Background

Organizational Context:

The negative impact of the HIV and AIDS has caught the attention of the global community and is reflected in its inclusion in the Millennium Development Goals (MDGs). The United Nations Development Programme (UNDP) has developed “Scaling-up Effective and Sustained Response on HIV and AIDS”,  a programme directly aligned with United Nations Development Assistance Framework (UNDAF) 2012-2018, which articulates the collective, coherent and integrated response of the UN system in the Philippines in support of national development priorities and goals of the 5th AIDS Medium-Term Plan (AMTP) 2012-2016. It seeks to strengthen capacities of national and local government and communities to plan and to implement sustained, comprehensive and effective responses to HIV and AIDS.

Local governments play a key role in ensuring the institutionalization and sustainability of the response in their localities, which is why the program aims to increase the level of commitment and engagement of local institutions and champions in addressing local AIDS challenges. Local governments are in the best position to fight stigma associated with HIV, to set in motion community discussion on its threats and implications, and to ensure the prevention, treatment and care and support for people most-at-risk, living with and affected by HIV.

Through documentation of learning, experiences, and challenges of existing local initiatives, good practices can be shared and replicated to other local government units.

Duties and Responsibilities

Summary of Key Responsibilities:

The Consultant will closely work with the Project Team and is responsible for the following:

  • Attend an inception meeting with the Project Team on the Terms of Reference and confirm the scope of work
  • Prepare and submit for Project Team approval an inception report detailing the scope of work to be done and a monitoring and evaluation plan for the continuous tracking and assessment of project performance and progress
  • Recommend the outline and contents of the documentation of good practices and LGU replication guide
  • Conduct periodic assessment and evaluation of the HIV and AIDS Project and submit corresponding reports on the status and progress of the project
  • Design and organize cross-sectoral consultation workshops or FGDs for key stakeholders (national and local, public, private and CSOs)  and act as RP/facilitator during the activities
  • Prepare presentation materials to be used during the workshop
  • Act as resource person in the LGU orientation
  • Present documentation results in one (1) forum
  • Document good practices in JP sites (with analysis on gender responsiveness and policy recommendations)
  • Develop replication guide for LGUs
  • Conduct validation activities to firm up the documentation of good practices and replication guide
  • Finalize the documentation and submit to LGA
  • Provide policy recommendations to HIV and AIDS Project Management Team based on the results of the M&E report generated on the project

Deliverables

  • Inception Report (should include in minimum the following: background, objectives, implementation strategy, activities and resource requirements, timeline and workplan);
  • M&E Plan and Report;
  • Report on the consultations conducted;
  • Final Documentation of Good Practices in JP Sites and Replication Guide for LGUs presented to LGA, PNAC and UNDP (3 copies in CD and 1 hard bound copy).

Required Skills and Experience

Education

  • Post-graduate related in a field relevant to local development, local governance, public administration, public health, or similar fields; advanced degree is preferred

Experience:

  • A minimum of 5 years of relevant work experience on research or other related discipline related to the delivery of outputs;
  • Knowledge of the HIV and AIDS situation in the Philippines;
  • Experience in dealing with donors, the government, NGOs and other related institutions;
  • Capacity to interact with partners and stakeholders.

Language

  • Excellent oral and written communication skills in English.
