Background

Organizational Context:

The UN Entity for Gender Equality and Empowerment of Women (UN Women), grounded on the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In the Philippines, a recent initiative has been launched that will contribute to one of UN Women’s thematic areas, economic empowerment of women, that involves supporting efforts that will allow them to benefit from development. This area includes a focus on most excluded women, together with structural inequalities, including women’s unpaid work, burdens, gender inequalities in access to decent employment and equal pay, and access and control over productive resources. It thereby contributes to more equitable and inclusive development and poverty reduction.

To be specific, UN Women Philippines is implementing the Global Initiative on Promoting and Protecting Women Migrant Workers’ Labour and Human Rights: Engaging with International, National Human Right mechanisms to Enhance Accountability, funded by the European Union. The Philippines has been selected as a national pilot of this Initiative (along with Mexico and Moldova). National-level implementation will be the key component of this Initiative and will also contribute to the global and regional policy advocacy to enhance the protection of the rights of women migrant workers.

The project aims to promote women migrant worker’s rights and protect them against exclusion and exploitation at all stages of migration. It aims to contribute to this overall objective by:

  • strengthening strategic international human rights mechanisms, national oversight institutions and governments to ensure accountability :to women migrant workers at all stages;
  • strengthening women migrant workers’ organizations and their support groups to effectively engage with the above stakeholders to ensure greater accountability to them.

One of the expected results of the project is the production of relevant, high quality knowledge products, advocacy and capacity building tools/materials strategically disseminated and effectively influenced the project’s advocacy and capacity strengthening initiatives. Herein the needs and capacities of migrant women must be acknowledged and highlighted. When gender concerns in migration are addressed, the human rights of migrant women, men and their families are protected throughout the migration cycle; the development potential of migration is maximized and its costs are reduced; good governance is ensured; and legitimacy and accountability are upheld.

Against this background, a page brief / how-to guidelines on mainstreaming migration into development strategies from a gender perspective targeting key policy makers and development planners from the national government agencies (concerned with labor, overseas migration, women, human rights), local government units, international organizations (United Nations agencies, intergovernmental agencies, donors), civil society, and private sector, will be developed under the project. The contemplated brief will be packaged as a handy, easy to follow reference for target audiences and other interested parties.

In this regard UN Philippines seeks to hire a national consultant to develop a Brief / How-to Guidelines on How to Mainstream Migration into Development Strategies from a Gender Perspective.

The main objective of this consultancy to develop a  6-7 page brief / how-to guidelines on mainstreaming migration into development strategies from a gender perspective (both content and design) targeting key policy makers and development planners in consultation with UN Women and activity partner Philippine Commission on Women (PCW)

Duties and Responsibilities

Summary of Key Responsibilities:

Under overall guidance of the National Project Officer – Migration of UN Women Philippines Project Office, the consultant will perform the following tasks:

Conduct research and/or desk review of relevant knowledge products previously done by UN/UN Women, PCW and other related work conducted by other key stakeholders.

  • Consult with UN Women and PCW on content and design of the knowledge product
  • Provide an annotated bibliography
  • Submit an annotated outline

Develop a 6-7 page brief / how-to guidelines on mainstreaming migration into development strategies from a gender perspective (both content and design) based on the research and/or desk review.

  • Submit first draft of content and initial design
  • Submit initial proto-type with actual specifications (lay-out, size, color, fonts, etc.)
  • Submit the revised proto-type incorporating comments from UN Women and PCW
  • Pretest the revised proto-type with select UN Women and PCW staff and prospective users from other government agencies
  • Submit the final copy in PDF and  in editable form (e.g. illustrator/in-design)

Required Skills and Experience

 Education:

  • Minimum Bachelor’s Degree in Communications, Development, Gender Studies, Migration Studies, Human Rights and other related fields. Master’s Degree in these and related fields is desirable.

Experience and skills:

  • Minimum five years of experience in developing content and design of knowledge products / information, education and communication (IEC materials)
  • Experience preparing knowledge products for UN and/or UN Women, covering gender,   migration, development, human rights, a plus
  • Knowledge of or background on national development planning /strategies, gender and development planning, an advantage
  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.
  • Ability to use lay-out software (e.g. Ilustrator, photoshop, in-design, pagemaker, etc.)

Language and other skills

  • Good command of English both written and oral
