To provide administrative and research support within the “Management of Citizen-Centric Policy Measures – Office of the Prime Minister” project.

c.             Background Information

The Prime Minister of the Republic of Serbia, in his address to the Parliament on 27 April 2014, on the occasion of establishment of the Government, noted that Serbia has dropped to the 101st place under the Global Competitiveness Index of the World Economic Forum for 2013/2014, as the last country in the region. He stated that the main goal of the reform process would be to increase competitiveness of the economy, make an appealing climate for investments and finally, to put pressure on the practice of corruption. The Government has a plan to make the biggest progress on this index, becoming among the first ranked countries of South-eastern Europe by 2018. In order to steer reforms at a fast-track pace, the Office of the Prime Minister is setting up a Strategic project implementation Unit as a single information and coordination point supporting the head of Government in reaching evidence-based policy decisions. The purpose of the project is to support the Office of the Prime Minister by providing advisory services to its Strategic Project Implementation Unit tasked with supporting the Cabinet in delivering better results faster in five key priority areas: infrastructure, investment climate, agriculture, restructuring of public enterprises and public administration reform.

The project assistant will provide support services related to providing background research, documentation and legal advice to members of the Strategic Project Implementation Unit and the Prime Minister’s Office, as well as contributing to the administrative and organizational work of the Unit.

Duties and Responsibilities

The Project Assistant will perform the following tasks:

  • Support consultants in ensuring compliance of project initiatives with Government procedures and the Serbian legal framework;
  • Provide ad hoc analytical and legal research support to expert teams within the Strategic Projects Implementation Unit;
  • Disseminate daily briefs, press clippings and relevant documents;
  • Prepare talking points and public statements;
  • Translate and edit outputs and reports;
  • Prepare timetables, workplans and progress reports;
  • Draft correspondence on project issues, as required;
  • Establish and maintain filing system for all projects implemented by the Unit, as well as incoming and outgoing correspondence;
  • Support the organization of events;
  • Schedule meetings, prepare agendas and compile and distribute minutes;
  • Facilitate coordination with external stakeholders, advise team members of relevant activities and plans of other government bodies;
  • Ensure full compliance of activities with UNDP rules, regulations, and policies;
  • Perform other tasks/duties as required.

  • Efficient administrative support provided;
  • Project related correspondence prepared;
  • Efficient support to organization of meetings, information compiled and minutes of meetings taken and distributed;
  • Timely and accurate legal and research support provided;
  • Effective and efficient support to coordination of project activities with the activities of external stakeholders provided

Qualifications et expériences requises

Education:

Secondary education with University degree in social sciences; preferably in law as an asset.

Experience:

  • At least 3 years of relevant experience;
  • Experience working with public institutions
  • Evidence of ability to express ideas clearly, to work independently and in teams, and to demonstrate a sense of self-assuredness combined with cultural and gender sensitivities;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling web based management systems.

Language Requirements:

Excellent knowledge of written and spoken Serbian and English.
