Background

The United Nations Development Programme (UNDP) is the global development network of the United Nations system that is on the ground in 177 countries, with its Headquarters in New York, USA. The Bureau of Management deals with the development of corporate strategies, policies, tools and systems in the key management areas of human resources, finance and administration, budget, procurement, information and communications technology, legal, security, management consulting, and multi-partner trust funds. Drawing on sound analytics and a risk-management approach, BoM supports UNDP in the achievement of development results through management advice, innovative business solutions and other corporate services in operations management in line with evolving needs and expectations of development partners and international best practices. BoM also oversees policy adherence in operations management, safeguarding UNDP’s accountability vis-à-vis United Nations Member States and other relevant partners.

The Directorate of the Bureau of Management (BoM) consists of a small team advising and supporting the Assistant Administrator/Director and Deputy Directors of BoM on a wide range of management issues with significant corporate implications. The Directorate is also responsible for integrating and coordinating activities of BoM business units. The Directorate is also managing the Programme and Operations Policies and Procedures (POPP) Enhancement Project and UN agency services task force related to operational issues.

In 2015, the POPP Enhancement Project continues to review and reorganize POPP content. Meanwhile, a user-friendly POPP platform is being built. As part of this initiative, the project is seeking a team of dynamic and enthusiastic junior professionals who can support the migration of content to the new platform.

Duties and Responsibilities

These consultancy positions are home-based. A face-to-face meeting (if the candidate is based in New York) or Skype meeting will be organized once a week, and as required.

Under the direct supervision of the Management Advisor/POPP Enhancement Project Manager in the Directorate, consultants shall deliver the following results to be delivered between September and March 2016:

Deliverables (which should be submitted within 30 days upon receive of assignment portion from UNDP)

Lot 1 - Consultant 1

Deliverables 1: 33% completion of uploading the content for policies, procedures, templates, library and others under “Financial Resources” section.

Payment: 33% of total contract amount.

Deliverables 2: 33% completion of uploading the content for policies, procedures, templates, library, and others under “Human Resources” section.

Payment: 33% of total contract amount

Deliverables 3: 34% completion of uploading the content for policies, procedures, templates, library and others under “Financial Resources” section.

Payment: 34% of total contract amount.

Lot 2 - Consultant 2

Deliverables 1: 33% completion of uploading the content for policies, procedures, templates, library and others under “Human Resources” section.

Payment: 33% of total contract amount

Lot 3 - Consultant 3

Deliverables 1: 50% completion of uploading the content for policies, procedures, templates, library and others under “Contract and Procurement” section.

Payment: 33% of total contract amount

Deliverables 2: 100% completion of uploading the content for policies, procedures, templates, library and others under “Contract and Procurement” section.

Payment: 33% of total contract amount.

Deliverables 3: 100% completion of uploading the content for policies, procedures, templates, library and others under “Programme and Project Management”.

Payment: 34% of total contract amount.

Lot 4 - Consultant 4

Deliverables 1: 100% completion of  uploading the content for policies, procedures, templates, library and others under “Partnerships” section, and “Administrative Services” section.

Payment: 33% of total contract amount.

Deliverables 2: 100% completion of uploading the content for policies, procedures, templates, library and others under “Crisis Response” section.

Payment: 33% of total contract amount.

Deliverables 3: 100% completion of uploading the content for policies, procedures, templates, library and others under “Results and Accountability”.

Payment: 34% of total contract amount.

Travel

No travel is envisaged.

Required Skills and Experience

Education:

  • Bachelor's degree in management, law, public administration and/or public policies.

Experience:

  • A minimum of 6 months of professional work experience with the private sector, NGO or/and international organizations;
  • Knowledge of the UNDP policies and procedures would be an asset, but not a requirement;
  • Experience in the usage of computers and office software packages.

Language:

  • Fluency in English.

Documents to be included with this application:

  • Cover letter clearly mention which LOT that the candidate is interested to apply. If the candidate does not mention this, however, UNDP will not reject the application. UNDP has the right to place the candidate in the LOT that is suitable to his/her CV;
  • UNDP P11 or Personal CV with a minimum of 3 references; and
  • Financial proposal, which shall contain a lumpsum rate based on the deliverables. The rate should be inclusive of ALL COSTS including related benefits and insurance. The successful candidate is expected to work from home. A face-to-face meeting (if the candidate is based in New York) or Skype meeting will be organized once a week, and as required.

Evaluation Process:

Each LOT will have its own evaluation. The candidates will be evaluated using the following methodology:

Step I: Shortlisting by Desk Review

UNDP will conduct a desk review to produce a shortlist of candidates by evaluating:

  • a)  Qualifications based on the UNDP P11 form/ CV submitted by each candidate; and
  • b)  Candidates will be assessed and scored against the following evaluation criteria;
  • Experience of working with the private sector, NGO or/and international organizations (25%) - applicable for ALL LOTS;
  • Experience in the usage of computers and office software packages (25%) - applicable for ALL LOTS;
  • Relevant educational background as per the requirement (25%) - applicable for ALL LOTS;
  • Substantive understanding of and/or background the following areas of specialization (25%) - as applicable for each LOT.

LOT I: Finance

LOT 2: Human Resources

LOT 3: Contract & Procurement and Project Management

LOT 4: Partnership/Administrative Services; Crisis Response; Results and Accountability

Up to 3 candidates who score the highest in the desk review and also meet the minimum threshold (70 points) for each LOT will go further for Financial Evaluation.

Step II: Financial Proposals

The candidates who pass STEP I “Desk Review” will be reviewed their financial proposals, which shall contain a lumpsum rate based on the deliverables. The rate should be inclusive of ALL COSTS including related benefits and insurance. The successful candidate is expected to work from home. A face-to-face meeting (if the candidate is based in New York) or Skype meeting will be organized once a week, and as required.

Step III: Combined Scores

The next evaluation will be combining the scores of the desk review and the financial proposal with the following weights assigned to each:

  • Desk Review: 70%;
  • Financial Proposal: 30%.

Step IV: Phone/Skype Interview

Following the combined score evaluation, the candidate with the highest score for each LOT will be invited for a phone/skype interview. The purpose of this interview is to confirm the information stated in the CV and hence to confirm whether or not the candidate is suitable for the post before the contract is actually awarded to the candidate.

Each LOT will have only one recommended candidate. If after evaluation, a candidate received highest combined score for more than one LOT, the candidate will be recommended for the LOT where their combined score is the highest.
