Background

In the context of its ongoing programmes for the long-term recovery of areas affected by Typhoon Yolanda, UNDP currently supports the National Economic and Development Authority (NEDA), particularly in the operations of the Yolanda Project Monitoring Officer (PMO).

Memorandum Order 79, issued on 22 April 2015, tasks the NEDA Director-General, as NDRRMC Vice-Chair for Rehabilitation and Recovery, to undertake the “coordination, monitoring and evaluation of all disaster-related programs, projects and activities (PPAs) previously under the Presidential Assistant for Rehabilitation and Recovery (PARR)”.  Furthermore, as provided for under the said Memorandum Order, NEDA created the Yolanda PMO that will coordinate and facilitate all activities on the monitoring of Yolanda programs and projects.

Duties and Responsibilities

Under the overall guidance of the UNDP Team Leader for Resilience and Peacebuilding, the Communications Officer will be under the direct supervision of the Senior Communications Officer and will work closely with NEDA PMO Staff to ensure complete staff work.

The Communications Officer will assist the NEDA in implementing a communication plan that will (a) facilitate the regular public release of progress information and reports of Typhoon Yolanda-related PAPs overseen by NEDA and (b) manage public expectations and handle issues discussed in media and public.

Specific functions include the following:

  • Draft communication materials, such as brochures, briefing materials, presentations, and web/online articles;
  • Assist the NEDA in public relations and media liaison, including organizing events such as press briefings, responding to media inquiries, doing background checks and facilitating requests for interview;
  • Assist in documenting results of major meetings/events;
  • Assist in monitoring news and issues related to Yolanda rehabilitation and recovery efforts being discussed in public, in coordination with the NEDA;
  • Work with NEDA to facilitate internal clearance processes for materials to be made publicly available;
  • Perform other functions as assigned by the PMO head or the Communication Officer.

Required Skills and Experience

Education:

  • University degree (master’s degree an advantage) in Journalism, Public Relations, Communications or other related fields

Experience:    

  • 3 year of relevant experience in communications, knowledge management, and/or media relations;
  • Proficient in Microsoft Office applications (MS Word, Excel, etc.) and relevant applications for lay-outing of communication materials;
  • Worked in post-disaster rehabilitation and recovery programs and projects preferably in, government, particular involvement  in Yolanda related activities is an advantage;
  • Experience in handling web-based management systems and familiar with latest trends; and technologies in communications, an advantage;

Language:

  • Fluent in English and Filipino;
  • Knowledge of regional languages in the Visayas an advantage.
