  • Familiarity with the work and mandate of UN missions is highly desirable.

Language Requirements:

  • Fluency in English and French;
  • Proficiency in an additional UN language is desirable
