Capacity for Disaster Reduction Initiative (CADRI)

Project Description:

The Capacity for Disaster Reduction Initiative (CADRI) was formally launched in June 2007 at the First Session of the Global Platform for Disaster Risk Reduction in Geneva as a successor to the UN Disaster Management Training Programme. CADRI was designed as an inter-agency initiative of the United Nations Development Programme/ Bureau for Crisis Prevention and Recovery (UNDP/BCPR), the United Nations Office for Coordination of Humanitarian Affairs (UNOCHA) and the Secretariat of the United Nations International Strategy for Disaster Reduction (UNISDR). CADRI’s objective was to advance knowledge and practice for the development of capacities for disaster risk reduction as per the five priorities identified in the Hyogo Framework for Action (HFA) 2005-2015.

Based on the results of the first implementation phase and informed by the recommendations of an independent evaluation, the CADRI Programme is entering a new implementation phase from 2013 to 2017. For the new implementation phase, the Partner Agencies are United Nations Development Programme (UNDP), United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), United Nations Children’s Fund (UNICEF), World Food Programme (WFP), Food and Agriculture Organization of the United Nations (FAO) and World Health Organization (WHO). The International Federation of the Red Cross Crescent (IFRC), the Global Facility for Disaster Risk Reduction, The World Bank (GFDRR), UNOPS, UNITAR, UNESCO and WMO are Observers to the Programme.

The objective of the CADRI Programme is to enable the UN and other members of the ISDR system to support Governments build and implement a coherent framework for developing national capacities for disaster risk reduction, including preparedness for response.

To achieve the objective of the Programme, CADRI Partner Agencies:

  • Provide technical support to UN Resident Coordinators/ Humanitarian Coordinators, UN Country Teams and various existing coordination mechanisms to reinforce their capacities in assisting the Governments and other national stakeholders to develop frameworks for capacity development in a coordinated and coherent manner [Outcome 1];
  • Develop and disseminate training, learning and knowledge products, tools and methodologies in capacity development for disaster risk reduction at the global, regional and national levels [Outcome 2].

Through this initiative, CADRI Partner Agencies aim to strengthen existing capacity development initiatives and programmes at all levels (national, regional and global) and work in collaboration with existing UN and non-UN coordination mechanisms to ensure a better alignment of support in capacity development in disaster risk reduction offered to countries. CADRI is designed in such a way that it takes into account the comparative advantage of each partner to support capacity development through a coordinated, coherent and partnership-based approach which avoids duplications and maximizes resources.

In order to support the implementation of the project in various regions UNDP is seeking to engage the services of a consultant as a Capacity Development Specialist in the disaster risk reduction field.

Duties and Responsibilities

Scope of Work, Expected Outputs and Deliverables:

The consultant is expected to support the effective delivery of inter-agency capacity development support for the CADRI programme at country, regional and global levels, focusing on achievement of the following results:

Output 1:

Technical support for delivery of CADRI capacity development support at country level in Chad, Niger, Mauritania and Mali (in French)
Scope of Output 1:

From 2013 onwards, the CADRI Partnership supported Niger (since 2013), Chad (since 2013), Mauritania (since 2014) and Mali (since 2015) to undertake and validate interagency capacity assessments for disaster risk reduction and preparedness for disaster response, and, based on validated National Capacity Assessment Report, develop and validate National Plans of Action for Capacity Development in Disaster Risk Reduction. In Niger, Chad and Mauritania, the National Plans are developed but require finalization of the costing. This will entail one mission and/ or remote support by the end of 2015. In Mali, the capacity assessment took place in May 2015; several missions are expected by the end of 2015 (and possibly by mid-2016) to: validate the report (1 mission), develop the National Plan together with the Government and the UNCT (1 mission) and validate the National Plan through a national workshop (1 mission).

Tasks to be performed by the consultant under Output 1:

  • For Niger: Finalize the National Plan budgeting process with the Government and UNCT (remote support).

For Chad:

  • Finalize the National Plan budgeting process with the Government and UNCT through a one-week mission in July/ September 2015. Until the mission is organized, liaise regularly with the UN agencies responsible for collecting financial data for the National Plan. Facilitate a national validation workshop with the Government, UNCT and donors (one-week mission). Total of expected missions in Chad: 2 missions (14 days including travel days).

For Mauritania:

  • Finalize budgeting process with the Government and UNCT (remote support). Facilitate a national validation workshop for the National Plan with the Government, UNCT and donors (1-week mission). Total of expected missions in Mauritania: 1 mission (7 days including travel days).

For Mali:

  • Facilitate a national validation workshop for the capacity Assessment report through a one-week mission. Develop the National Plan together with the Government and the UNCT through a one-week mission. Total of expected missions in Mali: 2 missions (14 working days including travel days).

Expected deliverables for Output 1:

  • National Plan for DRR for Chad, Mauritania and Niger finalized, budgeted and prepared for validation by Government;
  • National DRR Capacity Assessment Report for Mali developed, finalized, edited and prepared for validation by Government.
  • A draft of the National Plan for DRR for Mali prepared by the end of 2015;
  • Five (5) missions prepared and conducted in line with CADRI methodology and quality standard. Five (5) mission back-to-office reports to be handed in to the CADRI coordinator by the consultant 5 working days after the mission is completed;
  • Three (3) national workshops supported by the consultant in line with CADRI methodology and quality standard. Workshop evaluation forms to be handed in to the CADRI coordinator by the consultant 5 working days after the mission is completed.

All missions will be conducted in French and all deliverables will be written in French.

Output 2:

  • Technical support for delivery of CADRI capacity development support at regional level in the Latin America and the Caribbean region (in Spanish).

Scope of Output 2

A pillar of the CADRI Partnership work is focused on strengthening existing regional capacities and solidifying the engagement with various partners and coordination mechanisms at the regional level. In 2014, 60 staff of CADRI partner agencies were trained on the interagency assessment methodology through two regional and one global workshop on capacity development. In line with the CADRI Annual Work plan, a regional capacity development workshop is expected to take place in 2015 in Panama targeting the regional and national advisors of the CADRI member agencies covering the Latin America and the Caribbean region.

Tasks to be performed by the consultant under Output 2:

Support the CADRI team to facilitate the preparation of the regional workshop, including:

  • Set up teleconference(s) with the regional advisors of the CADRI member agencies based in Panama;
  • Prepare and share the minutes of the teleconference(s);
  • Follow-up individually with the CADRI member agencies based in Panama to make sure the action points are implemented;
  • Support remotely the organizer of the regional workshop for any logistical matters;
  • Develop, edit, translate and/ or proof-read workshop materials (PPT slides, handouts) from English/ French to Spanish;
  • Co-facilitate a number of workshop sessions on CADRI methodology based on materials developed;
  • If a translator will be hired to translate materials into Spanish (budget permitting), the consultant will be in charge of making sure the translated materials are provided on time and at the expected quality (proof-reading may be required from the consultant;
  • Total of expected missions: 1 mission of 6 days including travel days (Panama);
  • Expected dates for workshop: mid-November 2015.

Expected deliverables for Output 2:

  • One (1) regional workshop organized within set deadline, including workshop agenda developed, circulated and endorsed by CADRI agencies at Geneva and Regional level, logistical arrangements ensured between Geneva and Panama, list of participants prepared and monitored. One mission back-to-office report to be handed in to the CADRI coordinator by the consultant 5 working days after the mission is completed;
  • Workshop materials prepared, edited and/ or proofread within set deadline (if workshop dated confirmed for mid-November 2015, materials need to be prepared and handed over by 1st of November 2015).Workshop materials include: PPT presenting CADRI methodology; CADRI summary brochure; handouts;
  • Workshop sessions delivered in Spanish based on developed materials.

Activities and mission will be undertaken in Spanish.

Output 3:

Knowledge Management:

Production and dissemination of the “Lessons Learned from the Sahel” Report Scope of Output 3:

In 2014 and early 2015, the CADRI Partner Agencies developed the report entitled “Disaster Risk Reduction Capacity Needs and Gaps in the Sahel Countries. Lessons Learned from the CADRI country-level engagement in Chad, Mali, Mauritania, Niger, Chad, and The Gambia” (in French and in English).

Tasks to be performed by the consultant under Output 3:

In collaboration with the CADRI programme associate, coordinate the following activities within the set deadline:

  • Editing and proof-reading in French (by 30 July);
  • Translation, editing and proof-reading from French to English (by 30 September);
  • Graphic design and layout, including development of thematic maps – both French and English versions (by 30 October);
  • Printing (by 31 November);
  • Dispatching of hard copies to UNDP regional hubs (by 10 December);
  • Online distribution: CADRI website; UNDP Geneva website; UNDP website; UNDP Teamworks; CADRI members agencies’ websites and/ or knowledge platforms; Prevention Web; Relief Web (from 1 November until 15 December).

Expected deliverables for Output 3:

  • Final version of report in French and English edited, laid-out, printed and distributed in hard and soft copies to an agreed-upon distribution list.

The consultant is expected to develop a detailed work plan with deadlines, contacts and distribution lists for this deliverable.

Output 1:

Target delivery dates:

Mission dates are fixed by Government and UNCT, so these cannot be pre-empted. Based on fixed mission dates:

  • Back to office reports are expected to be submitted 5 working days after the completion of the mission.
  • Mission deliverables (Reports, Plans) are expected to be submitted 4 to 6 weeks after the completion of the mission.

Required Skills and Experience

Education:

  • A Masters’ Degree (or above) in disaster management, disaster risk reduction, humanitarian action, development studies, public administration, geography, cartography.

Experience:

  • At least 3 years of relevant professional experience in disaster risk reduction/ management and/or preparedness for response;
  • Field experience in West Africa and/ or the Sahel sub-region is an asset (Chad, Niger, Mauritania, Mali, The Gambia, Burkina Faso, Senegal);
  • Professional experience with/ in the UN system is an asset.

Language:

  • Fluency in written and spoken English, French and Spanish is required.

Applicant Evaluation:

The award of the contract will be made to the individual consultant whose proposal is determined as having the highest combined score of the technical and financial scores, calculated as follows:

  • Technical criteria weight (70%);
  • Financial criteria weight (30%).

Only candidates obtaining a minimum of 70 points out of 100 at the technical evaluation will be considered for the financial evaluation -10;

  • Master’s degree or equivalent in social sciences, management, development studies or other discipline relevant to development and disaster recovery;
  • Three to five years of professional work experience in planning, implementing and managing development projects – possibly related to disaster risk reduction, response and recovery - 30;
  • Field experience in West Africa and/ or the Sahel sub-region is an asset (Chad, Niger,Mauritania, Mali, The Gambia, Burkina Faso, Senegal) - 30;
  • Proven experience with organization of events – ex. conferences, workshops, trainings - 10;

Financial Proposal (30%)

The following formula will be used to evaluate financial proposal: p = y (µ/z) where:

  • p= points for the financial proposal being evaluated
  • y = maximum number of points for the financial proposal (30 points)
  • µ = price of the lowest priced proposal
  • z = price of the proposal being evaluated

The award of contract will be made to the individual consultant who receives the highest combined score out of the weighted technical and financial criteria as specified above.

Schedule of Payments:
