Background

UN Women Viet Nam’s Strategic Note (SN) 2014-16 was approved in December 2013. The Viet Nam SN is a forward-looking programmatic document that translates the UN Women Strategic Plan 2014-2017 to the country level by adapting it to the country context and priorities. It also articulates UN Women’s contribution to the UN One Plan 2012-2016 in Viet Nam. The SN outlines the overall strategy and plan of action for the UN Women Viet Nam Country Office (VCO) for the years 2014-2016 and includes a Development Results Framework (DRF) and an Organizational Effectiveness and Efficiency Framework (OEEF) with expected results and targets/ indicators/ baselines.

Under UN Women’s policies and procedures in relation to programme management, a mid-term review (MTR) is mandatory for programmes of at least three years duration. In the case of UN Women Viet Nam this requires the office to hold a MTR of its programme in 2015.

To this end, an external consultant will be recruited to support the VCO in conducting the MTR.

The objectives of the UN Women Viet Nam MTR are as follows:

  • To reflect on progress of the programme, changes in the programming context (including normative developments), and the continuing programmatic and operational relevance;
  • To reflect on the effectiveness of the Office’s advocacy, coordination, partnership, monitoring and knowledge management approaches in delivering the expected outcomes;
  • Receive feedback from partners and beneficiaries on #1 and #2 above;
  • To serve as a forward-looking opportunity to identify some emerging issues for the new UN One Plan and SN for the 2017-2021 cycle.

The MTR will be an internally-driven exercise by which VCO will review its progress made against the current SP and look at issues such as its continued relevance to the changing context in Viet Nam and effectiveness in programme and operations. The MTR follows the format of a planning and monitoring exercise rather than a full-evaluation. However, UN Women VCO partners will be consulted with during the process to provide an external perspective of UN Women’s work in the Viet Nam.

The MTR requires the engagement of all VCO staff in the process. Staff will be asked to support the development of Discussion Papers, participate in facilitation of the internal MTR meeting and engagement of UN Women partners at relevant points during the MTR.

The following outputs are expected from the MTR:

  • Discussion Papers: 6 one-page Discussion Papers will be developed as inputs for the MTR meeting. The consultant will be responsible for leading development of 3 Discussion Papers and selected VCO staff will lead development of remaining 3 papers;
  • Where necessary, the consultant will support in collecting information for Discussion Papers being developed by VCO staff;
  • MTR Report: This will be a 4-page document that summarizes the key issues discussed at the MTR meeting and validated with key external partners. The MTR Report will be developed by the consultant and finalized by VCO.

Duties and Responsibilities

The consultant will lead in developing 3 one-page Discussion Papers (positioning paper, coordination paper, communication and outreach paper), and support UN Women staff that will lead in developing the remaining 3 Discussion Papers (programmatic performance paper, partnerships paper, normative paper). In this process, the Consultant will be responsible for finalizing the partner survey questions with inputs from UN Women staff, and will conduct interviews of a few key stakeholders.

The consultant will facilitate an internal MTR meeting with VCO staff to reflect on progress made against the current SN and related issues. Following this, the international consultant will make a presentation to UN Women partners and incorporate feedback received to bring the Discussion Papers and MTR Report to a final form.

The consultant will work in close collaboration and in consultation with UN Women staff and management.

Competencies

Functional Competencies:

  • Familiarity with UN system and UN Women’s work, policies and procedures would be an advantage;
  • Ability to produce high quality reports in English;
  • Strong facilitation skills.

Required Skills and Experience

Education:

  • At least a university degree (master’s degree) preferably in the field of social sciences, development, gender equality or evaluation.

Experience:

  • At least 7 years professional experience in programme development and implementation, including monitoring and evaluation.
  • Experience conducting an organizational evaluation/strategic review;
  • Experienced in working with various government, non-government partners and donors.

Language:

  • Fluent in English.
