Background

The QCPR calls for the United Nations development system to expand and strengthen the use of the United Nations country team performance indicators for gender equality and the empowerment of women (the “scorecard”) as a planning and reporting tool for assessing the effectiveness of gender mainstreaming for use by the country teams in the context of the United Nations Development Assistance Framework (OP 83).

The UNCT Performance Indicators for Gender Equality and the Empowerment of Women (Scorecard) establishes an accountability framework for assessing the effectiveness of gender mainstreaming by UN Country Teams.

The Scorecard is one part of the accountability framework that was developed in response to the UN Chief Executives Board for Coordination (CEB) 2006 Policy on gender equality and the empowerment of women (CEB/2006/2). The other part of this framework is the UN System-wide Action Plan (UN SWAP) for implementation of the CEB policy at UN Entities’ corporate level.

Duties and Responsibilities

Summary of Key Responsibilities:

  • Undertake a comprehensive review of all gender scorecards implemented by UNCTs from   15 June May  2015 to  10 July 2015;
  • Collect and review any management response follow up action plan developed and endorsed by UNCT drawing from the findings of the scorecards;
  • Draft a report by 2 July June, to be reviewed by UN Women and the UNDG TT. The report will highlight– inter alia - quantitative and qualitative findings, process related issues and lessons learned, as well as the role of UN Women in mobilizing and engaging UNCTs on the strategic use of gender scorecards;
  • Follow up with UN Women relevant ROs/COs and RC Offices - as needed - to obtain further information and feedback, and to identify specific best practices in relation to process, outcome of the scorecard exercise, and follow up to recommendations;
  • Receive consolidated comments by UN Women/UNDG TT by  2 July. Final report to be submitted by 10 July. The final report shall recommend changes – as needed – to the actual performance dimensions and indicators, as well as make recommendations to ensure future up take and sustainability of the scorecard tool;
  • Review and amend/update existing UNDG guidance/user manual and supporting materials;
  • Develop a contact list of national and international consultants that have been exposed to supporting UNCTs in conducting gender scorecards;
  • Any other task that may be identified during the course of the project, subject to the agreement of both UN Women and the consultant;

Required Skills and Experience

Education:

  • Degree or equivalent in Social Science, Economics, or equivalent; Certified in Monitoring and Evaluation.

Experience:

  • At least 10 years of senior level experience in development with a focus on gender equality and women’s empowerment;
  • Solid knowledge of and experience with accountability mechanisms for gender equality within the UN System, both at corporate entity and country level (e.g. UN SWAP and Gender Scorecard);
  • Familiarity with UN joint strategic planning and common programming processes (e.g. UNDAFs and/or similar frameworks);
  • Experience with drafting guidance and other support materials (e.g. training) in the area of accountability for gender equality.

Language:

  • Fluency in written and spoken French.
