UNDP is the UN's global development network advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP’s vision is to support countries in achieving the simultaneous eradication of poverty and significant reduction of inequalities and exclusion.
To strengthen inclusive and effective governance, the UNDP Strategic Plan focuses on ensuring participation and voice in pursuit of equitable access to development opportunities, and working with poor and other excluded groups as agents of their own development. The plan includes the following outcomes to achieve effective governance: (i) citizen expectations for voice, development, the rule of law and accountability are met by stronger systems of democratic governance; and (ii) countries have strengthened institutions to progressively deliver universal access to basic services.
UNDP’s work on HIV, Health and Development leverages the organization’s core strengths and mandates in governance, human development, and capacity development. The Asia Pacific HIV, Health and Development team is based in the UNDP Regional Hub in Bangkok, Thailand. It works to address development challenges relating to HIV and health, and to support integrated and multi-sectorial responses that protect the rights of people living with and affected by HIV, including sexual minorities. The Regional Hub also provides advisory and technical support to UNDP Country Offices and regional partners.
The ‘Being LGBT in Asia’ Phase-2 (BLIA-2) initiative is a regional partnership between UNDP, the Swedish Embassy in Bangkok and USAID, implemented by the HIV, Health and Development Team. The initiative is aimed at advancing the well-being of lesbian, gay, bisexual and transgender (LGBT) people, and reducing inequality and marginalization on the basis of sexual orientation or gender identity. The initiative is a collaboration with civil society, and engages national and regional institutions to advance protective laws and policies, and empower civil society. It supports policy and operational research, and strategy development among vulnerable groups and a range of key stakeholders at national and regional level. Between 2012 and 2014, in the first phase of the initiative, UNDP and USAID implemented a landmark review and analysis of LGBT circumstances across 18 Asian countries. It found that LGBT people suffer not only from unsupportive policies and laws, but also high levels of stigma and discrimination, affecting every aspect of people’s lives, from families and the workplace to law enforcement, the media and health and education services.
UNDP‘s management role of BLIA-2 consists in ensuring successful implementation of grant activities ensuring programmatic and financial accountability and capacity building of national and international counterparts on programme, monitoring and evaluation (M&E) and financial management.
Under the guidance and supervision of the Team Leader and Policy Advisor (HIV, Health and Development), the M&E Officer contributes to the effective implementation of the M&E policy, ensures that minimum M&E requirements for the programme are met and participates in the conduct of thematic and cross-cutting monitoring activities. .
The M&E Officer ensures that M&E activities are designed and implemented to assess the programme relevance, effectiveness, efficiency, impact and sustainability of results; monitoring activities are carried out in a credible and systematic manner; lessons and recommendations are used for improving the programme implementation design and contribute to improving the priorities and results.
The M&E Officer liaises with the Team Leader and Policy Advisor regarding M&E approaches and methodologies, ensuring that UNDP meets the requirements for M&E, including the conduct of mandatory project reporting.
The M&E Officer works in close collaboration with National Programme Officers in four UNDP Country Offices (China, Indonesia, the Philippines and Thailand), community members, and other regional stakeholder to ensure that thematic, programme and project monitoring evaluations are carried out according to schedules and that findings and recommendations are implemented and followed up.

Summary of Key Functions:
- Implementation of M&E policies and strategies;
- Coordination of the overall M&E system and processes;
- Facilitation of knowledge building and knowledge sharing on M&E.
Ensure the implementation of M&E policies and strategies, focusing on achievement of the following results:
- Participation in the planning, preparation and management of the regional programme and country-level projects and other types of M&E activities conducted in the Programme;
- Promotion of M&E standards in line with UNDP and donor requirements, ensure quality assurance/control across the projects in four countries;
- Provision of technical advice for the design and set-up of well-defined and measurable indicators at the design stage to facilitate monitoring and evaluation at the later stages;
- Contribution to the development and execution of M&E work plan;
- Coordination of specific M&E missions under the programme, evaluations or desk evaluations/studies on selected themes;
- Periodically review and update of the overall Programme M&E system with National Programme Officers in UNDP Country Offices (including Management Information System), develop and update the M&E Standard Operating Procedures and other guidance documents;
- Leading the M&E capacity building activities for project staff and relevant regional partners;
- Contribution to data analysis, programme review and document preparation and dissemination;
- Participation in Programme mid-term review, including in four Programme countries where possible;
- Contribution to required documentation and reporting for UNDP Bangkok Regional Hub Regional Programme.
Ensure effective coordination of the M&E system and processes focusing on achievement of the following results:
- Coordinate the preparation and quality control of the M&E data in the Programme’s regular Donor updates and annual reports in compliance with the UNDP and Donor requirements;
- Participation in on-site and off-site data verification in coordination with UNDP Country Office staff;
- Draft Terms of Reference (ToR) for specific programme M&E missions and/or desk evaluations/reviews, participation in consultant selection, technical feedback on evaluations and budget oversight;
- Coordination and follow-up on implementation of evaluation recommendations. Ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan;
- Collaboration and coordination with project partners including other UN agencies, government agencies, NGOs, and other organizations on M&E issues at the regional and national levels;
Ensure facilitation of knowledge building and knowledge sharing in the area of M&E, focusing on achievement of the following results:
- Preparation of analytical documents based on lessons learnt and areas evaluated, effectiveness and impact of UNDP programme, contribute to content development for relevant knowledge products;
- Identification and formulation of lessons learned and recommendations to be integrated into broader knowledge management efforts, disseminated in learning events and channeled into decision-making processes;
- Contribution to the development and implementation of Knowledge Management Strategy for the Programme;
- Enhance knowledge of the Country Office programme officers on M&E and quality assurance methodologies;
- Participation or contribution in the conduct of results-oriented M&E training efforts in the countries.

Habilidades y experiencia requeridas
Education:
- Master’s Degree or bachelor’s degree in Public Health, Development studies, International Relations, Political Science, or related social sciences.
Work Experience:
- 5 years of relevant M&E experience in international development issues for Master’s degree holder, or 7 years’ experience for Bachelor’s degree holder, at the international or national level and preferably on human rights;
- Experience of managing M&E systems with Donors, including M&E capacity building;
- M&E experience relating to analysis of socio-economic issues would be an asset;
- Experience in the usage of computers and office software packages, experience in handling of web-based management systems. Knowledge of management of MIS systems preferred.
Language Requirement:
- Fluency in English with good verbal and written skills;
- Fluency in an Asian language will be an asset.
Remuneration:
- Starting Baht 1,347,275 per annum.
