Background

UNDP’s Independent Evaluation Office (IEO) is carrying out an ‘Evaluation of UNDP Contribution to Anti-Corruption and Governance Integrity in a development context.’  The evaluation will assess the contribution of UNDP’s support to anti-corruption and transparency, accountability and integrity, for the period 2008-2014. The evaluation will be presented to the Executive Board of UNDP in the second regular session of 2016, and provide strategic inputs for strengthening the contribution of anti-corruption and governance integrity policy.

The objectives of the evaluation are to:

  • Provide an assessment of UNDP contribution to strengthening national capacities in anti-corruption and governance integrity. This includes an assessment of UNDP contribution to global anti-corruption policy debates;
  • Analyze factors that explain UNDP contribution to anti-corruption and governance integrity;
  • Assess the extent to which anti-corruption and integrity measures are integrated in different areas of UNDP support;
  • Present key findings, conclusions and recommendations to inform management decisions.

The UNDP Independent Evaluation Office is seeking the services of 3 governance and evaluation experts, to carry out country studies, in one or more countries in a given region. The consultants will work in close coordination with the IEO. 

Duties and Responsibilities

The Evaluation Consultants will carry out one or more country studies to ascertain the contribution of UNDPs support to anti-corruption and integrity mechanisms. The assignment involves both home-based work and traveling. The consultants will work under the supervision of the IEO Evaluation Manager throughout the evaluation. Their key responsibilities include:

  • Review pertinent literature, including the reference material provided by IEO (e.g., country programme related documents, project documents, past evaluation reports, and national reports) prior to field work; and prepare a note based on secondary data and literature prior to field work;
  • Conduct field-based data collection in accordance with the evaluation design and methodology provided by the IEO;
  • Provide completed interview protocols;
  • Prepare a report outlining the governance context of the country, UNDP programme support, and findings on UNDPs contribution;
  • Be responsible for individual work schedules (e.g., scheduling and conduct of required interviews and field visits) in consultation with the IEO and the country office staff; and
  • Provide any additional data and information to the analyses, as well as clarification, as required by the IEO.

All reports and documents will be produced in English. The assignment includes field visits to assigned country / countries in addition to home-based preparation and analysis, country study report drafting and providing completed evaluation protocols (approx. 20 working days per assigned country).

Competencies

  • Demonstrated capacity for strategic thinking and ability to provide policy advice;
  • Strong report writing and communication skills;
  • Ability to work in a multicultural and multidisciplinary team environment;
  • Familiarity with UN/UNDP mandate and operations; and
  • Strong written and verbal communication skills.

Required Skills and Experience

Education:

  • Master’s degree - or higher - in Public Policy, Political Science, Social Science, Law or any other areas relevant to the post.

Experience:

  • A minimum of 10 years of work experience in International Development;
  • Substantive expertise in the area of governance, particularly anti-corruption and governance integrity; and
  • Extensive evaluation experience, having participated in complex evaluations of development programmes; and
  • Work experience in one or more regions covered by the evaluation.

 Language:

  • Excellent written and spoken English; and
  • Knowledge of an additional regional language will be an advantage.
